The Department of Agrarian Reform (DAR) Nueva Ecija and Kasaka Manaol Agriculture Cooperative formalized their partnership through the signing of a Memorandum of Agreement (MOA) and the launching and operationalization of the cooperative as an Agrarian Reform Beneficiary Organization (ARBO) developed as a Microfinance Service Provider on August 17, 2026, at the DAR Nueva Ecija Conference Room.

Representing DAR Nueva Ecija were Atty. Alvin B. Soriano, OIC-PARPO II; Engr. Anna Marie R. Guillermo, OIC-PARPO I; and Engr. Ryan S. Bulanhagui, OIC-CARPO for PBDD. The cooperative was represented by Mr. Sarnie R. Esteban, Chairman, and Mr. Marcelo D. Daga, Vice Chairman.

The partnership aims to provide agrarian reform beneficiaries (ARBs) with improved access to financial services, particularly credit that can support agricultural production, livelihood activities, and other income-generating ventures.

The operationalization of Kasaka Manaol Agriculture Cooperative as a Microfinance Service Provider strengthens its role as a community-based financial partner for its members, promoting responsible credit access and financial inclusion among ARBs.

Through this initiative, DAR Nueva Ecija continues to strengthen ARBOs not only as organizations of beneficiaries but also as sustainable institutions capable of providing services and creating economic opportunities for their members.

The MOA signing and launch reaffirm the shared commitment of DAR Nueva Ecija and Kasaka Manaol Agriculture Cooperative to empower ARBs, strengthen their organizations, and contribute to sustainable rural development in Nueva Ecija.

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 17

Pursuant to Memorandum Circular No. 127, government offices are directed to shift to appropriate alternative work arrangements in the National Capital Region and the following provinces starting 12:00 noon on August 17, 2026:

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

The Department of Agrarian Reform (DAR) Nueva Ecija paid a courtesy call to the Local Government Unit (LGU) of Rizal on August 12, 2026, to introduce and discuss the Rice Business Innovations System (RiceBIS) 2.0 Program, a collaborative initiative with the Department of Agricultureโ€“Philippine Rice Research Institute (DA-PhilRice).

The courtesy call provided an opportunity to explain the programโ€™s objectives, approach, and potential benefits to rice-based farming communities. RiceBIS 2.0 seeks to strengthen Agrarian Reform Beneficiary Organization (ARBO) enterprises through modern rice farming technologies, market linkages, improved production efficiency, and value-chain development.

Representing DAR Nueva Ecija were OIC-PARPO II Atty. Alvin B. Soriano, OIC-PARPO I Engr. Anna Marie R. Guillermo, assigned staff for Rizal Mr. Emil Pascual, and RiceBIS 2.0 Focal Person Karlo Domingo. DA-PhilRice was represented by RiceBIS Project Leader Ms. Rowena Pineda and Focal Person Ms. Careen C. Bautista.

The LGU of Rizal, led by Mayor Hon. Hanna Katrina L. Andres, was represented by Municipal Agriculturist Dr. Leo Galdores. Also present were representatives of the Aglipay Agriculture Cooperativeโ€”Chairperson Mr. Roberto Vellejo, Vice Chairperson Mr. Felipe Lopez Jr., and Manager Ms. Rodalyn Pascua.

The discussion served as an initial avenue for the partner agencies, LGU, and local stakeholders to understand the RiceBIS 2.0 framework and explore possible areas of convergence. The initiative is envisioned to help create stronger rice-based enterprises and improve opportunities for ARBOs and rice-producing communities.

The courtesy call underscored the importance of collaboration among government agencies, local government, and farmer organizations in supporting sustainable and competitive rice-based development in Nueva Ecija.

The Department of Agrarian Reform Provincial Office (DARPO) Nueva Ecija reinforced its commitment to quality public service through the ISO 9001:2015 Quality Management System (QMS) Awareness, Refresher Course, and Retooling held on August 10โ€“11, 2026 at the DAR Nueva Ecija Function Hall.

The two-day activity brought together newly hired employees, Document Controllers (DCs), Internal Quality Auditors (IQAs), and Continuous Improvement Group (CIG) members to strengthen their understanding and application of the ISO 9001:2015 QMS.

Serving as resource speaker was Ms. Jennifer M. De Leon of Full Force Consultancy Services, who shared technical guidance and practical insights on establishing, maintaining, and continually improving an effective quality management system.

The sessions provided newly hired personnel with a foundation on ISO 9001:2015, while the refresher course for Document Controllers reinforced proper management of documented information. Meanwhile, IQAs and CIG members were retooled on their roles in monitoring processes, identifying opportunities for improvement, and supporting the continual enhancement of the QMS.

Also present during the activity were OIC-PARPO II Atty. Alvin B. Soriano, OIC-PARPO I Engr. Anna Marie R. Guillermo, PCAO Engr. Dina DG. Gonzalez, and PARAD Atty. Enrique T. Sumogba, Jr.

Their participation highlighted the support of DARPO Nueva Ecija leadership in sustaining an effective QMS and embedding quality and continuous improvement into the delivery of agrarian reform services.

More than a compliance requirement, the activity underscored that quality management is a continuing commitmentโ€”one strengthened by competent personnel, efficient processes, and a shared culture of accountability and improvement.

Through initiatives such as this, DARPO Nueva Ecija continues to strengthen its internal systems and uphold its commitment to delivering responsive, consistent, and quality service to Agrarian Reform Beneficiaries and other stakeholders.

The Department of Agrarian Reform (DAR) Central Luzon presented its accomplishments and key performance indicators virtually during the National CY 2026 1st Semester Formative Performance Assessment and CY 2026 2nd Semester Catch-Up Planning Conference on August 3โ€“4, 2026.

The assessment provided an opportunity for DAR Central Luzon to showcase its first semester achievements, discuss implementation challenges, and present its catch-up plans for the second semester in support of the department's commitment to achieving its targets and delivering responsive agrarian reform services.

The Provincial Agrarian Reform Coordinating Committee (PARCCOM), led by Chairperson Leonardo Nem Singh, held its meeting on July 28, 2026, at the Department of Agrarian Reform Provincial Office (DARPO) Nueva Ecija, bringing together PARCCOM officials and DAR Nueva Ecija officials and personnel to discuss key matters concerning the implementation of agrarian reform programs in the province.

A highlight of the meeting was the formal introduction of the newly designated Officer-in-Charge Provincial Agrarian Reform Program Officer II (OIC-PARPO II), Atty. Alvin B. Soriano, marking his first PARCCOM meeting since assuming leadership of the Provincial Office. Chairperson Leonardo Nem Singh and the PARCCOM officials welcomed Atty. Soriano and expressed their commitment to strengthening collaboration with DAR Nueva Ecija in advancing the agency's programs and services.

The meeting also served as a venue to discuss various agenda items and updates related to agrarian reform implementation. Through open dialogue and collaboration, both PARCCOM and DAR officials reaffirmed their shared commitment to promoting effective program implementation and improving the lives of Agrarian Reform Beneficiaries (ARBs) across Nueva Ecija.
