NIA UPRIIS DIVISION III FEDERATIONS SIGN EPAHP MARKETING AGREEMENT WITH NFA

The National Food Authority (NFA) formalized a Marketing Agreement with two federations under the NIA UPRIIS Division III on October 15, 2026. The participating federations, MISMO of Zone I Federation of Irrigators Associations (FIA) and Magsasakang Nagkakaisa sa Kaunlaran Federation of Irrigators Associations (FIA), entered into the agreement under the Enhanced Partnership Against Hunger and Poverty (EPAHP) program, which aims to improve farmers’ access to markets and strengthen agricultural livelihoods. Through this partnership, member-Irrigators Associations (IAs) will have an additional opportunity to sell their harvested palay directly to the NFA through its government procurement program, providing a reliable market option while contributing to the country's rice supply.

The signing ceremony was attended by NIA UPRIIS Division III Acting Division Manager, Engr. Jayson M. Ibarra, MISMO of Zone I FIA President, Mr. Roberto Adriosula, and Magsasakang Nagkakaisa sa Kaunlaran FIA President, Mr. Victor Hernandez, alongside NFA Nueva Ecija Branch Manager, Ms. Maria Luisa L. Luluquisen. The activity featured messages from the participating officials, highlighting the importance of stronger institutional partnerships in supporting farmers. An orientation on NFA programs was also conducted, with particular emphasis on the agency’s new Purchase Order system, which is designed to simplify the procurement process and make palay transactions more accessible and convenient for farmers.

The agreement represents another significant step in strengthening collaboration among NIA, NFA, and farmers’ organizations toward more sustainable agricultural development. Through initiatives under the EPAHP program, NIA UPRIIS Division III and the NFA reaffirm their shared commitment to empowering farmer-beneficiaries, strengthening agricultural partnerships, and fostering a more productive and resilient farming sector.

Looking back at the transformation of NIA UPRIIS irrigation canals from traditional earth canals to improved concrete-lined waterways, we see more than just infrastructure development. What were once simple earthen waterways have evolved into more efficient irrigation channels designed to improve water distribution, minimize seepage losses, and enhance irrigation management for our farmer-beneficiaries.

Beyond these physical improvements, this transformation reflects the Agency's continued commitment to strengthening agricultural productivity, conserving valuable water resources, and providing reliable irrigation services to the hardworking farmers who help sustain our communities.

Every canal improved is another step toward a more reliable irrigation system and a more productive agricultural future.

The NIA UPRIIS Dam and Reservoir Division (DRD) conducted a two-day Sustainable Irrigation System Management at Farm Level Training for the officers and members of the Marikit-Abuyo Irrigators Association, Inc. on October 13–14, 2026, at the DRD Conference Hall. Initiated by the Operations and Institutional Development Unit under the Civil Works Section, headed by Engr. Amando B. Tumpalan Jr., the capacity-building activity aimed to equip participants with essential knowledge and practical skills to promote efficient and sustainable irrigation management at the farm level.

Facilitated by resource speakers from the UPRIIS Institutional Development Section and concerned personnel from other Division Offices, the training featured discussions designed to strengthen the participants’ technical and institutional capabilities. The sessions highlighted the roles and responsibilities of Irrigators Association (IA) officers and members, proper water management techniques, efficient irrigation practices, and the effective utilization of farm-level irrigation facilities. Participants also gained valuable insights into the different growth stages of rice, the PalayCheck System, and relevant irrigation laws and regulations that guide the operations and management of their association.

Beyond enhancing technical knowledge, the training served as an opportunity to reinforce collaboration between NIA personnel and the IA officers and members. Through shared learning and active participation, the activity emphasized the importance of collective responsibility in maintaining irrigation facilities, optimizing water distribution, and ensuring the sustainable use of available water resources. These efforts are expected to contribute to improved irrigation services, increased agricultural productivity, and more resilient farming communities.

The successful conduct of the training was made possible through the leadership and continued support of Dam and Reservoir Division Manager Engr. Ronaldo C. Salazar, together with UPRIIS Acting Department Manager Engr. Alvin L. Manuel. By providing farmers with opportunities for continuous learning and skills development, NIA UPRIIS reaffirms its commitment to strengthening the institutional and technical capabilities of Irrigators Associations. Through these initiatives, the Agency continues to advance sustainable irrigation management, empower farmer-beneficiaries, and contribute to agricultural productivity and rural development.

An unused portion of the Bagong Anyo Namcu Farmers Irrigators Association (FIA) property has found a new purpose as the Association launched its Gulayan sa IA initiative and formally opened its Machinery Shed at its office in Brgy. Bambanaba, Cuyapo, Nueva Ecija. The activities brought together the IA Board of Trustees, officers, members, and personnel from NIA-UPRIIS Interim Division VI, with the Institutional Development Unit (IDU) facilitating the initiatives in coordination with the Association.

Under the leadership of IA President Jovito A. Tabubuca, the officers and members began transforming the previously unused area into a productive vegetable garden through the Gulayan sa IA initiative. The effort turns an idle area into a productive space while encouraging members to take part in maintaining and developing the garden. Complementing this initiative, the newly opened Machinery Shed provides a designated space for the proper storage and safekeeping of the Association's agricultural machinery and equipment, promoting better resource management and supporting the farming operations of its members.

Through these initiatives, the Bagong Anyo Namcu FIA demonstrates how available resources can be utilized to benefit its members and strengthen its operations. With the continued support of NIA UPRIIS Interim Division VI, under the leadership of Division Manager Engr. Roel L. Vegiga, the Association remains committed to promoting resourcefulness, organizational development, and sustainable agricultural practices toward a more productive and empowered farming community.

On October 14, 2026, NIA UPRIIS Division II joined the National Food Authority (NFA), GENAFIA, and MCIS in the signing of a Marketing Agreement under the Enhanced Partnership Against Hunger and Poverty (EPAHP), an initiative that promotes market access for farmers and supports the country’s food security efforts.

The agreement aims to connect Irrigators Associations (IAs) with the NFA, providing farmers with opportunities to sell their harvested palay through government procurement programs. This partnership helps create market opportunities for local farmers while contributing to rice supply sustainability and the growth of the agricultural sector.

Representing the NFA during the activity were Mr. Joeffrey S. Paraton, Regional Director, and Ms. Maria Luisa L. Luluquisen, Nueva Ecija Branch Manager. The program also featured messages from participating officials and an overview of NFA programs presented by Ms. Cecilia L. Perez, Supervising Grain Officer. The signing marked an important step toward strengthening cooperation between government agencies and farmers’ organizations.

Through the EPAHP Marketing Agreement, the participating institutions reaffirm their commitment to expanding market opportunities, supporting farmers’ organizations, and promoting sustainable agricultural livelihoods.

By connecting irrigation, agricultural production, and market access, this partnership helps build stronger farming communities and contributes to a more resilient and food secure Philippines.

The Super Diversion Canal (SDC) serves as the main canal of NIA UPRIIS Divisions V and Interim Division VI. The canal has a total length of 51.95 kilometers, beginning at its headgate in Barangay Sta. Monica, Rizal, Nueva Ecija, traversing the municipalities of Llanera, San Jose City, Muñoz, and Talugtug, and terminating in Nampicuan, Nueva Ecija.

The construction of the Super Diversion Canal was implemented in two phases. Phase I extends from the headgate to Station 29+860, while Phase II covers the section from Station 29+860 to Station 51+950. Phase I was completed and formally turned over to NIA UPRIIS for system operation on December 18, 2008. This system was later called Division V, which maintains its office in Maturanoc, Guimba, Nueva Ecija.

The Super Diversion Canal provides irrigation services to the municipalities of Rizal, Llanera, San Jose City, Muñoz, Guimba, and Talugtug in Nueva Ecija, as well as Victoria in Tarlac, within the service area of Division V.

In terms of irrigation coverage, SDC serves a total of 19,222.66 hectares under Division V and 20,996.60 hectares under Division VI, with a combined service area of 40,219.26 hectares. Within the Division V service area, a total of 22,504 farmer-beneficiaries depend on the irrigation system for their agricultural activities and crop production.

NIA UPRIIS DIVISION III CONDUCTS ZONE 2A AND ZONE 2B SMC MEETING FOR DRY CROP 2027

In preparation for the anticipated El Niño phenomenon, the National Irrigation Administration (NIA) Upper Pampanga River Integrated Irrigation Systems (UPRIIS) Division III conducted its System Management Committee (SMC) Meeting for Zones 2A and 2B for Dry Crop 2027. The meeting focused on strengthening water management strategies, coordinating irrigation schedules, and ensuring the efficient delivery of irrigation water to farmer-beneficiaries.

Serving 150 Irrigators Associations (IAs) across three zones: Zone 1, Zone 2A, and Zone 2B, NIA UPRIIS Division III implements a scheduled water delivery system to ensure the orderly and equitable distribution of irrigation water. For Dry Crop 2027, water delivery to Zones 2A and 2B is set to commence on November 2, 2026.

Held twice a year, the SMC Meeting serves as an important platform for NIA, Irrigators Associations, and partner agencies to address irrigation concerns, synchronize water delivery schedules, and formulate strategies to optimize available water resources throughout the irrigation system.

NIA UPRIIS Division III Acting Division Manager Engr. Jayson M. Ibarra welcomed the participants, including representatives from various Irrigators Associations, partner-agencies, and local government units. Third District Representative of Nueva Ecija, Congressman Julius Cesar 'Jay' Vergara, representatives from the Municipal Agriculture Offices (MAOs), National Food Authority (NFA), Philippine Crop Insurance Corporation (PCIC), Department of Agriculture through local government units (DA-LGU), and Land Bank of the Philippines also participated, presenting their respective programs and services aimed at supporting farmers and addressing their needs for the upcoming cropping season.

The meeting was also attended by NIA UPRIIS top officials, led Acting Department Manager Engr. Alvin L. Manuel and Acting Division Manager for Engineering and Operations Engr. Melvin M. Santiago. In his message, Engr. Manuel underscored the Agency's commitment to delivering reliable irrigation services despite the potential challenges of El Niño. With confidence and determination, he declared, “Walang El Niño sa Division III,” reflecting the Agency's proactive approach to mitigating the possible impacts of water scarcity through strengthened water management, optimal utilization of available resources, and close coordination with Irrigators Associations and partner-agencies.

Through this initiative, NIA UPRIIS Division III further strengthens its partnership with Irrigators Associations, government agencies, and other stakeholders in promoting responsible water management for Dry Crop 2027. With proper planning, coordinated efforts, and the efficient use of available water resources, the Agency continues to work toward providing dependable irrigation services to its farmer-beneficiaries.

The West Coast Guimba Farmers Irrigators Association (FIA) took another step toward promoting food sustainability and community cooperation with the launch of its Gulayan sa IA initiative on October 2, 2026, at its office in Barangay Lamorito, Guimba, Nueva Ecija. Facilitated by the Institutional Development Unit (IDU) of NIA UPRIIS Interim Division VI, under the leadership of Division Manager Engr. Roel L. Vegiga, the activity brought together IA President Eduardo R. Caberto, members of the Board of Trustees (BOTs), officers, and members of the Association. Working together, the participants planted chili and eggplant seedlings within the IA premises and released fingerlings into a pond, transforming available space into a promising source of food and livelihood opportunities.

Beyond establishing a vegetable garden, the initiative highlights the potential of maximizing available resources to support the needs of IA members. By converting an underutilized portion of their premises into a productive area, the Association aims to cultivate vegetables that can serve as an additional food source, while the pond offers opportunities for fish production as the fingerlings grow. These practical efforts demonstrate how simple, resourceful activities can contribute to food security and encourage sustainable practices within the Association.

The activity also served as an opportunity to strengthen camaraderie, cooperation, and shared responsibility among IA officers and members. Through their collective participation in planting, pond stocking, and maintaining the developed area, the initiative fosters a sense of ownership and encourages members to work toward common goals. More than a food production project, Gulayan sa IA provides an avenue for building stronger relationships and promoting active participation within the Association.

For NIA UPRIIS Interim Division VI, the initiative reflects the value of supporting Irrigators Associations beyond their role in irrigation system management. By encouraging IAs to develop productive and sustainable activities using available resources, programs such as Gulayan sa IA help foster stronger, more self-reliant, and community-oriented associations.

Thirty (30) representatives from the North Guimba Farmers Irrigators’ Association (FIA) participated in the Cooperative Related Training on Good Governance and Management held on October 6, 2026, at the NIA UPRIIS Interim Division VI Office in Brgy. Cavite, Guimba, Nueva Ecija. The activity was facilitated by the Institutional Development Unit (IDU), in cooperation with the Local Government Unit (LGU) of Guimba through the Cooperative Development Authority (CDA).

The training was led by Engr. Ariel Francis E. Bognot, Cooperative Development Specialist I, who discussed key principles of cooperative governance and management, including the roles and responsibilities of cooperative officers and members. The session aimed to enhance the participants’ understanding and capacity to effectively manage their organization in accordance with applicable policies, rules, and regulations, while promoting transparency, accountability, sound governance, and sustainable cooperative operations.

Beyond strengthening organizational knowledge, the training provided a meaningful foundation for the North Guimba FIA to become a more effective and accountable partner in the delivery of irrigation-related programs and services. Strong farmer organizations help foster better coordination between NIA and its IAs, encourage greater participation in the management of irrigation systems, and support the sustainable delivery of services to farming communities. In this way, investments in IA capacity-building also contribute to the broader objectives of NIA UPRIIS Interim Division VI.

Under the leadership of Division Manager Engr. Roel L. Vegiga, NIA UPRIIS Interim Division VI continues to support not only the operation and maintenance of irrigation systems but also the development of the organizations and communities that rely on them. Through activities such as this, the Division Office helps equip IAs with the knowledge and leadership capacity needed to manage their organizations responsibly, strengthening the partnership between NIA and its farmer-beneficiaries toward more effective irrigation management and a more sustainable agricultural community.
