A Committee Hearing was held on August 24, 2026, at 1:00 PM at the Quirino Province Plenary Hall, Provincial Capitol, Cabarroguis, Quirino, presided over by Hon. Linda G. Dacmay, to deliberate on the Proposed Provincial Ordinance No. 2026-08-001, entitled "An Ordinance Prohibiting Acts of Online Sexual Abuse and Exploitation of Minors (OSAEM) and Child Sexual Abuse or Exploitation Materials (CSAEM)."
The hearing was attended by the following resource persons who provided technical inputs and recommendations:
Provincial Director Karen Joy Publico-Castro, Department of the Interior and Local Government (DILG) – Quirino;
Ms. Blessing Grace Sagun, Project Manager, DILG Quirino;
Ms. Carolyn Mateo, Local Government Operations Officer V (LGOO V), DILG Quirino;
Mr. Agathon Pagbilao, Provincial Social Welfare and Development Officer (PSWDO);
PMAJ Siony Rosw Monforte, Quirino Police Provincial Office (QPPO).
During the hearing, the resource persons discussed the importance of strengthening local measures to prevent and combat OSAEM and CSAEM, emphasizing the need for inter-agency collaboration, community awareness, child protection mechanisms, and effective enforcement of existing national laws. They likewise shared their respective agency mandates, current initiatives, and recommendations to enhance the proposed ordinance and ensure its effective implementation at the provincial level.
The committee carefully considered the inputs and recommendations presented by the participating agencies in support of the proposed measure, recognizing the importance of safeguarding children from all forms of online sexual abuse and exploitation through a comprehensive and coordinated provincial response.
