As part of the immersion process of the Retooled Community Support Program (RCSP), the DILG Quirino, in partnership with the Local Government Unit of Maddela, successfully conducted the Enhancement of the Barangay Development Plan (BDP) for the two (2) RCSP target barangays on May 20, 2026, at the LDRRM Function Hall in Maddela, Quirino.

The activity aimed to enhance the BDPs of Barangays San Dionisio I and Villa Jose V. Ylanan under the RCSP initiative by assessing current community conditions, identifying needs and priorities, and gathering updated data through consultations.

Provincial Director Karen Joy C. Pablico-Castro, CESE, graced the activity and underscored the importance of planning and unity in building a better future for the community. She stressed that effective planning is a cornerstone of sustainable development, ensuring that programs and projects are well-organized, data-driven, and truly responsive to the needs and priorities of the people.

During the activity, LGOO V Gladys S. Luna presented the comprehensive BDP process. She emphasized the importance of data gathering, situational analysis, and community consultation as foundational elements in ensuring that the BDP accurately reflects the real needs and conditions of the barangay. Meanwhile, MLGOO Arceli S. Diaz presented the Simplified BDP Planning Process, providing a clear and practical discussion of the streamlined steps in formulating and enhancing the BDP.

Afterwards, the participants actively engaged in workshops, taking part in discussions and collaborative planning activities aimed at refining their respective BDPs. Following the workshop, each barangay presented its outputs, showcasing the results of the planning process.

The activity was attended by the RCSP Team led by Municipal Mayor Hon. Rimel C. Tolentino, together with barangay officials and Civil Society Organization representatives from Barangays San Dionisio I and Villa Jose V. Ylanan. DILG Quirino Strengthens Nagtipunan's LPMC

The Department through the Provincial Project Development Monitoring Unit provided technical assistance during the Orientation on Local Project Monitoring Committee (LPMC) of LGU Nagtipunan on May 19, 2026, at the Pag-asa Hall, Municipal Tourism Economic Lounge, Ponggo, Nagtipunan, Quirino.

The activity featured technical discussions, actual project monitoring exercises, and an open forum among personnel from the Provincial Project Development and Management Unit, MLGOO, LPMC members, and representatives from the Municipal Engineering Office and Municipal Planning and Development Office.

Following the earlier technical assistance provided to LGU Maddela on May 5, 2026, four (4) out of the six (6) municipalities in the province have now been capacitated on LPMC operations in accordance with DILG Memorandum Circular No. 2019-188.
This activity forms part of DILGโ€™s continuing efforts to strengthening LPMCs capacity in overseeing local government project implementation.

The Provincial Inter-Agency Monitoring Team (PIMT) for the Local Committees on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) convened today, May 14, 2026, at the DILG Conference Hall in San Marcos, Cabarroguis, Quirino.

LGOO V Gladys S. Luna, Chief of the Local Government Capability Development Section, led the assessment and emphasized the importance of evaluating the functionality and effectiveness of the LCAT-VAWCs based on existing policies and issuances. The six (6) local committees were assessed in the areas of: (1) Organization; (2) Meetings; (3) Policies, Plans, and Budget; and (4) Accomplishments, in compliance with DILG Memorandum Circular No. 2023-181.

Present during the activity were Assistant PSWDO Luningning P. Rhodes, SWO II Lilibeth A. Sampaga, PCPT Seony Rose M. Monforte, and HEPO I Melanie L. Dotuerte, assisted by LGOO II Ronel Q. In support of the governmentโ€™s continuing peacebuilding and community empowerment efforts, the DILG Quirino, together with the Local Government Unit of Maddela, successfully conducted the ๐˜œ๐˜จ๐˜ฏ๐˜ข๐˜บ๐˜ข๐˜ฏ ๐˜ด๐˜ข ๐˜‰๐˜ข๐˜ณ๐˜ข๐˜ฏ๐˜จ๐˜ข๐˜บ for the two (2) Retooled Community Support Program (RCSP) target barangays earlier today, May 13, 2026, at the LDRRM Function Hall, Maddela, Quirino.

The activity served as a vital platform for collaboration and meaningful dialogue among barangay officials, national government agencies, and other key stakeholders. It provided an opportunity for open exchange of insights and experiences, enabling the identification and formulation of appropriate interventions, convergence initiatives, and community-driven solutions that are responsive to the actual and emerging needs of the communities.

During the activity, participants engaged in a structured workshop designed to identify, assess, and validate the prevailing issues and concerns in their respective barangays. After the workshop, the barangays presented their outputs, highlighting the key community challenges, priority needs, and development gaps identified during the discussions. The presentations reflected the collective inputs of the participants and served as a basis for further dialogue and planning.

The DILG Quirino successfully conducted an orientation on the Retooled Community Support Program (RCSP) for the core team of the Local Government Unit of Maddela on May 6, 2026, at the Office of the Municipal Mayor.

The activity aimed to deepen the participantsโ€™ understanding of the program and strengthen their capacity to effectively implement RCSP initiatives at the grassroots level.

During the orientation, Cluster Head Michael E. Camacam delivered a comprehensive discussion on the RCSP framework, highlighting its processes, strategies, and guiding principles. He also outlined the programโ€™s expected outcomes, including improved service delivery, enhanced local governance, and the promotion of sustainable peace and development in communities.

The orientation was attended by Municipal Mayor Rimel C. Tolentino, the RCSP Focal Person, the Municipal Planning and Development Coordinator and representatives from partner agencies, including the Philippine National Police, Bureau of Fire Protection, Armed Forces of the Philippines, National Commission on Indigenous Peoples, and the Liga ng mga Barangay. Their participation underscored the importance of a whole-of-government approach in advancing the objectives of the RCSP and strengthening coordination among agencies at the local level.

In its continuing efforts to strengthen Local Project Monitoring Committees (LPMC), the DILG Quirino provided technical assistance to the Local Government Unit (LGU) of Maddela during the LPMC Orientation held on May 5, 2026, at the Local Disaster Risk Reduction Management (LDRRM) Hall, Poblacion Norte, Maddela, Quirino.

The activity featured technical discussions, actual project monitoring exercises, and an open forum among personnel from the Provincial Project Development and Management Unit, LPMC members, and representatives from the Municipal Engineering Office and Municipal Planning and Development Office.
Following the earlier technical assistance provided to LGUs Cabarroguis and Aglipay, three (3) out of the six (6) municipalities in the province have now been capacitated on LPMC operations in accordance with DILG Memorandum Circular No. 2019-188 on the critical roles and responsibilities in project monitoring and implementation.

The Child-Friendly Local Governance Audit (CFLGA) Provincial Inter-Agency Monitoring Task Force convened today, May 5, 2026, at the DILG Conference Hall, San Marcos, Cabarroguis, Quirino, to review the means of verification submitted by the six (6) Local Government Units (LGUs) through the Seal of Child-Friendly Local Governance Knowledge Management System.

The CFLGA evaluates the performance of LGUs across five (5) key areas, namely: Survival, Development, Protection, Participation, and Governance. These areas serve as indicators in gauging the effectiveness of LGUs in implementing child-responsive policies, programs, projects, and services.

The activity was attended by DILG Provincial Director Karen Joy C. Pablico-Castro, Schools Division Superintendent Madelyn L. Macalling, Assistant Schools Division Superintendent Nelia M. Mabuti, Senior Education Program Specialist Division Information Officer Arnold O. Saballa, and Planning Officer Harris T. Ignacio from the Department of Education, Assistant Provincial Social Welfare and Development Officer/Nutrition Officer Luningning P. Rhodes, Early Childhood Care and Development Officer Daisy V. Garcia, Social Welfare Officer II Lilibeth A. Sampaga, Development Management Officer IV Jomel A. Sugue, Health Education and Promotion Officer I Melanie L. Dotuerte, and James Patrick Go from the Provincial Health Office.

Also present to provide assistance were Program Manager Blessing Grace G. Sagun, LGMES Chief Carolyn C. Mateo, and ISA I Rociel Mari R. Roces.

LGUs that pass the CFLGA are conferred with the Seal of Child-Friendly Local Governance by the Council for the Welfare of Children Board.
