The Schools Division Office of Quirino reinforces its culture of commitment and accountability through the successful implementation of the Results-Based Performance Management System (RPMS), guided by DepEd Order No. 002, s. 2015 or the Guidelines on the Establishment of Results-Based Performance Management System (RPMS).
The Division Performance Management Team diligently validated and rated a total of 187 OPCRF submissions, now ready for recommendation to the approving authority—ensuring that performance across the division is measured with accuracy, integrity, and fairness.
A division-wide presentation of Means of Verification (MOVs) covering the five Key Result Areas (KRAs) of school heads was successfully conducted on April 21–22, 2026, at the NEAP-D Conference Hall and QPSTERA Hall. This initiative showcased the collective commitment of school leaders in demonstrating outcomes, innovations, and best practices in their respective schools.
Under the leadership of ASDS Nelia M. Mabuti, with the strong support of Chief Mely M. Rubi and Chief Elenita B. Ugot, the team meticulously evaluated and validated the accomplishments of schools—upholding high standards of transparency, objectivity, and professionalism.
The assessment focused on the five Key Result Areas: Instructional Leadership, Learning Environment, Human Resource Management and Professional Development, School Leadership, Management and Operations, and Community Engagement and Partnerships. These pillars drive effective school governance and sustained improvement.
More importantly, this activity plays a vital role in strengthening the academic progress of learners. By ensuring that school heads are guided by clear performance standards and are held accountable for results, the division promotes improved teaching practices, responsive programs, and better learning outcomes for every learner.
In support of the PRIME-HRM Level III practices of SDO Quirino, the RPMS validation process demonstrates a mature and institutionalized performance management system—anchored on meritocracy, continuous development, and evidence-based evaluation. It highlights the division’s readiness in aligning human resource systems with organizational goals, ultimately fostering a high-performing workforce dedicated to quality education.
With unified efforts, SDO Quirino continues to empower its leaders, strengthen its systems, and uplift learner achievement—moving forward with commitment and purpose.
