This life-changing opportunity was made possible through the dynamic initiative and vision of 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗣𝗘𝗦𝗢 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗛𝗲𝗿𝗺𝗶𝗻𝗶𝗴𝗶𝗹𝗱𝗮 "𝗛𝗶𝗹𝗱𝗮" 𝗧. 𝗚𝗮𝗺𝗲𝘁, whose proactive leadership brought the record-breaking event to life. The job fair’s resounding success was further powered by the unwavering support of 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗠𝗮𝘆𝗼𝗿 𝗔𝘃𝗲𝗹𝗶𝗻𝗼 𝗡. 𝗖𝗔𝗕𝗔𝗥𝗥𝗢𝗚𝗨𝗜𝗦, 𝗤𝗨𝗜𝗥𝗜𝗡𝗢 — 𝗖𝗔𝗕𝗔𝗥𝗥𝗢𝗚𝗨𝗜𝗦, 𝗤𝗨𝗜𝗥𝗜𝗡𝗢 — Marking a monumental milestone for the province's higher education, 𝗠𝗮𝗿𝘆 𝗝𝗮𝗻𝗲 𝗟𝗮𝗴𝘂𝗻𝘁𝗲 𝗖𝗮𝗶𝗿𝗲𝗹, a graduate of Bachelor of Science in Mathematics and a former SPES beneficiary from the Municipal Public Employment Service Office (PESO) of Cabarroguis, has rewritten history to become the 𝗳𝗶𝗿𝘀𝘁-𝗲𝘃𝗲𝗿 𝗦𝘂𝗺𝗺𝗮 𝗖𝘂𝗺 𝗟𝗮𝘂𝗱𝗲 𝗴𝗿𝗮𝗱𝘂𝗮𝘁𝗲 𝗼𝗳 𝗤𝘂𝗶𝗿𝗶𝗻𝗼 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 (𝗤𝗦𝗨).

Before making history, her life was defined by the harsh realities of rural life. Her mother worked seasonal farm labor ("𝘴𝘪𝘬𝘬𝘢"), while her father braved severe rheumatism to accept manual jobs. As the youngest child, she grew up watching her parents endure heavy financial burdens and societal belittling just to keep her in school, embedding a deep Ilokano mantra into her core: "𝐴𝑛𝑢𝑠𝑎𝑛 𝑡𝑖 𝐴𝑑𝑑𝑎"—to endure and be grateful for whatever little they had.

Hope arrived when she qualified for the Special Program for Employment of Students (SPES). Deployed to the LGU Cabarroguis and later to her barangay office, she handled all-around duties, from sorting files to assisting patients at the medical center. Because her degree program lacked an internship curriculum, SPES became her ultimate training ground, sharpening her professionalism and work ethic. Beyond career growth, the program served as an emotional and financial lifeline during a family crisis when her father’s health collapsed.

Balancing rigorous academic requirements while actively serving as a student leader and a church organist required immense sacrifice. When she received notice of her university record-breaking distinction, she kept it a complete secret to surprise her parents on graduation day. The gamble culminated in a beautiful moment of pure validation during her valedictory address.

Determined to immediately give her parents the comfortable life they deserve, she is bypassing a post-graduation vacation to enter the workforce right away. 𝗖𝗔𝗕𝗔𝗥𝗥𝗢𝗚𝗨𝗜𝗦, 𝗤𝗨𝗜𝗥𝗜𝗡𝗢 – For the PESO Cabarroguis, their effort has finally culminated in a truly rewarding milestone. On 𝗝𝘂𝗻𝗲 𝟮𝟵, 𝟮𝟬𝟮𝟲, the local government successfully ensured that all 𝟭𝟯𝟵 𝘀𝘁𝘂𝗱𝗲𝗻𝘁-𝗯𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗿𝗶𝗲𝘀 of the Special Program for Employment of Students (SPES) 𝗿𝗲𝗰𝗲𝗶𝘃𝗲𝗱 𝘁𝗵𝗲𝗶𝗿 𝗳𝘂𝗹𝗹 𝟭𝟬𝟬% 𝘀𝗮𝗹𝗮𝗿𝘆.

The program, a collaborative initiative between the Local Government Unit (LGU) of Cabarroguis and the Department of Labor and Employment (DOLE), provides financial support through a 60-40 cost-sharing scheme. To ensure the students received their full compensation, the 40% DOLE share was distributed via money remittance, while the 60% LGU share was handled directly by the LGU’s Designate Disbursing Officer.

Transparency was at the forefront of the process. While the PESO Cabarroguis facilitated the documentation and coordination, the office maintained a strict policy: not a single penny of the funds passed through their hands. By having the 𝗗𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗲 𝗗𝗶𝘀𝗯𝘂𝗿𝘀𝗶𝗻𝗴 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 manage the actual payout, the office ensured that the distribution remained neutral and above board, upholding the integrity of the program.

The success of this program reflects the unified efforts under the leadership of 𝗣𝗘𝗦𝗢 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗛𝗶𝗹𝗱𝗮 𝗚𝗮𝗺𝗲𝘁, the office ensured that the beneficiaries' efforts were rewarded on time. The Municipal 𝗠𝗮𝘆𝗼𝗿 𝗔𝘃𝗲𝗹𝗶𝗻𝗼 𝗡. 𝗔𝗴𝘂𝘀𝘁𝗶𝗻, 𝗝𝗿., whose unwavering support for the youth remains a top priority, and 𝗗𝗢𝗟𝗘 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗛𝗲𝗮𝗱 𝗙𝗿𝗼𝗰𝘁𝗼𝘀𝗼 𝗖. 𝗔𝗴𝘂𝘀𝘁𝗶𝗻, who provided the necessary national support.

For the PESO team, the most fulfilling part of the process was hearing the students’ plans for their earnings during post-payout interviews. It was a proud moment to realize that the beneficiaries view their salaries not just as "pocket money," but as investments in their academic success. Many students shared plans to purchase printers to kickstart small-scale printing businesses to serve their peers in school, while others are using the funds to purchase new laptops or upgrade their current units to better manage their coursework. Furthermore, many have opted to deposit their earnings into savings accounts, showing a maturity that speaks volumes about the value they place on their hard-earned income.

The unprecedented success stands as a testament to a month-long preparation campaign driven by the MPESO staff under the stellar supervision of PESO Manager Gamet. Determined to shatter previous municipal records, Gamet strategically mobilized her team to exhaust all efforts on the ground, coordinating with local barangays and forging vital networks with the primary educational institutions like TESDA Quirino and the Quirino State University (QSU) Cabarroguis Campus.

Cabalza, Abigail Dumrigue, and Alma Callejo. Mayor Agustin and Hon. Vinluan delivered powerful, inspirational messages that fueled the drive of the enthusiastic job seekers.

Applicants were met with an elite pool of 𝟭𝟲 𝗹𝗼𝗰𝗮𝗹 𝗮𝗻𝗱 𝗼𝘃𝗲𝗿𝘀𝗲𝗮𝘀 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗿𝘀, highlighted by a major collaboration with the Provincial Government of Quirino for the South Korea Seasonal Workers Program (SWP). This seamlessly executed operation was made further possible through the invaluable support and technical assistance extended by the dedicated staff of the Municipal Internal Audit Service Office (MIASO).
