Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.

The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 5.5 m: The seaboard of Surigao Del Sur
• Up to 5.0 m: The seaboard of Surigao Del Norte, Siargao-Bucas Grande Islands and Dinagat Islands.
• Up to 4.5 m: The eastern seaboards of Northern Samar, Eastern Samar; the seaboard of northern Davao Oriental, Camiguin, Siguijor, Misamis Oriental, and Misamis Occidental; the northern seaboards of Lanao del Norte; the southern seaboards of Bohol.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Batanes, Babuyan Islands, Leyte and Southern Leyte; the eastern seaboard of mainland Cagayan; the remaining seaboards of Cebu, Bohol, Negros Occidental, Negros Oriental and Zamboanga Del Norte.
• Up to 2.0 m: The seaboards of Palawan and Sarangani; the seaboard of western Zamboanga City; the southern seaboards of Occidental Mindoro and Occidental Mindoro; the remaining seaboards of Quezon, Bicol Region, and Western Visayas.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• BASYANG is temporarily moving west northwestward but may still move westward for the next 12 hours before turning west northwestward beginning tomorrow (06 February) morning. On the forecast track, the center of BASYANG will make its initial landfall over Surigao del Sur tonight or tomorrow early morning. After crossing Mindanao, it is likely to emerge over Bohol Sea tomorrow morning, and may pass close or make another landfall over Siquijor and the southern portion of Negros Oriental by tomorrow afternoon to evening. By tomorrow evening or Saturday (07 February) early morning, it will emerge over Sulu Sea, then traverse the northern portion of Palawan between Saturday afternoon and evening.
• BASYANG may further intensify prior to its initial landfall. It will then slightly weaken as it interacts with the landmass but it will likely remain a tropical storm. Further weakening into a tropical depression is forecast by Saturday and will be downgraded into a low pressure area by Sunday (08 February) afternoon or evening.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

THE LOW PRESSURE AREA EAST OF NORTHEASTERN MINDANAO DEVELOPED INTO A TROPICAL DEPRESSION.

• Location of Center (4:00 PM)
The center of Tropical Depression was estimated based on all available data at 1,075 km East of Northeastern Mindanao (OUTSIDE PAR) (10.0°N, 135.3°E).

• Intensity
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1002 hPa.

• Present Movement
Northwestward slowly

• Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 140 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD

• The tropical depression (TD) is forecast to move generally west southwestward until it enters the Philippine Area of Responsibility (PAR) tonight or tomorrow (04 February) early morning. Once inside the PAR, the TD will be given a local name BASYANG.

• Inside PAR, BASYANG will turn westward while over the Philippine Sea. On the forecast track, the center of BASYANG may make landfall in Caraga by Thursday (05 February) afternoon or evening. It is expected to cross Visayas and Palawan from Friday (06 February) to Sunday (08 February).

• BASYANG will continue to intensify while over the Philippine Sea and may reach tropical storm category by tomorrow evening or Thursday early morning. Further intensification prior to its landfall is not ruled out. Based on the intensity forecast, the highest wind signal that will be hoisted is Wind Signal No. 2.

• The tropical depression outside PAR is less likely to directly affect weather conditions within the next 24 hours. By tomorrow, Wind Signal No. 1 may be hoisted and a Gale Warning may be raised over Eastern Visayas and Caraga. The onset of heavy rains is likely by Thursday over Eastern Visayas, Caraga, Northern Mindanao, and Davao Region.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today.

“ADA” MAINTAINS ITS STRENGTH AND IS NOW OVER THE COASTAL WATERS OF CATANDUANES.

Location of Center (10:00 AM):
The center of Tropical Storm ADA was estimated based on all available data over the coastal waters of Baras, Catanduanes (13.7°N, 124.9°E).

Intensity:
Maximum sustained winds of 85 km/h near the center, gustiness of up to 115 km/h, and central pressure of 994 hPa

Present Movement:
Northwestward at 25 km/h

Extent of Tropical Cyclone Winds:
Strong to gale-force winds extend outwards up to 400 km from the center

Heavy Rainfall Outlook
Refer to Weather Advisory No. 13 issued at 11:00 AM today for the heavy rainfall outlook due to Tropical Cyclone ADA.

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Since further intensification to severe tropical storm is not ruled out, raising of Wind Signal No. 3 is possible.

The Northeast Monsoon and the periphery of ADA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Batanes, Babuyan Islands, Ilocos Norte, northern and eastern mainland Cagayan, Isabela, Quirino, Aurora, Quezon, Romblon, Oriental Mindoro, Aklan, Capiz, northern Cebu, Eastern Visayas, and Dinagat Islands
• Tomorrow (18 January): Batanes, Cagayan, Isabela, Quirino, Ilocos Norte, Abra, Aurora, Quezon, Marinduque, Romblon, Bicol Region, and Northern Samar
• Monday (19 January): Batanes, Cagayan, Isabela, Ilocos Norte, Abra, Aurora, Polillo Islands, Camarines Norte, Camarines Sur, and Catanduanes.

Coastal Flooding
There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 48 hours over the low-lying or exposed coastal communities of Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar, and Biliran. Refer to Storm Surge Warning No. 7 issued at 8:00 AM today for more details.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the eastern seaboards of Southern Luzon and Visayas. For more details, refer to Gale Warning No. 4A issued at 11:00 AM today.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 5.0 m: The seaboard of Camarines Norte; the northern seaboard of Camarines Sur; the northern and eastern seaboards of Catanduanes.
• Up to 4.5 m: The seaboards of Isabela and northern Aurora; the northern and eastern seaboards of Polillo Islands and Northern Samar; the eastern seaboards of Albay and Sorsogon.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboard of Babuyan Islands; the eastern seaboard of mainland Cagayan.
• Up to 3.5 m: The seaboard of Batanes and northern mainland Quezon; the remaining seaboard of Aurora; the eastern seaboard of Eastern Samar.
• Up to 3.0 m: The seaboards of Ilocos Norte and Ilocos Sur; the remaining seaboard of mainland Cagayan.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboard of Quezon; the eastern seaboard of Dinagat Islands; the northern and eastern seaboards of Siargao-Bucas Grande Islands.
• Up to 2.0 m: The seaboards of Oriental Mindoro, Marinduque, Romblon, Cuyo Islands, Cagayancillo Islands, Kalayaan Islands, Antique, Aklan, Capiz, northern mainland Cebu, Bantayan Islands, Biliran, Surigao del Sur, and Davao Occidental; the western seaboards of Calamian Islands, mainland Palawan, and Samar; the eastern seaboard of Davao Oriental; the northern seaboard of Leyte; the remaining seaboards of Ilocos Region, Bicol Region, Northern Samar
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• ADA will move generally northwestward today before slowly turning northward to northeastward tomorrow (18 January). From tomorrow onwards, ADA is forecast to move slowly in a looping pattern over the sea east of Southern Luzon.
• A further westward shift in the forecast track may result in a possible landfall over Catanduanes. Furthermore, changes in forecast track over the succeeding bulletins is possible.
• ADA is forecast to remain as a tropical storm while moving over the sea east of Southern Luzon. However, further intensification to severe tropical storm is not ruled out. This tropical cyclone will then weaken into a tropical depression by Tuesday (20 January) afternoon or evening due to the effects of the surge of the northeast monsoon.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
