CADIZNON YOUTH JOINED HANDURAWAN 2026: THE PANAAD SA NEGROS FESTIVAL!

PANAAD CAMPUS JOURNALISM DAY!

Last April 17, 2026, the Local Youth Development Council, under the City Social Welfare and Development Office, proudly assisted and sent off students from Dr. Vicente F. Gustilo Memorial National High School, representing their publications, The Vicentinian Star and The Radiator, to compete in the Panaad Campus Journalism Day at OPA Village, Panaad Park. They carried with them the pride of the Local Government Unit of Cadiz City.

The event brought together campus publications and young storytellers from across Negros—creating a shared space for learning, storytelling, and truth-telling.

CADIZNON YOUTH JOINED HANDURAWAN 2026: THE PANAAD SA NEGROS FESTIVAL!

HINAMPANG SANG KABATAAN DAY!

Last April 15, 2026, the Local Youth Development Council, under the City Social Welfare and Development Office, together with The Rainbow Alliance, sent representatives to participate in various games and activities of Hinampang sang Kabataan, representing the Local Government Unit of Cadiz City. Also joining were the SSLG Officers of SDO–Cadiz, who competed as a separate team.

As the games commenced after the preliminaries, participants geared up with excitement and determination. With the energetic participation of Cadiznon youth, Cadiz City was represented in all hampangs. The activities were categorized into three divisions: individual, pair, and group events.

The individual games included Piko, Lumpat Baka, Sungka, Chinese Garter, Kadang, Lumba Guma, and Kick. For pair events, participants competed in Pinoy Henyo, while group games included Patintero, Tumba Patis, and Tug of War.

Jorge Caballero was hailed Champion in the Piko competition, while Edmar Lapu-os secured Second Place in the Chinese Garter competition.

Despite the scorching heat, the hinampang concluded successfully as participants enjoyed the experience, built connections, formed new friendships, and strengthened camaraderie across cities and municipalities.

CADIZNON YOUTH JOINED HANDURAWAN 2026: THE PANAAD SA NEGROS FESTIVAL!

Last April 14, 2026, following the official opening of Handurawan 2026, the Youth Bantay Bayan Dialogues and Advocacy took place, focusing on mental health in partnership with the Technology and Livelihood Development Center at the OPA Bamboo Village, Panaad Park and Sports Complex.

The main highlight of the event was the engaging talk of Mx. Christine Lourdes P. Labayen, RGC, on mental wellness, safe spaces, and VAWC issues—key concerns faced by the youth today. This was followed by insightful presentations from the Philippine Carabao Center (PCC) and the Department of Trade and Industry.

The event concluded with a Livelihood Skills Training for both food and non-food categories, equipping participants from various cities and municipalities across the province with practical skills for income-generating opportunities.

📢 UPDATE: MONITORING AND EVALUATION (M&E) REPORTS FOR 2025

In line with DILG Memorandum Circular No. 2020-138, as amended by Memorandum Circular No. 2024-061, all Sangguniang Kabataan (SK) Councils are required to encode their Programs, Projects, and Activities (PPAs) in the SK Web Portal – M&E System. This includes all PPAs implemented under approved youth development plans, particularly those reflected in the ABYIP, CBYDP, and LYDP.

As of March 24, 2025 – 8:00 PM, 4 out of 22 SK Councils have fully complied with their M&E reports.

This serves as a reminder to kindly complete and encode all PPAs in the system on or before March 31, 2026.

The Local Youth Development Office continues to encourage all SK Councils to begin encoding as early as possible once the portal opens to avoid system congestion and technical issues. Early submission allows sufficient time for review, correction of errors, and reflects responsible and accountable leadership.

Let us work together to ensure timely compliance and quality reporting.

HANDURAWAN presents... Hinampang sang Kabataan! 🤩

Hinampang sang Kabataan is the official youth engagement activity of the Panaad Festival 2026, designed to bring the youth of Negros together through popular Filipino and traditional games.

Engaging in play allows young people to build teamwork, practice sportsmanship, and form meaningful connections with one another. This event serves as a dynamic space for youth participation, where individuals can come together, share experiences, and celebrate our rich culture and sense of camaraderie.

Hinampang sang Kabataan is facilitated by Youth Empowering Youth Initiative Inc. (YEY), a youth-led and youth-serving organization based in Negros Occidental that advocates for youth education, environmental conservation, and youth empowerment.

The Local Youth Development Council of Cadiz City proudly presents the Accomplishment Report 2025, reflecting the collective initiatives, commitment, and leadership of the youth and youth-serving organizations that actively contributed to the advancement of youth development in the city.,

Guided by the steadfast support of the Local Government Unit of Cadiz City, under the leadership of Hon. Salvador G. Escalante Jr., and the continued guidance of the City Social Welfare and Development Office headed by Ms. Irene P. Javelona, together with our partner government agencies, the youth of Cadiz City have taken meaningful and active roles in policy participation, advocacy building, and community engagement throughout the year. These efforts have strengthened youth representation across sectors and reinforced the Council’s commitment to inclusive, responsive, and sustainable youth development.

As the Council moves forward to the year 2026, the accomplishments of 2025 stand as a testament to the capacity of the Kabataang Cadiznon to lead, to serve, and to create lasting impact for our communities.
