The NCMF - Northern Mindanao (NCMF-X) held a coordination meeting at Al-Jalis As-Salih (The Good Companion), Inc. in Barangay Palao, Iligan City to discuss reports concerning the restriction on the wearing of hijab by Muslim nursing students.

The meeting was held upon the invitation of Al-Jalis As-Salih CEO Ustadh Abdul Jabbar Montaรฑer and was attended by representatives from various Muslim student associations in Iligan City. Representing NCMF-X were Chief Atty. Shayma A. Abdullah and Mohammad Shuaib H. Batara, SCL of the Legal Division, and the Iligan City Field Office headed by Chief Jamaloddin P. Muti, represented by Aisha Camal.

The discussion focused on reports that a local higher education institution is preventing Muslim nursing students from wearing hijab during their capping ceremony and while on duty.

The concerned parties were requested to submit written statements and gather signatures to formally document their concerns. The NCMF team also shared that the Regional Office had handled a similar case in 2024, which resulted in a favorable decision.

NCMF Region X, together with Al-Jalis As-Salih, will initiate a dialogue with the concerned school officials to discuss the matter and seek an appropriate resolution.

NCMF-X, under the leadership of Regional Director Dr. Abdulnasser P. Masorong, Jr., CESO III, remains committed to protecting the religious rights and welfare of Muslim Filipinos, especially Muslim women, and students.

The NCMF-X Iligan City Field Office brought its services closer to residents of Barangay Tambacan, Iligan City during the Asenso Iliganon Serbisyo Caravan on August 25, 2026.

Led by Field Office Head Chief Jamaloddin P. Muti, the team provided several services and assistance, including the issuance of Certificates of Tribal Membership (CTM), information on NCMF programs and services, identification of potential beneficiaries for TESDA skills training, and profiling of local masjid and madrasah.

This was the 4th NCMF-X participation in the city-wide outreach program of the City Government of Iligan, reflecting the agencyโ€™s continuing effort to bring government services directly to communities.

The activity was supported by Sittie Asiah H. Camama, Ikenar Balt, and Albanie G**o of the Iligan City Field Office; Mohammad Balt of the Cultural Affairs Division; and OJT Mohammad Jaafar D. Bansao of St. Michaelโ€™s College.

The NCMF-Northern Mindanao Regional Office warmly welcomed Commissioner Bai a Labi Baicon Cayongcat-Nuska during her regional visit on August 24, 2026. She was received by the NCMF-X family led by Regional Director Dr. Abdulnasser P. Masorong, Jr., CESO III.

During her visit, Commissioner Nuska updated the employees on the accomplishments of the Commission En Banc and highlighted several resolutions and measures she sponsored, particularly those concerning Halal, Hajj, disaster preparedness, and other important programs for Muslim Filipinos.

An open forum followed, where Regional Director Masorong briefed the Commissioner on the ongoing programs and initiatives of NCMF-X, as well as upcoming activities. Employees also took the opportunity to raise questions, share concerns, and offer ideas relevant to their respective divisions.

Also present during the visit were Chief Administrative Officer Atty. Mohammad Hussien B. Lucman, Cultural Affairs Division Chief Asleah F. Dimaporo, SEDD Acting Chief Harimah Maruhom-Basman, and MSD Acting Chief Mohammad G. Naga, together with the NCMF-X staff.

The visit provided a meaningful opportunity for open discussion, sharing of updates, and strengthening coordination between the Commission En Banc and the Regional Office.

Commissioner Nuska was also the Guest Speaker during the opening ceremony of the 4th Muslim Youth Conference on August 18, 2026, where she shared her insights and encouragement with young Muslim leaders.

As part of the 4th CRVS (Civil Registration and Vital Statistics) Regional Convention of the Philippine Statistics Authority (PSA-X), Mr. Jamaloddin P. Muti, JD, SCL, Chief of the Peacebuilding and Conflict Resolution Division of NCMF Region X, served as resource speaker for Session 7: โ€œUnderstanding Muslim Laws and Their Application in Civil Registrationโ€ on August 18โ€“20, 2026.

The session gave civil registrars, barangay officials, and partner agencies a practical understanding of Muslim laws and how these apply to civil registration, particularly on birth, marriage, divorce, death, and other civil status concerns of Muslim Filipinos.

Chief Muti highlighted P.D. No. 1083 or the Code of Muslim Personal Laws of the Philippines, stressing the importance of knowing and properly applying the law when serving Muslim constituents.

The discussion also emphasized that civil registration is not only about legal and technical procedures. Cultural sensitivity, understanding, and respect for the religious and personal laws of Muslim Filipinos are equally important.

The session helped strengthen the shared commitment of NCMF, PSA, civil registrars, LGUs, and partner agencies toward a more accurate, inclusive, and culturally responsive civil registration system.

The 4th Muslim Youth Conference concluded on August 20, 2026 at Chali Resort and Conference Center, Cagayan de Oro City, after three days of learning, leadership development, fellowship, and cultural exchange.

Day 3 opened with โ€œArtificial Intelligence and Islamic Ethics: Guiding Muslim Youth in the Digital Age,โ€ facilitated by former NCMF Chief of Staff Norodin B. Lomondot, an IT consultant. The session encouraged the youth to navigate the digital world responsibly while remaining guided by Islamic values and ethics.

The participants (grouped by student/youth organization) then presented their Community Planning and Pitching of Proposals, putting into action the lessons and ideas developed throughout the conference. Three proposals were selected as the best and will be implemented next year by the respective organizations in partnership with NCMF Northern Mindanao:

Recognitions included Emerging Leaders โ€“ Amer Nassif Datu-Dacula of MSU Senior High School and Haya Mamao of MSU-IIT; Most Engaged Participants โ€“ Saud Salic of MSU-IIT and Sittie Aina Mangotara of Iligan Capitol College; and the Excellence in Unity Award for Team Binaning (โ€œBolaw-Oneโ€). Awards were also given for Joy Bringer, Friendship Ambassador, Best Group Chant, and Best Group Logo.

Before the closing, each group shared their reflections and key takeaways, followed by the signing of the Commitment Wall, a simple but meaningful expression of their commitment to put what they learned into action.

Chief Esmail Carim delivered the closing remarks, marking the end of three meaningful days of learning, connection, and growth.

On August 19, 2026 , the second day (Day 2) of the 4th Muslim Youth Conference (MYC), organized by NCMF Northern Mindanao in partnership with the Hanns Seidel Foundationโ€“Philippines, held in Chali Resort and Conference Center, Cagayan de Oro City featured learning sessions focused on legal awareness, strategic leadership, and peacebuilding.

Chief Atty. Shayma Abdullah discussed โ€œLaws Relating to the Muslim Youth,โ€ covering PD 1083 (Code of Muslim Personal Laws), RA 11596 (Anti-Child Marriage Law), Fake News, and the Juvenile Justice and Welfare System.

This was followed by โ€œStrategic Planning for Youth Leadersโ€ by Acting Chief Mohammad Naga; which helped participants translate leadership aspirations into clear goals and actionable plans.

The conference also featured โ€œIntroduction to Alternative Dispute Resolution (ADR),โ€ facilitated by DMO IV Jamelah Lomondot-Barra, and โ€œConflict Mediation,โ€ facilitated by Chief Jamaloddin Muti, strengthening understanding of peaceful approaches to managing and resolving conflicts.

The learning sessions concluded with โ€œRooted in Faith, Ready for the Future: The Role of the New Generation of Muslim Youth Leaders in Changing Times,โ€ delivered by Professor Mohammad Jihan Macarambon of MSU-Marawi City, encouraging the new generation to remain rooted in faith and heritage while responding to the challenges of changing times.

The highlight of Day 2 was the Cultural Night, where participants proudly showcased their traditional cultural attires, while each group presented cultural performances.

The evening celebrated heritage, strengthened fellowship, and created meaningful memories among the young Muslim leaders. Awards were also given for Datu and Bae of the 4th MYC, Best Group Presentation, and Best Cultural Attire โ€“ Male and Female.

Day 2 of the 4th MYC emphasized that effective leadership is strengthened by knowledge, faith, cultural identity, peaceful engagement, and a clear vision for the future.
