In line with the IPRA month celebration and the 25th IPRA Commemoration, the Initao CSC, Gingoog CSC and the Misamis Oriental Provincial Office has been attending to various activities while making sure that the main deliverables are given utmost priority. One of the major events is the distribution of School shoes which was sponsored by NCIP partners namely; JCI, Sogo Hotel, PTA, etc.
The team conducted IEC on IPRA 8371, EAP Guidelines and Advocacy , followed by the distribution of School shoes and school supplies to the IP students in the seven (7) Ancestral Domain and two (2) IP Communities within Misamis Oriental. Below shows the Matrix of the distribution activities.

The NCIP Misamis Oriental conducted a back to back activities with the ICCs/IPs of Dulangan AD, Brgy. limonda,Opol, Mis.Or, to wit:

1. LGU- Opol LGSF SBDP project for Street Lights & Water System- level II.

- conducted Ocular inspection, Posting & Serving of notices.

2. Conflict Resolution as to whom shall be finally recognized as Limbibongqn in Barangay Limonda replacing the former Limbobongan who has already passed away.

The activity was spearheaded by the Acting Provincial Officer Atty. Jerie M. Ragsac together with the Provincial office and Initao CSC staff consisting of Naomi M. Pandi, TAA II Narciso C. Sagubay, Jr., TAA II Bernardo L. Sabate - AA III and Jesse M. Pasal-AA I

highlights of the activity:

The Dulangan IPS facilitated the said activity with the guidance of PO Ragsac. The IPS did not follow their conventional customary practice in resolving conflict knowing that said the practice is not applicable to the issue at hand, instead, they opted to follow the "Moya-moya" system, a customary alternative method.

After a long thorough discussion and clarifications, all parties wholeheartedly accepted what had been unanimously agreed by the IPS and the community.

Datu Jeffrey Lacdagan was pronounced as the new Limbobongqn and Datu Enriquito Sayagnao will remain as Masikampo.

However, Datu Jeffrey Lacdagan could only be fully declared as Limbobongan if he would resign and relinquished his position as Barangay Kagawad. This was the condition the ICC/IPs gave to avoid conflict of interest. Datu Lacdagan accepted the challenge.

ways forward:
Submit a Resolution to the Provincial Office with the supporting document of a Resignation Letter by Datu Jeffrey Lacdgan duly signed by the Punong Barangay.

It was a long day of hard work yet very satisfying as one would see that the IP leaders have finally resolved their issue and have united once again.

The National Commission on Indigenous Peoples Region 10 headed by Atty. Leslie Mae F. Plaza, Regional Director, Misamis Oriental Provincial Office headed by Atty. Jerie M. Ragsac and Miss Marie Paulin D. Superales of Initao CSC facilitated an AD Visitation by the Commission at Sapong Barangay Poblacion, El Salvador City on February 16, 2022. In attendance from the NCIP Central Office and representing the Chairperson Allen A. Capuyan were the Office of the Empowerment and Human Rights (OEHR) headed by Dir. Reynaldo A. Dingal and company, Legal Affairs Office (LAO) represented by Atty. Rizzabel Aguilar and company, and the Ancestral Domain Office (ADO) headed by Engr. Shelley Callata.

Participating from the different IP leaders and elders were the different IP Communities of UNIHITRICO represented by Bae Dayan Dayan Vivian Tawakal, Palalan AD represented by Datu Makapanton Danilo Narido and ELSAHISTRICO AD headed by Datu Maximiliano Acut III.

The very purpose of the Visitation is to address the recurring issues of Recognition of Ancestral Domain Claim in El Salvador, Recognition of IPs through their COCs, Land Selling, and Conflict of Leadership and to provide appropriate solutions to the problems with an emphasis on the institutionalization and operationalization of the 11 Building Blocks.

On that same day, Chairperson Allen A. Capuyan with Commissioner George Largado and Commissioner Rhodex Valenzuela met with our aforementioned IP leaders with the inclusion of Bae Panis of Panis CALT and the Minalwang IPs and the IPs from Caraga Region to personally hear and address the recurring issues of the IP Communities. By the end of the session rounding at about midnight of the same day, all of the addressed issues were given ways forward which were to be undertaken by the Regional and Provincial Offices with the Central Office closely coordinating with the field offices.
