IN PHOTOS | The Office of Civil Defense Regional Office X (OCD-X), under the leadership of Regional Director Antonio B. Sugarol, provided Technical Assistance to the League of Municipalities of the Philippines (LMP) Bukidnon Chapter in the conduct of the One-Day Disaster Risk Reduction and Management (DRRM) Course for Local Chief Executives on May 26, 2026, at Limketkai Luxe Hotel, Cagayan de Oro City.
The activity gathered local chief executives from the Province of Bukidnon to strengthen their knowledge and capabilities on DRRM, contingency planning, public service continuity, emergency operations, and disaster preparedness. Resource persons from OCD-X facilitated various learning sessions designed to enhance local governance and disaster resilience.
In his welcome message, Director Sugarol emphasized the vital role of local chief executives in ensuring the safety and resilience of their communities amid increasing disaster risks and hazards. He underscored that preparedness begins with strong leadership and informed decision-making at the local level.
Dir. Sugarol highlighted that the orientation aimed to equip local leaders with practical knowledge and tools necessary for effective disaster governance. He also stressed the importance of strengthening DRRM capacities in light of the Mandanas-Garcia ruling and the increasing responsibilities devolved to local government units.
Further, he encouraged participants to actively engage in the discussions, share experiences, and continue fostering collaboration toward building safer and more disaster-resilient communities across Northern Mindanao.
The one-day course covered key DRRM topics including the Philippine DRRM System, Local DRRM Planning, Contingency Planning, Public Service Continuity Planning, Incident Command System, Emergency Operations Center, Pre-Disaster Risk Assessment, and Rapid Damage Assessment and Needs Analysis. The activity concluded with a post-test, awarding of certificates, and a renewed commitment among local chief executives to strengthen disaster preparedness, resilience, and responsive governance in their respective AORs.
