MinDA supports Mandulog River Basin Collaborative Initiative

๐Ÿ“ MSU-IIT Board Room, Iligan City

In a decisive move to strengthen Iligan Cityโ€™s climate resilience and environmental security, the Mindanao State Universityโ€“Iligan Institute of Technology (MSU-IIT), through its WE CARE Office and School of Interdisciplinary Studies (SIS), convened a strategic groundwork meeting with the Mindanao Development Authority (MinDA) โ€“ Area Management Office for Northern Mindanao, led by EnP. Lordilie S. Enjambre, and the Local Government Unit of Iligan City (LGU-Iligan City), together with IIS faculty members and the Sociology Research Team.

Recognizing that Iliganโ€™s river systems are interconnected, stakeholders agreed to institutionalize an Integrated Watershed Governance Framework covering all eight (8) major watershed systems:
1๏ธโƒฃ Dalipuga Basin
2๏ธโƒฃ Mandulog Basin
3๏ธโƒฃ Iligan Basin
4๏ธโƒฃ Tominobo Basin
5๏ธโƒฃ Abaga Basin
6๏ธโƒฃ Agus Basin
7๏ธโƒฃ Iponan Basin
8๏ธโƒฃ Cagayan Basin

For years, watershed efforts were implemented in isolation. However, flood dynamics, sedimentation, upstream land use, and coastal impacts cut across all systems. The devastation brought by Typhoon Sendong and Typhoon Basyang underscored the need for a unified and science-based governance model.

Under the leadership of Dr. Hilly Ann Roa-Quiaoit, Focal Person of the Mandulog River Basin Program, the initiative aims to:
โœ”๏ธ Institutionalize a unified watershed governance mechanism
โœ”๏ธ Align institutional priorities and strengthen inter-agency coordination
โœ”๏ธ Integrate CDRA, FLUP, and CBMS into a centralized technical repository
โœ”๏ธ Conduct participatory ecosystem mapping and identify high-risk zones
โœ”๏ธ Advance vulnerability-informed planning for long-term sustainability

Discussions emphasized addressing forest degradation, sedimentation, flood vulnerability, and fragmented planning systems through an interdisciplinary and integrated ecosystem management approach.

The collaborative team will:
๐Ÿ”น Strengthen institutional alignment with regional and national partners
๐Ÿ”น Develop a consolidated watershed governance roadmap
๐Ÿ”น Advance policy and technical engagements to support sustainable financing and implementation mechanisms

MSU-IIT Chancellor Alizedney M. Ditucalan reaffirmed the universityโ€™s strong commitment to provide academic leadership, technical expertise, and research support in advancing resilient watershed systems for Iligan City.

This groundwork signals a unified commitment to protecting ecosystems, strengthening governance, and safeguarding communities โ€” ensuring a resilient and sustainable future for Iligan.

Malaybalay City, Bukidnon โ€” The Mindanao Development Authority (MinDA) through its Northern Mindanao Area Management Office actively participated in the 5th World Bank Implementation Support Mission (ISM) under the Mindanao Inclusive Agriculture Development Project (MIADP) on February 24, 2026, which highlighted strong convergence among partners advancing Indigenous Peoples (IP) enterprises in the Daraghuyan Ancestral Domain. The World Bank commended the coordinated efforts of national agencies, local governments, and development partners in strengthening the Coffee Consolidation, Processing, and Marketing enterprise of the Inhandig Tribal Multi-Purpose Cooperative (ITMPC). MinDA's Area Head for Northern Mindanao EnP Lords Enjambre reaffirmed the agency's commitment to sustaining inclusive, climate-resilient, and market-responsive IP enterprises, underscoring the importance of whole-of-government collaboration in building resilient livelihoods and empowering indigenous communities across Mindanao. Under the STIP Mindanao Program, MinDA has been supporting the IP communities across Mindanao in close partnership with NCIP-- promoting and marketing indigenous crafts and items including those coffee, painting, and beaded products.
