MinDA Statement on the Passing of Head Executive Assistant Jesus E. Mabaquiao

The Mindanao Development Authority (MinDA) mourns the passing of our Head Executive Assistant, Jesus E. Mabaquiao, fondly called “Sir To” within the MinDA family.

He was a gentle presence in the office, known for his humility, warmth, and heart for public service. His dedication to the people of Mindanao was evident not only in his work at MinDA, but also in his leadership beyond government. As former President of JCI Davao (2005), he helped shape a generation of young leaders committed to service and community building.

MinDA expresses its deepest condolences to his family, colleagues, and the JCI community.

We honor his life of service and the values he carried with him that will continue to inspire us as we move forward.

May his memory live on in the institution he served and in the hearts of those who had the privilege of working with him.

He will be dearly missed. Rest in Peace, Sir Toto.

During “Kalambuan para sa Kadaghanan: WEAVING RESILIENCE - Learning from the Ground, Sustaining the Future,” Lordilie Enjambre, Area Management Office Chief and Development Management Officer III for Northern Mindanao of MinDA, delivered Secretary Magno’s solidarity message to Indigenous Peoples, community leaders, government agencies, development partners, and other stakeholders gathered for the convergence.

Secretary Magno emphasized the importance of ancestral domain-based planning, inclusive governance, and meaningful partnerships in building a more resilient and prosperous Mindanao. He reaffirmed MinDA’s commitment to supporting Indigenous communities through Mindanao-wide linkages, technical assistance, policy support, and the integration of ADSDPP priorities into broader development and poverty reduction efforts.

His message reminds us that sustainable development is strengthened when Indigenous Peoples are recognized not simply as beneficiaries, but as rights-holders, knowledge holders, stewards, and vital partners in shaping the future of their communities and Mindanao.

Together, we continue to weave knowledge, partnerships, and shared commitments toward a more inclusive, resilient, and sustainable Mindanao.
