MinDA supports Mandulog River Basin Collaborative Initiative

In a decisive move to strengthen Iligan Cityโs climate resilience and environmental security, the Mindanao State UniversityโIligan Institute of Technology (MSU-IIT), through its WE CARE Office and School of Interdisciplinary Studies (SIS), convened a strategic groundwork meeting with the Mindanao Development Authority (MinDA) โ Area Management Office for Northern Mindanao, led by EnP. Lordilie S. Enjambre, and the Local Government Unit of Iligan City (LGU-Iligan City), together with IIS faculty members and the Sociology Research Team.
Recognizing that Iliganโs river systems are interconnected, stakeholders agreed to institutionalize an Integrated Watershed Governance Framework covering all eight (8) major watershed systems:

5๏ธโฃ Abaga Basin
6๏ธโฃ Agus Basin

For years, watershed efforts were implemented in isolation. However, flood dynamics, sedimentation, upstream land use, and coastal impacts cut across all systems. The devastation brought by Typhoon Sendong and Typhoon Basyang underscored the need for a unified and science-based governance model.
Under the leadership of Dr. Hilly Ann Roa-Quiaoit, Focal Person of the Mandulog River Basin Program, the initiative aims to:
โ๏ธ Institutionalize a unified watershed governance mechanism
โ๏ธ Align institutional priorities and strengthen inter-agency coordination
โ๏ธ Integrate CDRA, FLUP, and CBMS into a centralized technical repository
โ๏ธ Conduct participatory ecosystem mapping and identify high-risk zones
โ๏ธ Advance vulnerability-informed planning for long-term sustainability
Discussions emphasized addressing forest degradation, sedimentation, flood vulnerability, and fragmented planning systems through an interdisciplinary and integrated ecosystem management approach.
The collaborative team will:
๐น Strengthen institutional alignment with regional and national partners
๐น Develop a consolidated watershed governance roadmap
๐น Advance policy and technical engagements to support sustainable financing and implementation mechanisms
MSU-IIT Chancellor Alizedney M. Ditucalan reaffirmed the universityโs strong commitment to provide academic leadership, technical expertise, and research support in advancing resilient watershed systems for Iligan City.
This groundwork signals a unified commitment to protecting ecosystems, strengthening governance, and safeguarding communities โ ensuring a resilient and sustainable future for Iligan.
