Sa pagdiriwang natin ng Buwan ng Wikang Pambansa, sabay nating tuklasin kung paano nagiging tulay ang ating wika sa makabagong teknolohiya. Ang wikang Filipino ay patuloy na nagbibigay-lakas at karunungan sa bawat kabataan tungo sa mas maliwanag na bukas.

Dito sa Juvenile Justice and Welfare Council, naniniwala kaming ang impormasyon at teknolohiya ay dapat magsilbing gabay sa pagtataguyod ng mga karapatan ng kabataang Pilipino.

The RJJWC-X Secretariat successfully conducted the Orientation on the Salient Features of Republic Act No. 9344 (Juvenile Justice and Welfare Act of 2006), as amended by Republic Act No. 10630, for the 38 barangays of the Local Government Unit (LGU) of Aloran, Misamis Occidental.

The activity aimed to equip barangay officials with the knowledge and skills necessary to effectively implement child-sensitive interventions, strengthen diversion and prevention programs, improve juvenile justice data management through JJMIS, and develop evidence-based CBJIPs that address the needs of children within their communities.

Through continuous capacity-building and collaboration with our local partners, we move closer to creating safer, more inclusive, and child-friendly communities where every child is protected, guided, and given opportunities to thrive.

The monitoring team was composed of representatives from the Department of Social Welfare and Development - X, Child Representatives, BCPC FS Catanico, Cagayan de Oro City, Department of Justice - X (Office of the Provincial Prosecutor - Province of Camiguin), and Gugma sa Kabataan, Inc. (NGO).

This visit aimed to assess the facilities through a holistic perspective to ensure that the needs of children - particularly their health, legal rights, developmental progress, protection, psychosocial well-being, and mental health - are being effectively addressed. A comprehensive evaluation enables the formulation of appropriate and holistic recommendations in line with Republic Act No. 9344, as amended by RA 10630.

This initiative reaffirms RJJWC’s strong commitment to upholding the rights, protection, and overall welfare of every child under its mandate.

Ang Regional Juvenile Justice and Welfare Committee–X (RJJWC-X) Secretariat nagpahigayon og orientation sa LGU Malitbog, Bukidnon aron mapalig-on ang kahibalo ug kapasidad sa mga barangay officials ug stakeholders sa pagpatuman sa Republic Act No. 9344, as amended by RA 10630, ug sa mga programa alang sa pagpanalipod sa kabataan.

Atol sa kalihokan, gihisgutan ang mga importanteng hilisgutan lakip ang Protocol sa Pagdumala sa Children at Risk (CAR) ug Children in Conflict with the Law (CICL), Diversion Program, Juvenile Justice Management Information System (JJMIS), ug ang paghimo sa Comprehensive Barangay Juvenile Intervention Plan (CBJIP). Gipasiugda ang importansya sa husto nga pagdumala sa CAR ug CICL, ang diversion isip pamaagi sa restorative justice aron suportahan ang rehabilitasyon ug reintegrasyon sa kabataan, ug ang JJMIS isip instrumento alang sa episyente nga case management, monitoring, ug reporting.

Gihatagan usab og pagtagad ang kamahinungdanon sa CBJIP isip usa ka child-rights-based nga plano nga naggiya sa mga barangay ug Local Government Units (LGUs) sa pagplano ug pagpatuman sa angay, epektibo, ug malungtarong mga programa ug interbensyon aron malikayan ang pagkalambigit sa kabataan sa krimen, mapanalipdan ang ilang mga katungod, ug mapalig-on ang usa ka luwas, child-friendly, ug responsableng komunidad alang sa tanang kabataan.

The Regional Committee for the Welfare of Children (RCWC) and the Regional Juvenile Justice and Welfare Committee (RJJWC) successfully convened their 2nd Joint Meeting, reaffirming their shared commitment to strengthening inter-agency collaboration and advancing programs, policies, and initiatives that promote the rights and welfare of children in the region.

The meeting featured key updates and discussions from both committees:

For the Regional Juvenile Justice and Welfare Committee (RJJWC):
• Updates on the development of the Regional Research Agenda;
• Establishment of the Academe Subcommittee; and
• Presentation of key findings from monitoring visits conducted from March to June 2026.

For the Regional Committee for the Welfare of Children (RCWC):
• Presentation of the assessment of the Regional Plan of Action for Children (RPAC) 2025;
• Presentation of findings from the Regional Child-Friendly Local Governance Audit (CFLGA) Validation; and
• Recognition and awarding of the regional winners of the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC).
• Presentation of the DOLE-kula - Regional Council Against Child Labor (RCACL) Anti-Child Labor Celebration Project, featuring seven (7) Short Films from participating HUC's and Provinces.

The meeting highlighted the continued commitment of RCWC and RJJWC member agencies in enhancing collaborative efforts, strengthening governance mechanisms, and advancing initiatives that ensure the protection, participation, and overall well-being of children in the region.

Basahin ang ilan sa mga piling naratibo sa pagiging bahagi ng consultation session mula sa mga pamilya at biktima ng children in conflict with the law (CICL) na ibinahagi para sa adbokasiya at pagpapalaganap ng kamalayan patungkol sa restorative justice sa isinagawang consultation session upang mapabuti ang mga proseso at matukoy ang mahahalagang konsiderasyon para sa binubuong Restorative Justice (RJ) Handbook.
Ating tandaan na sa proseso ng restorative justice, ang biktima, ang nagkasala, at ang iba pang angkop na indibidwal o miyembro ng komunidad na apektado ay aktibong nakikibahagi sa mga usapin patungkol sa kaso.
Patuloy nating isulong ang restorative justice para sa mas ligtas na komunidad.

The Juvenile Justice and Welfare Council (JJWC), in partnership with Consuelo Foundation, conducted a consultation session on the development of a handbook on restorative justice programs for duty-bearers in the criminal justice sector of the Philippines on April 13 – 17, 2026.
This consultation session aims to be a meaningful engagement that will generate inputs to support the development of the Handbook on Restorative Justice Programs for Duty-Bearers in the Criminal Justice Sector, to provide a comprehensive understanding of the concepts, values, and principles of restorative justice, along with practical guidance on implementing restorative justice programs and processes.
The consultation session was attended by victims and their families to ensure that their personal experiences are heard, documented, and considered for inclusion in the handbook.
Together, let’s work to ensure that every voice is heard in building and promoting the restorative justice system and its programs, and processes in the Philippines.

The RJJWC-X Secretariat successfully facilitated a Special Meeting on the Formulation of Policy Guidelines for the Regional Research Agenda, bringing together representatives from City College of Cagayan de Oro, El Salvador City College, Lourdes College, University of Science and Technology of Southern Philippines (USTP)–Claveria Campus, and Cagayan de Oro College, along with partner agencies in Region X. With the guidance of Dr. Joel D. Potane as resource speaker, participants reviewed and validated the proposed Regional Research Management Guidelines (RMG) through plenary discussions and workshop sessions aimed at strengthening the region’s research framework on juvenile justice and welfare.

Key agreements during the meeting included the refinement of the RMG for presentation and approval during the 2nd Quarter RJJWC-10 Meeting, the issuance of a Call for Research Proposals in October 2026, and the official launch of the approved guidelines during Juvenile Justice Week in November 2026. The initiative is expected to strengthen evidence-based policy development and support future reforms related to juvenile justice and child welfare.
