PUBLIC WORKS COMMITTEE MEETING

A meeting was held at the City Council Session Hall with the Department of Public Works and Highways (DPWH) and the City Engineering Department. This is also in relation to the recommendations I previously submitted to the City Government, and I was invited on behalf of the people of the city.

The meeting was successful, and several recommendations were discussed, including the dredging of creeks, updates to the City Drainage Master Plan, the implementation of the Oplan Kontra Baha program, and the declogging of the city’s drainage systems—especially in areas with frequent flooding in the city center near major malls such as Ayala Centrio Mall, SM CDO Downtown Premier, and Limketkai Mall.

Additionally, the areas around the Misamis Oriental Provincial Capitol and the Northern Mindanao Medical Center were included, as these locations are frequently affected by flooding.

A big thank you to Hon. Al Legaspi for the invitation and for his assurance that the recommendations I shared will be considered in addressing the long-standing flooding problem in the city, which affects thousands of residents and causes damage to homes and business establishments, resulting in millions of pesos in losses.

CITIZENS CRIME WATCH

As part of civil society organizations, we in the Citizens Crime Watch—an anti-crime and anti-corruption organization—represent the people nationwide. We support the government and the police in achieving peace and order by monitoring different areas of the city in plain civilian clothes and coordinating with the police regarding any illegal activities.

Last November, we communicated with the DILG Central Office and submitted recommendations to help make our country one of the safest.

TOP RECOMMENDATIONS:

1. Establish permanent, 24 hour police visibility nationwide to prevent crime and ensure a quick response to any ongoing criminal activities.

2. Empower Barangay Tanods to protect their respective communities, especially at night and during dawn, and to ensure prompt coordination with the police regarding any public disturbances or crimes.

3. Require CCTV live monitoring systems in all LGUs nationwide, including all barangays.

-All these measures are for the safety of millions of Filipinos nationwide.

RECOMMENDATION FOR NATIONWIDE DRAINAGE MAINTENANCE

The never-ending flooding and clogged drainage problems in our city—and in most cities across the country—which have affected millions of Filipinos, can only be addressed through proper government coordination between the DPWH and their respective local government units. However, it appears that these issues have still not been fully resolved.

LAST SEPTEMBER, I recommended and sent an email to the DPWH Central Office and to the Office of the President, proposing a permanent and simultaneous nationwide drainage maintenance and declogging program to address the many years of recurring flooding problems across the country, especially in highly urbanized areas, including Cagayan de Oro. The city also experiences frequent flooding due to severely clogged drainage systems, an issue the city government cannot handle alone.

IT IS GOOD NEWS that last November, His Excellency PBBM together with the DPWH, decided to implement a nationwide “Oplan Kontra Baha,” which aims to make highly urbanized city centers across the country free from flooding and to save billions of pesos in flood damages.

TRAFFIC LIGHTS & ENFORCERS:

The worsening traffic situation in the soon-to-be Metropolitan City of Cagayan de Oro still has hope of being reduced, at least BY HALF. This can be achieved through the strict implementation of traffic laws, ensuring that all TRAFFIC LIGHTS —especially along national roads—are fully functional, and by deploying enough hardworking and disciplined traffic enforcers. These measures will help reduce heavy traffic, which causes daily frustration for thousands of residents and visitors.

LAST AUGUST 2025, I reached out to the City Council and was invited to attend a committee meeting with the RTA Chief and several City Councilors. However, it appeared that the traffic problem had not yet been fully addressed, especially the issue of more than 50% non-functioning traffic lights. As a final option, we appealed to our City Mayor to take the lead in resolving this issue.

OUR SINCERE THANKS to our Honorable City Mayor for hearing the clamor of the people. Most traffic lights are now functioning, and many active traffic ENFORCERS have been deployed—just in time for December, the most congested month of the year.

PUERTO NATIONAL HIGHWAY

The busy intersection along the national road in Puerto Highway has had damaged asphalt for several months, caused by the constant passage of heavy trucks, resulting in several potholes on the side of the highway and also along Sayre Highway.

I communicated with several government offices, as it is NECESSARY for us citizens to help ensure proper coordination for all government projects in our city so that they are completed as scheduled. I coordinated with the DPWH, RTA, the City Mayor’s Office , the project engineer, and the contractor.

As COMMONLY experienced all over the country, including our city, most projects take a long time to start & to finish due to various reasons—the most common being the lack of constant follow- ups and timely coordination among government offices, bureaucratic processes, and even private entities, not to mention contractors who often cause headaches for both the government and the public, especially when delays lead to very heavy traffic in the area. In other countries, road repairs do not take a long time to start or finish because coordination is much quicker and government systems are more advanced, as I have personally seen.

A big thanks to our government for addressing this another road problem that has caused significant inconvenience to the thousands of people who travel along this highway.

CRIME & TRAFFIC LIVE MONITORING CCTV SYSTEM

For several years, the absence of a fully functioning City Government CCTV network has contributed to major crimes remaining unsolved and has hindered the City Police in conducting timely and effective investigations. In many progressive cities and countries, CCTV systems play a critical role in crime prevention, crime resolution, and the efficient management of traffic flow. Unfortunately, our city is far behind other localities in ensuring the safety and security of its citizens.

As a soon-to-be metropolitan city, Cagayan de Oro is more than capable of implementing this essential infrastructure. Active citizen participation also remains vital in building a safer and more livable community. In line with this, I have personally visited & reached out to the Honorable Mayor and the Honorable Members of the City Council, and have submitted a follow-up via 8888 for establishing this system.

IT IS ENCOURAGING to know that after several years, this initiative will finally move forward. We extend our sincere appreciation to our local government for prioritizing this project. A citywide CCTV live monitoring system is a necessary and forward-looking step toward ensuring a safer, more secure, and more livable Cagayan de Oro for all.

COORDINATION & PARTICIPATORY GOVERNANCE -

During a Senate hearing, it was mentioned that many projects around the country usually begin only between the DPWH, a contractor, and a congressman.

FOR TRANSPARENCY, I have suggested to the Central Government (last August, via email) that LGUs and the people themselves should be part of the process — including proper coordination & monitoring of all government projects — including to roads, drainage systems, bridges, and other infrastructure. From start to completion, all activities should be properly coordinated with the LGU — including the Mayor, Barangay Captain, and the participation of local community.

IT IS ENCOURAGING to see that a complete transformation is now taking place within the DPWH. Full coordination with LGUs and Civil Society Organizations will now form part of the transparency system.

All these efforts are for the sake of transparency and to ensure that we, the people, receive the best projects we truly need and deserve.

CDO DRAINAGE SYSTEM-

With the onset of the rainy season, we, the public expects the city government to ensure that a proper drainage system and regular maintenance are already in place to prevent recurring flooding every year, especially during heavy rains in many areas of the city.

A city without flooding is proof that the government is functioning effectively and that good governance is being implemented to prevent inconvenience and hazards to the people.

Here are some pending and proposed drainage projects under the City Engineer’s Office aimed at addressing the long-standing flooding problems in several areas of the city — including the very busy Corrales Street (City Center near Ayala Centrio Mall), the Provincial Hospital, and the Provincial Capitol — which we have recently reported to both the City Engineer’s Office and the DPWH, with the latter promising to coordinate with the City Government.

CITY GARBAGE COLLECTION

For the past several years, our city, Cagayan de Oro, has been facing the recurring problem of uncollected garbage in many barangays. One of the main reasons for this is that the city’s garbage contractors don’t have enough trucks to handle the waste generated by nearly one million residents.

Most barangays also lack garbage trucks of their own, even though R.A 9003: The Ecological Solid Waste Mgmt. , requires them to collect biodegradable, compostable, and reusable wastes separately, while the city takes care of non-recyclable and special wastes. One problem is many barangays just don’t have enough trucks to get the job done.

As we discussed during the Committee on Environment meeting with CLENRO at the City Council session hall, one practical solution is to provide — or require — garbage trucks for all 80 barangays, with 3–5 trucks for the larger ones. The City Government just needs to prioritize this basic service by setting aside a bigger budget — including funds for the next garbage contractor — and making sure they have enough trucks to serve everyone.

If the city government and barangays coordinate and communicate effectively, we can finally solve this problem and keep all barangays clean and garbage-free.

UPTOWN FLOOD-

This part of Uptown at the area between the intersection of South Diversion Road and Masterson Avenue up to Xavier Estates Gate 4 has been regularly flooded during heavy rains over the past several years. This highlights the importance of serious coordination between the government and its citizens in solving such problems.

LAST JULY, I coordinated with the DPWH and also visited the Xavier Estates Homeowners Association Office, where I suggested closer coordination with the government to address the long-standing flooding in this part of Masterson Avenue. A big thanks to DPWH CDO District 1 and their contractor, Jejors Construction Company, especially the engineer I spoke with, for helping address the flooding at the corner of South Diversion Road. They carried out some minor improvements to the new drainage system to capture runoff water coming from Lumbia. Thanks also to the Xavier Estates HOA for finally addressing the flooding in the area by constructing a drainage system near Gate 4.

With these actions, Uptown can once again live up to its reputation as a place where flooding was once considered impossible.

CDO CITY TRAFFIC-

For the past several years, traffic has been worsening in many parts of CDO—including Uptown and along the National Highway. Although we are not yet at the worst stage, but in the next 5 to 10 years and beyond, the situation will only get worse if we do not create bigger solutions now.

With the government running out of new ideas, it is time for us residents to step up and share suggestions or solutions to help address the problem. There is a LONG LIST of possible measures that can be implemented to minimize traffic congestion.

In this letter, I am sharing some of my own proposals to ease traffic, which I have also submitted to the Honorable City Council, in the hope that they can help address the daily congestion that causes headaches for thousands of people every day. I have gained knowledge from other countries, especially from Dubai where I lived for 11 years, and I have seen many basic traffic solutions there that are still not being applied in our city.

1KM UNSAFE ROAD-

This secondary road in Camaman-an connecting Bukidnon and Cagayan de Oro has a large drainage system constructed underneath, linked to the main city drainage network. It included numerous steel gratings installed in the middle of the road to cover the underground drainage.

However, just two years after completion in 2021, the 1 kilometer road became unsafe for travel. The steel gratings began to DETERIORATE one by one due to the constant passage of heavy trucks every day. By 2025, the damage had caused several accidents involving motorcycles and other vehicles, including a taxi that sustained significant damage . What was once a one-kilometer, two-lane road has effectively become a single-lane road because the other lane is blocked by damaged drainage cover steel gratings located in the middle of the road.

After more than a year of continuous reporting and recommendations to replace all the damaged gratings, the DPWH has finally acted. A total of 19 steel grating covers are now set to be replaced.

A big thank you to the DPWH for responding to public concerns so the public can travel safely and without hassle along this busy road.
