A corporation’s registered name identifies the legal entity taking part in a procurement project. It may not show the people who ultimately own it or exercise control over it. Beneficial ownership (BO) information adds that layer of context.

Under the New Government Procurement Act, a beneficial owner is a natural person who ultimately owns a corporation, dominantly influences its management or policies, or exercises ultimate effective control. The disclosure therefore helps readers look beyond a business name when examining participation in government procurement.

For citizens, researchers, journalists, and procuring entities, published ownership information can add context to procurement records. Read it alongside a record’s date, status, and scope. The Procurement Service-Department of Budget and management (PS-DBM) makes the BO Registry available through the Merchants section of the Philippine Government Electronic Procurement System (PhilGEPS) Open Data Procurement Dashboard.

The Procurement Service–Department of Budget and Management (PS-DBM), through the Philippine Government Electronic Procurement System (PhilGEPS), provides a public Bulletin Board where procurement information can be accessed without signing in.

Its five sections provide access to different categories of published procurement information: 𝗔𝗻𝗻𝘂𝗮𝗹 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗣𝗹𝗮𝗻, which contains published procurement plans; 𝗢𝗽𝗲𝗻 𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀, which features current notices; 𝗙𝗼𝗿𝗺𝗲𝗿 𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀, which provides access to previously published notices; 𝗔𝘄𝗮𝗿𝗱 𝗡𝗼𝘁𝗶𝗰𝗲𝘀 and 𝗔𝗠𝗣 𝗔𝘄𝗮𝗿𝗱 𝗡𝗼𝘁𝗶𝗰𝗲𝘀, which contain published award information. A plan is not an award. Each record should be read according to its date, status, and scope.

For suppliers, the PhilGEPS Bulletin Board allows them to find opportunities. Citizens, researchers, and civil society organizations can follow published procurement activity for accurate and reliable public monitoring. The enhanced Open Data Portal adds dashboards and other datasets, including the Beneficial Ownership Registry, subject to applicable disclosure rules and the fields currently available.

This initiative advances the New Government Procurement Act (NGPA) and its Implementing Rules and Regulations (IRR) provisions for electronic procurement information and public monitoring. PS-DBM continues to make published data easier to find and use.

The PhilGEPS Open Data Portal makes procurement information easier to find and examine. Alongside plans, opportunities, and awards, the public can explore another important part of the picture: who is disclosed as ultimately owning or controlling a business that participates in government procurement.

The Procurement Service–Department of Budget and Management (PS-DBM), through the Philippine Government Electronic Procurement System (PhilGEPS), publishes the Beneficial Ownership Information (BOI) Registry in the Merchants section of the Open Data Procurement Dashboard. Citizens, researchers, and civil society organizations can consult the ownership information currently displayed and consider it alongside other published procurement records. A company name may identify the merchant; beneficial ownership information adds context about the people behind it.

For corporations applying for or maintaining PhilGEPS Platinum membership, the beneficial ownership page generated through the Securities and Exchange Commission’s Hierarchical and Applicable Relations and Beneficial Ownership registry (HARBOR) system is part of the required submission. This makes beneficial ownership disclosure part of the PhilGEPS registration process for these merchants.

The New Government Procurement Act provides for a publicly accessible BOI registry. Under GPPB Resolution No. 11-2025, PS-DBM is authorized, as the manager of PhilGEPS, to publish the registry through the platform. The resolution also sets requirements for validating supplier submissions and protecting personal data. Making the registry available through Open Data helps the public better understand participation and business relationships in government procurement.
