CHR X The Commission on Human Rights - X is the Commission's regional office in Northern Mindanao and base Reyes. The Supreme Court of the Philippines, in Cariño v.

The Commission originated from the Presidential Committee on Human Rights established in 1986 by President Corazon Aquino, which was chaired by former Senator Jose Diokno and former Supreme Court Associate Justice J.B.L. A separate Commission on Human Rights was established upon the promulgation of the 1987 Constitution. Under Section 18, Article XIII of the Philippine Constitution, the Commission

is empowered to investigate all forms of human rights violations involving civil and political rights, adopt rules of procedure and issue contempt citations, provide appropriate legal measures for the protection of human rights of all persons within the Philippines, and several other powers in relation to the protection of human rights. Commission on Human Rights, 204 SCRA 483 (1991), declared that the Commission did not possess the power of adjudication, and emphasized that its functions were primarily investigatory.

Patuloy ang ating panawagan para sa pagkilala, pagwawasto, at ganap na reparasyon para sa Malaya Lolas—mga Pilipinang nakaranas ng karahasan at pang-aabuso noong World War II sa ilalim ng pananakop ng Hapon.

Ang hustisya para sa kanila ay hindi lamang usapin ng nakaraan. Ito ay obligasyon ng pamahalaan at bahagi ng paggalang sa karapatang pantao at dignidad ng kababaihan.

Sa gitna ng kanilang katandaan, mas lalong nagiging mahalaga ang agarang pagkilos upang maibigay ang nararapat na pagkilala, paghilom, at katarungan.

Ang Commission on Human Rights Region X (CHR X), kasama ang mga interns mula sa City College of El Salvador, Misamis Oriental, ay nakibahagi sa paggunita ng Araw ng Kagitingan bilang pagpupugay sa katapangan at sakripisyo ng mga bayaning Pilipino na nagtaguyod ng kalayaan at dignidad ng ating bansa.

Sa patuloy na pag-alala sa kanilang kabayanihan, nawa’y magsilbi itong paalala sa bawat isa na ipagpatuloy ang pagtatanggol sa karapatang pantao at pagpapanatili ng diwa ng tapang, pagkakaisa, at pagmamahal sa bayan. 💛💙

Ngayon araw, ika-9 ng Abril 2026, paalala ng Komisyon sa mga Karapatang Pantao na ang kaparehas na kagitingan ay kailangan tumawid sa kasalukyan.

CHR calls for urgent action to improve conditions in Bahay Pag-asa facilities

The Commission on Human Rights (CHR) calls for urgent action to address poor conditions and child protection gaps in several Bahay Pag-asa (BPA) facilities across the country. This follows the CHR’s release of a situation report detailing the findings of its nationwide monitoring of BPA facilities.

The CHR documented serious issues in the implementation of the Juvenile Justice and Welfare Act, or Republic Act (RA) No. 9344. These include violence during a child’s apprehension, ill-treatment by facility personnel, and facilities that are designed more like jails than safe spaces for children.

The report also identifies major concerns affecting the welfare of children in these facilities. These include poor living conditions, delay in the disposition of cases, limited access to healthcare and education, strict or limited visitation rules that affect family contact, and shortages in staff and resources.

These conditions violate not only RA 9344 but also Article XV of the 1987 Philippine Constitution, which requires the State to ensure that children receive proper care, nutrition, and protection from abuse and neglect.

These findings are likewise inconsistent with the UN Convention on the Rights of the Child (UNCRC), to which the Philippines is a State Party. Children in Conflict with the Law (CICL) are too often treated as criminals during arrest and detention, with some reporting physical abuse by authorities. Article 40 of the UNCRC states that children must be treated in a manner consistent with their dignity and worth.

In response, the Commission recommends practical and immediate steps to improve the juvenile justice system. These include adopting child-sensitive visitation policies and standards, hiring social workers and specialists, and ensuring adequate funding and support for BPA facilities.

The CHR also stresses the need to strictly comply with child-friendly standards in all facilities, improve sanitation, provide regular training for personnel, completely prohibit violence, and strengthen accountability mechanisms for violators.

The Commission emphasizes that treating CICLs in a harsh and dehumanising manner deepens stigma and makes it harder for them to change and rebuild their lives. Instead, they should be recognised as children who often need support, care, and guidance.

The CHR urges the State and all duty-bearers to invest in safe and supportive environments where children can recover, learn, and successfully reintegrate into society.

As part of its continuing human rights education and advocacy initiatives, the Commission on Human Rights Region X conducted a Training on Gender and Development (GAD) Laws for the students and faculty of Magsaysay College on 26 March 2026 at Kakilgan Beach Resort, Magsaysay, Misamis Oriental.

The activity aimed to strengthen participants’ understanding of key GAD-related laws and policies while promoting gender sensitivity, equality, and respect for human rights within educational institutions and the broader community.

The training covered the following topics: the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Role of the Commission on Human Rights as the Gender Ombud under the Magna Carta of Women, Republic Act No. 7877 or the Anti-Sexual Harassment Act of 1995, and Republic Act No. 11313 or the Safe Spaces Act.

Through the discussion of these laws and mechanisms, participants were encouraged to uphold gender-responsive practices and contribute to creating safe, inclusive, and respectful environments in their school and communities.
