𝐉𝐔𝐒𝐓 𝐈𝐍 | SSS AND DOLE-X CDOFO STRENGTHEN CONVERGENCE FOR ALKANSSSYA PROGRAM FOR DILP PROGRAM BENEFICIARIES

The Department of Labor and Employment Region X thru the Cagayan de Oro City Field Office (DOLEX-CDOFO) and the heads of the Social Security System (SSS) Region X convened in a convergence meeting to discuss the ex*****on of a Memorandum of Agreement (MOA) on the enrollment of social protection initiatives for DILP beneficiaries to the ALKANSSSYA SSS Program.

The partnership aims to expand access to social security coverage, ensuring that DOLE CDOFO livelihood beneficiaries are provided with greater financial security and protection against life’s uncertainties. Through this collaborative effort, both agencies reaffirm their commitment to promoting inclusive growth, sustainable livelihoods, and enhanced social protection for workers in the informal sector.

Effective Monday, June 1, 2026, the Department of Labor and Employment Regional Office No. X (DOLE-X), including its Field Offices, shall continue to implement the Compressed Workweek (CWW) arrangement, with office hours from 7:00 AM to 7:00 PM, Monday to Thursday.

This clarification is issued following guidance on the implementation of the standard five-day workweek, which applies only to specific offices and personnel whose duties require uninterrupted daily on-site presence.

The continued implementation of the CWW Arrangement is consistent with the government’s energy conservation measures under Office of the President Memorandum Circular No. 114, s. 2026, while ensuring efficient, continuous, and uninterrupted delivery of public services.

As Brigada Eskwela 2026 officially opens at Balubal Elementary School, Balubal National High School, East City Central School, and North City Central School, the spirit of bayanihan is strengthened through the collective efforts of government agencies, community partners, and stakeholders, united under the theme: “BAYANIHAN SA PAARALAN: NAGKAKAISA PARA SA KAAYUSAN AT KAALAMAN.”

The Department of Labor and Employment-X Cagayan de Oro City Field Office, together with TUPAD beneficiaries, simultaneously implemented Brigada Eskwela activities in support of the participating schools, contributing to the preparation of safe, clean, and conducive learning environments for learners.

Also, through the Project Angel Tree, school supplies are being distributed to learners through the generosity of our Angels or sponsors, whose support helps ease the educational needs of children and encourages them to continue pursuing their studies. This meaningful collaboration among our Angels, partners, and stakeholders reflects a shared commitment to supporting learners and fostering a more conducive environment for education.

In celebration of the 2026 Labor Day for the Informal Sectors, the Department of Labor and Employment – X Cagayan de Oro Field Office (DOLE-X CDOFO) continued to strengthen its support for workers in the informal sector and local communities through a 2 weeks series of activities in May 2026, highlighted by the release of TUPAD payouts, turnover of livelihood assistance, and conduct of livelihood training programs aimed at helping individuals build more stable and sustainable sources of income under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

Through its Labor Day for the Informal Sector activities, DOLE - X CDOFO granted livelihood assistance to 300 beneficiaries with a total project cost of ₱4,760,479.14, supporting income opportunities and strengthening the capacity of individuals and organizations to start or expand their small businesses that generate sustainable and long-term income.

In addition, a total of 795 workers benefited from the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program, which provided ₱9,169,280.00 in funding for short-term employment to disadvadvantage and marginalized workers, aimed at delivering urgent income assistance and promoting dignity through work. This program also supported the implementation of Brigada Skwela in preparation for the new school year.

Moreover, livelihood training sessions were also conducted covering key topics such as DILP Orientation, Financial Literacy, Entrepreneurial Mindsetting, Business Registration, Simplified Bookkeeping, and social coverage such as SSS AlkanSSSya and Philhealth’s Yaman Ng Kalusugan Program (YAKAP). These modules are designed to strengthen the beneficiaries’ practical knowledge and skills, enabling them to better manage their resources, sustain their livelihood undertakings, and build more resilient and compliant micro-enterprises.

These initiatives affirm DOLE-X CDOFO’s strong commitment to providing meaningful assistance to workers in the Informal Sector through programs that directly respond to their needs. Through Livelihood Assistance, TUPAD emergency employment, and entrepreneurial development training, the Field Office extends essential support that helps generate income opportunities, build practical skills, and strengthen livelihood security.
