Cagayan de Oro City - In line with the continuing implementation of labor reforms under the Department of Labor and Employment (DOLE), the DOLE Northern Mindanao formally convened the organizational meeting and reconstitution of the Agribusiness Industry Tripartite Council (ITC), and Manufacturing ITC on August 4, 2026, here.
The undertaking was conducted pursuant to DOLE Department Order (DO) No. 256, Series of 2026, otherwise known as the Revised Implementing Rules and Regulations of Republic Act No. 10395, which mandates the strengthening and reconstitution of ITCs to ensure that their composition, membership, and sectoral representation are aligned with the updated provisions of the Revised IRR.
The ITC serves as a continuing mechanism for industry-specific tripartite consultation and meaningful social dialogue among government, employers, and workers. Through the ITCs, industry stakeholders collaboratively address labor and employment concerns, formulate consensus-based recommendations, promote decent work, strengthen labor-management cooperation, and advance industrial peace and productivity within their respective industries.
A major highlight of the organizational meeting was the election of the chairpersons who will lead the newly reconstituted councils.
For the Agribusiness ITC, the elected chairpersons are Rimart R. Ritazo, Independent Union President of Woodland Farms Independent Labor Union (WOFAILU) representing the labor sector; and Mae Allyn Linaac, Plantation HR Head of Del Monte Philippines, Inc.โCamp Phillips Plantation, representing the employer sector.
For the Manufacturing ITC, the elected chairpersons are: Erwin M. Bernabe, Union President of the Mindanao Sugar Workers UnionโNational Congress of Unions in the Sugar Industry of the PhilippinesโTrade Union Congress of the Philippines (MSWU-NACUSIP-TUCP) from Busco Sugar Milling Co., Inc., representing the labor sector; and Henedine Hope Namoca, HR Business Partner of Nestlรฉ Philippines, Inc., representing the employer sector.

The resolution formally designates the elected chairpersons as the official representatives of their respective ITCs to the Regional Tripartite Industrial Peace CouncilโNorthern Mindanao, while reaffirming the councils' commitment to strengthening tripartism and supporting the implementation of DOLE's labor and employment programs.
DOLE-X Assistant Regional Director Norman L. Uyvico emphasized that the reconstitution of the ITCs represents a renewed commitment to collaborative governance and stronger labor-management relations in the region.

The organizational meeting likewise reinforces the policy direction of DOLE Secretary Francis N. Tolentino, who continues to champion tripartism as a cornerstone of effective labor governance. Under his leadership, DOLE DO No. 256, revitalizes ITCs as dynamic platforms for consultation, cooperation, and consensus-building, ensuring that labor and management actively participate in shaping responsive labor policies, resolving industry concerns, enhancing productivity, and promoting decent work across all sectors.
