CAGAYAN DE ORO CITY โ€“ The Regional Council Against Child Labor (RCACL)-X held its 2nd quarter meeting on June 3, 2026 to reinforce its commitment to the protection and promotion of childrenโ€™s rights in Northern Mindanao.

The meeting at the Department of Labor and Employment (DOLE)-X activity area was attended by 16 representatives from key government agencies, labor groups, civil society organizations, and private sector partners.

Presided by the DOLE-X Technical Services and Support Division (TSSD) Director Atheneus Vasallo, who represented Regional Director Atty. Joffrey Suyao, the meeting highlighted the Councilโ€™s progress in the implementation of the Philippine Program Against Child Labor, the celebration of the World Day Against Child Labor (WDACL) while emphasizing the importance of whole-of-government approach to eliminate child labor.

In his message, Vasallo stressed the urgency of sustaining the inter-agency momentum in the fight against child labor while lauding the Councilโ€™s accomplishments, ongoing initiatives like the DOLEkula one-minute film advocacy, and relevant interventions toward the elimination of child labor and the promotion of childrenโ€™s welfare and protection.

โ€œOur gathering today holds special significance as we step into the month of June, the World Day Against Child Labor (WDACL) celebration with the theme โ€œIkaw, Ako, Tayo: Sama-samang Pagkilos sa Batang Malayaโ€ from the global theme โ€œRed Card to Child Labour: Fair Play for Children, Decent Work for Adults.โ€ which aims to further strengthen public awareness and reinforce the call for intensified and collaborative action among all sectorsโ€”parents, communities, schools, government agencies, the private sector, and other organizationsโ€”to ultimately eliminate child labor in the countryโ€, Vasallo added.

โ€œThis year, the official launch of the DOLEkula Film Festival Season 6 which showcases powerful one-minute films designed to spark conversation, challenge perspectives, and inspire regional actionโ€, he added in closing.

Among the key agenda items discussed were the Philippine Plan of Action against Child Labor (PPACL) regional and national assessment results by Glenford Labial; School drop-outs by Mr. Allan Mansaladez from the Department of Education; and PEACE Project (Protect, Empower, Assist, Care, and Educate) for children involved in armed conflict by Mr. Jayson Pasok from DSWD.

Council members presented their accomplishments and the interventions they implemented to address child labor issues.

A major highlight was the conferment of the Bayani ng Batang Malaya Award for Xavier University-Ateneo for its anti-child labor capstone project.

The RCACL is a regional body created in line with the national mandate under Executive Order No. 92-2019, which institutionalizes the National Council Against Child Labor to strengthen efforts in eliminating child labor through inter-agency coordination and collaboration.

On June 3, 2026, a total of ๐Ÿ‘๐ŸŽ๐Ÿ• beneficiaries in Balingoan, Misamis Oriental received their salaries under the ๐“๐ฎ๐ฅ๐จ๐ง๐  ๐๐š๐ง๐ ๐ก๐š๐ง๐š๐ฉ๐›๐ฎ๐ก๐š๐ฒ ๐ฌ๐š ๐€๐ญ๐ข๐ง๐  ๐ƒ๐ข๐ฌ๐š๐๐ฏ๐š๐ง๐ญ๐š๐ ๐ž๐ ๐–๐จ๐ซ๐ค๐ž๐ซ๐ฌ (๐“๐”๐๐€๐ƒ) program after completing 15 days of employment.
The salary payout amounted to โ‚ฑ๐Ÿ,๐Ÿ๐Ÿ‘๐Ÿ–,๐ŸŽ๐Ÿ‘๐ŸŽ.๐ŸŽ๐ŸŽ, providing beneficiaries with additional income to help meet their household needs and other essential expenses.

Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino is prioritizing initiatives that will equip Filipino youth with the skills needed for future industries and emerging occupations through the Departmentโ€™s youth employability programs, including the Special Program for Employment of Students (SPES).

โ€œWe expect to do something for the youth. I have been saying this: the training that should be provided to the youth should not be for the jobs of yesterday, but for the jobs of the future. Kailangan po nating sanayin ang mga kabataan natin para sa trabaho sa kinabukasan,โ€ Secretary Tolentino said during his assumption of DOLE leadership.

Department of Labor and Employment Secretary Francis N. Tolentino is prioritizing innovation, aiming to transform the National Labor Relations Commission (NLRC), into one of the countryโ€™s most modernized and efficient quasi-judicial bodies.

During his recent official visit to the Commissionโ€™s main office, the Secretary met with NLRC officials, led by Chair Grace Maniquiz-Tan, to discuss strategies to improve the Commission's current systems to ensure faster, more efficient delivery of labor justice for workers nationwide.
