CAGAYAN DE ORO CITY โ The Regional Council Against Child Labor (RCACL)-X held its 2nd quarter meeting on June 3, 2026 to reinforce its commitment to the protection and promotion of childrenโs rights in Northern Mindanao.
The meeting at the Department of Labor and Employment (DOLE)-X activity area was attended by 16 representatives from key government agencies, labor groups, civil society organizations, and private sector partners.
Presided by the DOLE-X Technical Services and Support Division (TSSD) Director Atheneus Vasallo, who represented Regional Director Atty. Joffrey Suyao, the meeting highlighted the Councilโs progress in the implementation of the Philippine Program Against Child Labor, the celebration of the World Day Against Child Labor (WDACL) while emphasizing the importance of whole-of-government approach to eliminate child labor.
In his message, Vasallo stressed the urgency of sustaining the inter-agency momentum in the fight against child labor while lauding the Councilโs accomplishments, ongoing initiatives like the DOLEkula one-minute film advocacy, and relevant interventions toward the elimination of child labor and the promotion of childrenโs welfare and protection.
โOur gathering today holds special significance as we step into the month of June, the World Day Against Child Labor (WDACL) celebration with the theme โIkaw, Ako, Tayo: Sama-samang Pagkilos sa Batang Malayaโ from the global theme โRed Card to Child Labour: Fair Play for Children, Decent Work for Adults.โ which aims to further strengthen public awareness and reinforce the call for intensified and collaborative action among all sectorsโparents, communities, schools, government agencies, the private sector, and other organizationsโto ultimately eliminate child labor in the countryโ, Vasallo added.
โThis year, the official launch of the DOLEkula Film Festival Season 6 which showcases powerful one-minute films designed to spark conversation, challenge perspectives, and inspire regional actionโ, he added in closing.
Among the key agenda items discussed were the Philippine Plan of Action against Child Labor (PPACL) regional and national assessment results by Glenford Labial; School drop-outs by Mr. Allan Mansaladez from the Department of Education; and PEACE Project (Protect, Empower, Assist, Care, and Educate) for children involved in armed conflict by Mr. Jayson Pasok from DSWD.
Council members presented their accomplishments and the interventions they implemented to address child labor issues.
A major highlight was the conferment of the Bayani ng Batang Malaya Award for Xavier University-Ateneo for its anti-child labor capstone project.
The RCACL is a regional body created in line with the national mandate under Executive Order No. 92-2019, which institutionalizes the National Council Against Child Labor to strengthen efforts in eliminating child labor through inter-agency coordination and collaboration.
