Over the past seven decades, Northern Mindanao consistently caught up to other Regions in terms of giving the countryside access to worldwide telecommunication, including the Internet. The formation of the Philippines' Bureau of Telecommunications (BuTel) after the country's post-independence era marked the beginning of this development. Following the restoration of normalcy after World War II in
1945, the US Armed Forces were demobilized, and any surplus supplies were given to the Commonwealth Government. These were the foundation of the new BuTel facilities, which began operating as a separate government agency from the Bureau of Post facilities on October 4, 1947, under the Department of Public Works, Transportation, and Communications (DPWTC). On July 23, 1979, the Ministry of Transportation and Communications (MOTC) was created thru Executive Order (EO) 546, replacing BuTel. Less than eight years later, EO 125-A was signed amending EO 125 which changed MOTC into the Department of Transportation and Communications (DOTC) and renamed BuTel into Telecommunications Office (TelOf). At the beginning of 2004, the Commission on Information and Communications Technology (CICT) was created by EO 269 which transferred TelOf from DOTC to this new Commission under the Office of the President. In the years that followed, TelOf has been transferred back in forth between the CICT and DOTC, until CICT was reorganized and renamed Information and Communications Technology Office (ICTO) on June 23, 2011. TelOf was placed under the Department of Science and Technology (DOST) by EO 47, making it an internal part of ICTO under the DOST. After five years, Republic Act No. 10844 was signed into law on May 23, 2016, establishing the Department of Information and Communications Technology (DICT) which functioned through its eight Cluster Offices - with DICT Mindanao Cluster 2 administering both Regions 10 and 13. On November 02, 2021, the Department of Budget and Management (DBM) gave its green light on the creation of seven additional Regional Offices of the Department. Pursuant to Department Order No. 39, series of 2022 which facilitated the transition of the approved Phase 1 Regionalization initiative of the Department, DICT Mindanao Cluster 2 has been divided into DICT Region 10 and Region which now operates independently from each other.
