DICT Region 10 Driving digital transformation across Northern Mindanao—

Over the past seven decades, Northern Mindanao consistently caught up to other Regions in terms of giving the countryside access to worldwide telecommunication, including the Internet. The formation of the Philippines' Bureau of Telecommunications (BuTel) after the country's post-independence era marked the beginning of this development. Following the restoration of normalcy after World War II in

1945, the US Armed Forces were demobilized, and any surplus supplies were given to the Commonwealth Government. These were the foundation of the new BuTel facilities, which began operating as a separate government agency from the Bureau of Post facilities on October 4, 1947, under the Department of Public Works, Transportation, and Communications (DPWTC). On July 23, 1979, the Ministry of Transportation and Communications (MOTC) was created thru Executive Order (EO) 546, replacing BuTel. Less than eight years later, EO 125-A was signed amending EO 125 which changed MOTC into the Department of Transportation and Communications (DOTC) and renamed BuTel into Telecommunications Office (TelOf). At the beginning of 2004, the Commission on Information and Communications Technology (CICT) was created by EO 269 which transferred TelOf from DOTC to this new Commission under the Office of the President. In the years that followed, TelOf has been transferred back in forth between the CICT and DOTC, until CICT was reorganized and renamed Information and Communications Technology Office (ICTO) on June 23, 2011. TelOf was placed under the Department of Science and Technology (DOST) by EO 47, making it an internal part of ICTO under the DOST. After five years, Republic Act No. 10844 was signed into law on May 23, 2016, establishing the Department of Information and Communications Technology (DICT) which functioned through its eight Cluster Offices - with DICT Mindanao Cluster 2 administering both Regions 10 and 13. On November 02, 2021, the Department of Budget and Management (DBM) gave its green light on the creation of seven additional Regional Offices of the Department. Pursuant to Department Order No. 39, series of 2022 which facilitated the transition of the approved Phase 1 Regionalization initiative of the Department, DICT Mindanao Cluster 2 has been divided into DICT Region 10 and Region which now operates independently from each other.

🎓 Caps off to our future digital champions! 💻✨

proudly congratulates the incredible batch of OJTs from the DICT Camiguin Provincial Office who officially completed their internship journey! Last May 28, 2026, a mini graduation ceremony was held to celebrate their hard work, growth, and valuable contributions throughout their internship.

They didn't just clock in their required hours, they made a real impact. From troubleshooting networks and supporting digital literacy initiatives to developing systems and innovative digital solutions, they truly helped bring technology closer to the Camiguingnons.

Throughout their internship, these OJTs showed dedication, creativity, teamwork, and a genuine passion for public service. Watching them grow and level up their skills over the past months has been inspiring, and we’re excited to see where their journeys take them next.

Congratulations once again, graduates! Wishing you continued success as you move forward and take on new opportunities ahead.

🛡️ STRENGTHENING CYBER RESILIENCE IN LANAO DEL NORTE! 🛡️

successfully conducted the two-day, 16-hour Foundation of Computer Emergency Response Team (FCERT) Training on May 25–26, 2026, at the Digital Transformation Center (DTC) in Tubod, Lanao del Norte.

The training equipped 23 ICT focal persons from the Provincial Government of Lanao del Norte, various local government units (LGUs) across the province, and MSU Maigo College of Education, Science and Technology with essential knowledge and skills to strengthen cybersecurity preparedness and incident response capabilities.

Participants explored key topics, including:
🔹 The Cyber Threat Landscape – understanding ransomware, AI-driven threats, deepfakes, and identity-based attacks
🔹 Legal and Regulatory Compliance – aligning operations with the Data Privacy Act (RA 10173) and Cybercrime Prevention Act (RA 10175)
🔹 CERT Operationalization – incident response management and threat coordination
🔹 Hands-on Security Tools – practical exercises using Snort, Wazuh, VeraCrypt, OWASP ZAP, and Wireshark

The program promoted an adaptive and inclusive learning environment, empowering participants from diverse technical backgrounds to confidently navigate emerging technologies. It also reinforced the importance of human judgment and ethics in cybersecurity, recognizing that while AI enhances productivity, it cannot replace critical decision-making and accountability.

From cacao beans to clicks—this is digital transformation in action! 🍫✨

On May 26, 2026, we successfully conducted a capacity-building activity focused on empowering our Agrarian Reform Beneficiary Organizations (ARBOs) to thrive and dominate the digital space.

In collaboration with DTI Bukidnon and DAR Bukidnon, we trained the members of the Balaoro Farmers Agrarian Reform Cooperative (BAFARCO)—an active cacao production and processing cooperative from Balaoro, Kadinglilan, Bukidnon.

The intensive training session covered:
📈 Social Media Marketing – Building a strong online brand identity.
🎬 Creation of Engaging Reels – Capturing the art of cacao processing through video.
🌐 Market Access Strategies – Leveraging digital platforms to reach wider audiences.

This initiative ensures our local farmers and processors don't just grow exceptional products, but also scale their digital presence—bringing Bukidnon’s finest cacao straight to a broader marketplace.
