Mandate
The Technical Education and Skills Development Authority (TESDA) is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines. It was created by virtue of Republic Act 7796, otherwise known as the โ€œTechnical Education and Skills Development Act of 1994โ€. The said Act integrated the functions of the former National Manpower and

Youth Council (NMYC), the Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and the Office of Apprenticeship of the Department of Labor and Employment (DOLE). Vision

Cagayan de Oro (Bugo) School of Arts and Trades actively participated in the Simultaneous Coastal Clean-Up conducted on May 21, 2026, at 4:30 AM in Zone 1 Bantiles Coastal Area, Barangay Bugo.

Faculty members, staff, Diploma Program trainees from the Hospitality Services Technology and Automotive Mechanical Technology programs, and students enrolled in various Short-Term NC courses joined the activity, demonstrating their commitment to environmental protection and marine conservation.

Participants worked together to collect and properly dispose of waste along the shoreline, contributing to the preservation of a cleaner and healthier coastal environment. The clean-up drive underscored the institutionโ€™s dedication to environmental sustainability and community engagement. It also reinforced the importance of collective action in safeguarding the coastal resources of Barangay Bugo for the benefit of present and future generations. Through initiatives such as this, the school continues to promote environmental awareness, civic responsibility, and responsible stewardship of natural resources among its stakeholders.

Cagayan de Oro (Bugo) School of Arts and Trades (COBSAT) conducted a Risk Preparedness Activity on June 1, 2026, at 1:30 PM at the COBSAT Gym. The program formally opened with a message from Vocational School Administrator Dr. Miraflor B. Emata, who emphasized the importance of preparedness, vigilance, and collective responsibility in ensuring the safety and resilience of the school community during emergencies and disasters.

The activity was facilitated by Mr. Maynard N. Torres, Division Head for Operations and Warning of CRRMDโ€“Oro Rescue 911, together with Mr. John Ross L. Escoltos, RN, and Mr. Russel A. Cimafranca, LPT, Training Officers.
Faculty members, staff, and trainees participated in the activity, which focused on enhancing knowledge and skills in disaster preparedness, emergency response, and safety measures during emergencies. The resource speakers emphasized the importance of disaster risk reduction and management, community preparedness, and timely response during calamities.

The training included a hands only Cardiopulmonary Resuscitation (CPR), where participants were taught the proper techniques for providing immediate assistance to individuals experiencing cardiac arrest or other life-threatening emergencies.

The meeting centered on identifying appropriate training interventions that will equip the affected workers with new competencies, enhance their employability, and prepare them for alternative employment opportunities. Through TESDAโ€™s training programs, the displaced workers may acquire industry-relevant skills that will support their transition to new careers, self-employment, or sustainable livelihood ventures.

The initiative forms part of DOLEโ€™s continuing efforts to provide comprehensive assistance to workers affected by displacement. Beyond employment facilitation and livelihood support, the Department remains committed to expanding access to skills development and capacity-building opportunities that strengthen workersโ€™ resilience and competitiveness in the labor market.

The Provincial Training Center-Cagayan de Oro successfully conducted a comprehensive seminar on Basic Theoretical Driving and Orientation on Traffic Rules and Regulations last May 16, 2026. Initiated through a partnership with NGCP-Omniworx Inc.-Mindanao Regional Office, the training was held at the National Grid Corporation of the Philippines (NGCP) in Cagayan de Oro City. A total of 39 NGCP personnel and participants attended the educational session, which aimed to equip them with the vital knowledge needed for safe, responsible, and lawful vehicle operation.

Facilitated by Driving NC II Trainer Mr. Garry S. Sinogaya, the lecture focused heavily on driving etiquette, traffic signals, road signs, and essential defensive driving techniques. Throughout the program, participants actively engaged in discussions and tackled real-world situational scenarios to better understand accident prevention and road safety.

IN PHOTOS: The Regional Training Center-Tagoloan successfully conducted a Community-Based Training in Defensive Driving on May 26, 2026 for the uniformed personnel of the 52nd Engineering (KAAYADAN) Brigade. Held at the Headquarters of the Philippine Army in Camp Colonel Oscar F. Natividad, Manolo Fortich, Bukidnon, the initiative empowered 13 service members with the vital skills needed to navigate roads responsibly during their official field operations. Guided by the principles of Republic Act No. 4136 (the Land Transportation and Traffic Code), the training aimed to elevate road safety awareness, prevent vehicular accidents, and strengthen emergency response capabilities among our nation's defenders.

A major highlight of the program was the hands-on mastery of the standard "DR. BLOWBAGSY" pre-operation vehicle inspection. Through practical demonstrations, participants learned to rigorously check their service vehicles to ensure complete roadworthiness and operational safety before hitting the road. Equipped with these defensive driving practices and a renewed commitment to strict maintenance checks, these capable personnel are now better prepared to protect the public and safely execute their duties.

TESDA Region X through TESDA Lanao del Norte Provincial Office formally awarded the Certificate of TVET Program Registration for The Basic in Performing Arts under the Enterprise-Based Education and Training (EBET) Program to the Integrated Performing Arts Guildโ€“Artists Resource Management (IPAG-ARM).

The ceremonial awarding was spearheaded by Provincial Director Norayah A. Acas together with the Executive Director of IPAG-ARM, Mr. Steven Patrick C. Fernandez, marking another meaningful step in supporting local artists and aspiring performers in the province. This partnership reflects a shared commitment to nurture talent, promote culture and the arts, and create more opportunities for individuals who wish to pursue their passion in the creative field.

The Regional Training Center-Iligan, under the leadership of Center Administrator Ms. Sittie Aliah A. Limbao, has strengthened its partnership with the Local Government Unit (LGU) of Kauswagan, led by Honorable Mayor Sonia Altares Arnado and Honorable Vice Mayor Rommel Arnado, in expanding livelihood and skills development opportunities for the municipalityโ€™s residents.

The partnership was formalized through the signing of a Memorandum of Agreement (MOA) last April 28, 2026, paving the way for the successful conduct of Community-Based Training (CBT) programs in the municipality, including a two-day Defensive Driving Training facilitated by Mr. Antonio P. Depasucat held last May 8 and 10, 2026. Through this initiative, community members were equipped with essential driving safety knowledge and practical skills aimed at promoting road safety, enhancing employability, and empowering the local community through accessible technical education and skills training.
