Nagsagawa ng inspeksyon ang MARINA Regional Office 7 sa Sandingan Island Port patungong Cabilao Island sa Loon, Bohol, upang suriin ang kalagayan ng lugar at matukoy ang mga pangangailangan ng mga stakeholder sa sektor ng maritima.

Kasabay nito, nakipagpulong si MARINA Regional Director Engr. Ronaldo P. Bandalaria sa mga kinatawan ng Philippine Coast Guard (PCG), mga opisyal ng lokal na pamahalaan ng Loon, at iba pang stakeholder upang talakayin ang mga paghahandang kinakailangan para sa planong Mobile Registration activity.

Ayon sa MARINA, layunin ng Mobile Registration na ilapit at gawing mas accessible ang mga serbisyo sa pagpaparehistro para sa mga may-ari ng bangka at iba pang maritime stakeholder. NAGSIMULA na ang limang araw na Mobile Vessel and Crew Registration, Documentation, and Licensing Program ng MARINA Regional Office VIII (MARINA 😎 sa Catbalogan City, Samar nitong Hunyo 2.

Mahigit isang daan at tatlumpung kalahok ang nakinabang sa isinagawang orientation kaugnay ng maritime safety standards, wastong dokumentasyon at paglilisensya ng mga sasakyang-pandagat at tripulante, gayundin ang tamang pagtrato at pagprotekta sa kababaihan, kabataan, senior citizens, at persons with disabilities na sakay ng mga motorbanca.

Sa kanyang mensahe, muling pinagtibay ni Regional Director Juliet Nacion ang pangako ng MARINA na isulong ang kaligtasan sa karagatan, pagsunod sa mga regulasyon, at dekalidad na serbisyo para sa publiko.
Isa sa mga tampok ng aktibidad ang paglagda ng Memorandum of Agreement sa pagitan ng MARINA at Samar State University para sa pilot demonstration ng isang localized vessel tracking system sa mga marine protected areas. Layunin nitong makatulong sa mas napapanatiling pamamahala ng yamang-dagat sa pamamagitan ng pagbibigay ng mahahalagang vessel registration data at iba pang estadistika.

The Philippines showcased its maritime industry and strengthened international maritime cooperation during the 2nd Philippine Maritime Forum held in Athens, Greece.

Philippine Ambassador to Greece Giovanni Palec highlighted the longstanding maritime partnership between the Philippines and Greece, emphasizing the country’s readiness to expand cooperation in shipping, investments, and maritime operations.

Representing MARINA, Deputy Administrator for Planning Nenita Atienza underscored the Philippine maritime sector’s ongoing efforts toward modernization, sustainability, and global competitiveness. She cited key initiatives including fleet modernization, regulatory reforms, green shipping programs, and capacity-building efforts aligned with international standards.

A major highlight of the forum was the ceremonial signing of a Memorandum of Understanding between MARINA and the Hellenic-ASEAN Business Council.

The agreement establishes a framework for cooperation in maritime development, investment promotion, policy dialogue, capacity building, and the exchange of best practices between the Philippine and Greek shipping industries.

The Memorandum of Understanding was signed in advance by MARINA Administrator Sonia Malaluan and Hellenic-ASEAN Business Council representative Nick Stasinopoulos, with the signing formally attested during the forum by Deputy Administrator Atienza.

MRO X Starts June with a Celebration!

Marking over five decades of dedicated service in promoting a safe, secure, efficient, and sustainable maritime industry in the Philippines, Anchored on the theme, "Serving Better, Sailing Safer," MARINA Regional Office X proudly joined the nationwide celebration of the 52nd Founding Anniversary of Maritime Industry Authority (MARINA) on 1 June 2026.

The celebration commenced with a flag ceremony attended by MRO X officials, personnel, and onsite clients. The office likewise participated in the anniversary program facilitated by the MARINA Central Office, joining fellow MARINA employees nationwide in commemorating the agency's accomplishments and continued commitment to public service.

A highlight of the celebration was the recognition of two (2) MRO X personnel who were conferred the Loyalty Award in honor of their 30 years of dedicated and exemplary service to the agency. Their commitment and contributions reflect the values of professionalism, integrity, and excellence that MARINA upholds.

As part of the anniversary celebration, MRO X distributed free snacks to all onsite clients as a gesture of appreciation for their continued trust and support of the agency's programs and services. The simple activity brought a festive atmosphere to the office while highlighting MARINA's commitment to client-centered service.

MARINA, Kongsberg Strengthen Ties Through Renewed MOU and Simulator Technology Agreement

The Maritime Industry Authority (MARINA) formally strengthened its continuing partnership with Kongsberg Maritime AS through the renewal and signing of the Memorandum of Understanding (MOU) and the signing of a Simulator Software License Agreement on 26 May 2026 at the MARINA Central Office in Manila.

The ceremonial signing was led by MARINA Administrator Ms. Sonia B. Malaluan and Mr. Are Føllesdal Tjønn, Senior Vice President of Kongsberg Maritime AS, together with key officials and representatives from both organizations.

The partnership underscores the shared commitment of MARINA and Kongsberg Maritime AS to advancing maritime education, training, assessment, and innovation through digitalization and simulator-based technologies aligned with international maritime standards.

Under the agreement, both parties will continue collaborating on initiatives aimed at strengthening the Philippine maritime sector, particularly in the areas of competency development, simulator technology, and capacity-building programs for Filipino seafarers and maritime professionals.

The Simulator Software License Agreement further supports MARINA’s continuing efforts to modernize its assessment and training capabilities through the integration of advanced maritime simulation systems and software solutions. Beyond capacity-building initiatives, the agreement also highlights Kongsberg Maritime AS’s commitment to supporting the Administration through the provision of simulator software that will enhance the quality and effectiveness of maritime assessment and training in the country.

In her message, MARINA Administrator Ms. Sonia B. Malaluan emphasized the significance of renewing and sustaining the partnership between the two institutions. “The renewal of this agreement is essential in ensuring the sustained implementation of the programs, initiatives, and collaborative efforts undertaken by our two institutions. More than a formal arrangement, this renewed partnership reflects our mutual trust, shared vision, and continuing commitment to advancing excellence in maritime governance, education, training, assessment, and human resource development for the benefit of both the Philippine and global maritime industry.”

Meanwhile, Mr. Are Føllesdal Tjønn reaffirmed Kongsberg Maritime AS’s commitment to supporting MARINA in promoting innovation and excellence in maritime assessment and training. He likewise underscored the importance of investing in maritime professionals and industry development.

The Maritime Industry Authority (MARINA), through its Enforcement Service, successfully conducted a five-day Lock-In Workshop from 25 to 29 May 2026 for the development of the proposed MARINA Compliance, Operations, and Risk-Based Enforcement (MARINA–CORE) Regulation. The activity gathered technical experts and representatives from various MARINA Service Units to formulate a modernized, data-driven, and risk-based approach to compliance monitoring and enforcement in the domestic shipping industry.

The initiative was undertaken in response to the directive issued by Department of Transportation Secretary Atty. Giovanni Z. Lopez during his press conference in Zamboanga City on 27 January 2026, one day after the capsizing and sinking of MV Trisha Kerstin 3 off Basilan. The policy direction was subsequently reinforced through a Presidential Directive advocating a risk-based audit and evaluation framework for maritime safety.

The opening program was attended by Ms. Nenita S. Atienza, Deputy Administrator for Planning, who delivered the Inspirational Message on behalf of MARINA Administrator Sonia B. Malaluan. Deputy Administrator Atienza emphasized that the MARINA–CORE Regulation represents a significant step toward a more responsive, evidence-based, and safety-driven regulatory system capable of addressing evolving operational risks and strengthening maritime governance.

The proposed Regulation seeks to institutionalize a Risk-Based Compliance Monitoring and Enforcement (RBCME) System that will establish standardized approaches for risk assessment, inspection prioritization, compliance evaluation, and enforcement actions. It likewise promotes the use of risk analytics, automation, and interoperable information systems to enable more proactive and effective maritime safety oversight.

During the closing program, Deputy Administrator for Operations RADM Loumer P. Bernabe described the MARINA–CORE Regulation as a transformative reform that will modernize compliance monitoring and enforcement through the intelligent use of data, technology, and risk-based methodologies. He highlighted the importance of developing complementary implementation tools, strengthening inspector competencies, and sustaining stakeholder engagement to ensure the successful implementation of the Regulation.

The workshop forms part of MARINA’s broader institutional modernization agenda aimed at strengthening maritime safety governance, improving regulatory effectiveness, and advancing digital transformation. Through the MARINA–CORE Regulation, MARINA reaffirms its commitment to building a safer, more efficient, and globally competitive Philippine maritime industry that supports national connectivity, domestic trade, and economic growth.

Sa ilalim ng MARINA Advisory 2026-29, nilinaw ang guidelines sa pagpataw ng penalty batay sa umiiral na mga panuntunan.

Ayon sa MARINA, HINDI PAPATAWAN NG PENALTY ang mga seafarer na:
✅May valid na SIRB at valid na SRB, kahit expired na ang SID.
✅May valid na SID at valid na SIRB, may valid man o walang SRB.
✅May expired na SID, pero valid ang SIRB.
TANDAAN: Sapat na ang may valid na SIRB

Ngunit, PAPATAWAN NG PENALTY ang mga seafarer na nasa international waters kung:
❌Expired ang SIRB at expired ang SID, kahit valid ang SRB.
❌Expired ang SID at walang SIRB.
❌SRB lamang ang dala.

PANGUNAHING DOKUMENTO: Kailangang may valid na SIRB, o kombinasyon ng valid na SRB at SID.

Matapos ang validation ng MARINA, ipapaalam sa mga seafarer na napatawan ng penalty ang susunod na proseso.

Pinapayuhan ang lahat ng seafarers, shipping companies, at manning agencies na sumunod sa mga panuntunan para maiwasan ang pagkakaroon ng penalty.

Giit pa ng MARINA, hindi nito ina-amyendahan ang Memorandum Circular Nos. MD-2024-01 at GC-2026-02.
