MARINA X, Nakibahagi sa Inagurasyon ng Macajalar Bay VTMS

Bilang pagpapakita ng patuloy na suporta sa pagpapalakas ng kaligtasan sa karagatan at pakikipagtulungan sa mga ahensiyang may kaugnayan sa sektor ng maritima, nakibahagi ang MARINA Regional Office X, sa pangunguna ni Officer-in-Charge Archimedes Joel I. Monteroso, sa inagurasyon ng Macajalar Bay Vessel Traffic Management System (VTMS), na inorganisa ng Coast Guard District Northern Mindanao at ginanap ngayong ika-5 ng Agosto 2026 sa VTMS Tower, MCT Complex, Tagoloan, Misamis Oriental.

Ang seremonya ng inagurasyon ay pinasinayaan ni Atty. Joseph Donato J. Bernedo, Administrator and Chief Executive Officer ng PHIVIDEC Industrial Authority, sa tulong ni VADM Edgar L. Ybaรฑez PCG, Deputy Commandant for Operations ng Philippine Coast Guard. Dumalo rin si Councilor Robinson Sabio bilang kinatawan ni Atty. Nadya B. Emano-Elipe, Mayor ng Tagoloan.

Ang VTMS ay isang makabagong sistema na idinisenyo upang mapahusay ang pagsubaybay sa galaw ng mga sasakyang pandagat sa pamamagitan ng real-time monitoring. Layunin nitong mapataas ang kaligtasan sa paglalayag, mapabuti ang kahusayan ng paggalaw ng mga barko, mapalakas ang seguridad, at mapabilis ang koordinasyon at pagbabahagi ng impormasyon sa pagitan ng mga kinauukulang ahensiya.

Binabati ng MARINA X ang CGDNM sa matagumpay na inagurasyon ng Macajalar Bay VTMS. Ang inisyatibang ito ay lalong nagpapatibay sa sama-samang hangarin ng mga maritime stakeholder na gamitin ang makabagong teknolohiya at higit pang paigtingin ang inter-agency cooperation upang matiyak ang kaligtasan ng mga barko, mandaragat, at iba pang gumagamit ng karagatan.

MARINA X Strengthens Maritime Safety Through Regulatory Updates for Coast Guard Officers

As part of its continuing commitment to strengthening partnerships with maritime stakeholder agencies, supporting the professional development of maritime enforcement personnel, and promoting a harmonized approach to maritime governance, MARINA Regional Office X, led by Officer-in-Charge Archimedes Joel I. Monteroso, served as the resource office during the MARINA Memorandum Circulars Lecture conducted for the Coast Guard Station Commander's Course Class 21-2026 at the Coast Guard Station Cagayan de Oro Function Hall.

Organized by the Coast Guard Station Cagayan de Oro, in coordination with the Coast Guard Education, Training and Doctrine Command and the Coast Guard District Northern Mindanao, the one-day activity gathered thirty-six (36) selected officers enrolled in the Coast Guard Station Commander's Course Class 21-2026.

The Section Heads of MARINA X's Enforcement, Maritime Safety, Ship Regulation, and Manpower Development and STCW Sections served as resource speakers, delivering lectures on relevant MARINA Memorandum Circulars and their practical application to maritime operations. The discussions highlighted key regulatory policies governing domestic shipping and vessel operations, as well as the vital role of enforcement agencies in promoting maritime safety and ensuring compliance with existing maritime laws, rules, and regulations.

The activity aimed to strengthen the participants' understanding of MARINA regulations and reinforce their application in the performance of maritime enforcement duties. It also served to enhance inter-agency coordination between MARINA and the Philippine Coast Guard, fostering closer collaboration in ensuring that enforcement activities are carried out in accordance with applicable maritime laws, rules, and regulations.

Mas handa at mas ligtas na ang paglalayag sa San Juan, Siquijor matapos mabigyan ng lisensya ang 39 boat captains at motormen at maiparehistro ang 29 bangka sa isinagawang apat na araw na Mobile Registration, Licensing, at Safety Caravan ng Maritime Industry Authority Regional Office VII (MARINA).

Bukod sa pagpaparehistro ng mga bangka at paglalabas ng mga lisensya, pinalawak din ang kaalaman ng mga kalahok sa mga umiiral na maritime safety regulations, vessel compliance requirements, at mga responsibilidad ng mga boat operator at tripulante sa pagpapanatili ng ligtas na paglalayag.

Nagpasalamat naman si San Juan Mayor Hon. Rubilyn M. Ragay kay Regional Director Engr. Ronaldo P. Bandalaria sa maagap na pagtugon ng MARINA sa kahilingan ng lokal na pamahalaan na maisagawa ang aktibidad. Patuloy na lumalakas ang maritime workforce ng bansa matapos maitala ng Maritime Industry Authority (MARINA) ang pinakamataas na bilang ng mga aplikasyon para sa Seafarerโ€™s Identity Document (SID) at Seafarerโ€™s Record Book (SRB) sa unang anim na buwan ng 2026.

Umabot sa 162,770 ang SID at SRB applications mula Enero hanggang Hunyo ngayong taonโ€”61.49% na mas mataas kumpara sa 100,791 applications na naitala sa kaparehong panahon noong 2025. Ito rin ang pinakamataas na first-half figure sa nakalipas na limang taon.

Batay sa datos ng MARINA, nalampasan din nito ang 89,058 applications noong 2024, 86,814 noong 2023, at 61,097 noong 2022.

Pinakamataas ang bilang ng mga aplikasyon noong Marso na may 30,943, sinundan ng Hunyo (28,769), Pebrero (27,114), Mayo (26,461), Abril (24,925), at Enero (24,558).

Ayon kay MARINA Administrator Sonia B. Malaluan, patuloy na pinaiigting ng ahensya ang mga hakbang upang gawing mas mabilis, mas episyente, at mas accessible ang pagproseso ng SID at SRB applications ng mga seafarers.

โ€œWe encourage our seafarers to continue scheduling their appointments using the eGovPH App via MARINAโ€™s Online Appointment System or OAS. Marami pa pong available appointment slots sa ibaโ€™t ibang MARINA offices sa buong bansa. Sa kasalukuyan, mahigit 13,000 appointment slots para sa SID at SRB ang nananatiling available sa ibaโ€™t ibang MARINA offices sa buong bansa sa buwan ng Agosto at Setyembre.

Matatandaan na ayon sa pinakahuling ulat ng Baltic and International Maritime Council (BIMCO), nananatiling number one source of seafarers ang Pilipinas sa buong mundo, na may tinatayang 1.6 milyong Pilipinong marino.

The Philippines and Chile discussed areas of collaboration that may promote employment opportunities for qualified Filipino seafarers.
Administrator Sonia B. Malaluan, together with other MARINA officials, welcomed Chilean Ambassador to the Philippines H.E. Felipe Alejandro Dรญaz Ibรกรฑez to the MARINA Central Office in Port Area, Manila, on 31 July 2026. The two parties discussed the shared commitment of the Philippines and Chile to empowering the maritime workforce and addressing illegal, unreported, and unregulated (IUU) fishing.

MARINA and the Embassy of Chile in the Philippines intend to enter into an agreement that will establish a framework for the reciprocal recognition of STCW certificates issued by both countries, reaffirming their mutual commitment to upholding internationally accepted standards in maritime education, training, and certification. The proposed agreement is in relation to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.

Prior to this, MARINA had formalized partnerships with various countries for the reciprocal recognition of STCW certificates, as well as for expanding bilateral cooperation.

Meanwhile, Ambassador Ibรกรฑez encouraged MARINA to actively support initiatives related to the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ Agreement), which aims to promote the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction.

The meeting was also attended by STCWO Executive Director Samuel Batalla, MARINA Acting Deputy Administrator for Education, Training and Certification Presca Lee Lugo, and Chief of Staff of the Administrator and Overseas Shipping Service Director Engr. Ramon Hernandez.

Ayon kay Finance Secretary Frederick Go, ang paglulunsad ng Orion Jade ay bunga ng pagsisikap ng administrasyong Marcos Jr. na makahikayat ng strategic investments na lumilikha ng trabaho at nagpapalakas sa industrial capabilities ng bansa.

Samantala, sinabi ni MARINA Administrator Sonia B. Malaluan na ang proyekto ay nagpapakita ng patuloy na pag-unlad ng Philippine shipbuilding industry at ng kakayahan ng Filipino maritime workforce na makipagsabayan sa world-class shipbuilding operations.

Sa ngayon, tinatayang nasa apat na libong trabaho na ang nalikha ng proyekto sa Subic Bay at mga karatig-probinsya. Inaasahan namang dodoble pa ito habang tumataas ang produksyon.

Upang matugunan ang pangangailangan sa mas maraming skilled workers, nakipagtulungan ang HHIP sa Technical Education and Skills Development Authority para bumuo ng mga technical at vocational training programs na nakatutok sa modernong shipbuilding.

Nagsimula ang konstruksyon ng apat na barko noong Setyembre 2025 matapos ang steel-cutting ceremony na pinangunahan ni Ferdinand R. Marcos Jr., bilang bahagi ng layunin ng pamahalaan na makahikayat ng mas maraming pamumuhunan at makalikha ng de-kalidad na trabaho para sa mga Pilipino.

Zamboanga City โ€” More domestic shipping companies are embracing the Maritime Industry Authorityโ€™s (MARINA) digital transformation program as industry stakeholders in Zamboanga joined the workshop on using Maritime Energy Demand Information Analysis Software (MEDIAnS), reinforcing the governmentโ€™s push for greener, more energy-efficient domestic shipping.

The shipping companies pledged their support during a two-day regional usersโ€™ training workshop held on July 28 and 29, organized by the Marine Environment Protection Development Service (MEPDS) in coordination with MARINA Regional Office IX (MARINA 9).

The workshop gathered 27 participants for hands-on training on vessel registration, voyage reporting, fuel consumption data entry, energy analytics, emissions monitoring, and use of the MEDIAnS platform.

MARINA 9 Regional Director Farida Cunanan said the shipping industryโ€™s priorities now extend beyond maritime safety to include energy efficiency, digitalization, environmental protection, and greenhouse gas reduction.
It should be noted that MEDIAnS will help both regulators and shipping companies better understand vessel fuel consumption and operational efficiency, enabling more informed decision-making.

As of this writing, 51 domestic shipping companies nationwide have expressed support for the implementation of the MEDIAnS.
MEDIAnS was developed through a collaboration among MARINA, the UP Diliman, and DOST. The platform collects and analyzes energy consumption data from Philippine-registered domestic vessels to support greenhouse gas reduction and strengthen environmental protection efforts in the maritime sector.
