CHRMO BAGS LEVEL 2 MATURITY RATING FROM CSC
The City Government of Cagayan de Oro, through the Office of the City Human Resource Management Officer (CHRMO), led by Xsyclyn Faith โKansaiโ Lumbatan, achieved Level 2 Maturity Rating in the regional level after garnering with a perfect 100 percent score across all human resource pillars on Thursday, April 16.
The result follows a two-day onsite assessment conducted by the Civil Service Commission (CSC) Region 10 on April 15โ16, 2026, at the City Mayorโs Conference Room.
The Level 2 "Intermediate" status is an indication that the city's HRM practices are now fully process-defined and compliant with global standards.
Given the said rating, as per CSC personnel, the city can now be formally recommended to the Civil Service Commission Central Office for the national Bronze Award under the PRIME-HRM framework.
The assessment, led by CSC Region X Supervising Personnel Specialist Julieta R. Reyes and Senior Human Resource Specialist Maria Preciousa B. Ares, made a comprehensive review of the cityโs four core HR systems: 1) Recruitment, Selection, and Placement, 2) Learning and Development, 3) Performance Management, and 4) Rewards and Recognition.
The assessment covered both the executive and legislative branches, led by Mayor Rolando "Klarex" Uy and Vice Mayor Jocelyn โBebotโ Rodriguez.
PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) is the CSCโs primary framework for transforming public sector HR into a driver of good governance.
