MISAMIS ORIENTAL, May 14, 2026 โ€“ To strengthen its readiness and response mechanisms in handling Chemical, Biological, Radiological, and Nuclear (CBRN)-related incidents, the Municipal Government of Tagoloan, with technical assistance from the Department of the Interior and Local Government (DILG) 10, conducted a Crisis Management Committee (CMC) Orientation as part of its continuing preparedness efforts.

The activity aimed to enhance the coordination among the local government unit and regional agencies, particularly the Bureau of Fire Protection (BFP), Philippine National Police (PNP), DILG, and Department of Health (DOH). It also highlighted the significance of the National Crisis Management Framework, which provides a comprehensive approach to understanding the components of a crisis through the 5Ps of crisis management: Predict, Prevent, Prepare, Perform, and Post-Action and Assessment.

Serving as resource speaker, LGCDD Chief Hazel L. Occeรฑa discussed the importance of a well-organized and responsive local crisis management structure, emphasizing that effective crisis management begins with preparedness, coordination, and clear understanding of roles among concerned agencies and local officials.

Following the orientation, participants conducted the video shoot for Scenario 2, which focused on the creation and convening of the Crisis Management Committee as part of the simulation exercise. The activity simulated the local response mechanisms of the municipality upon receipt of information on a possible CBRN-related threat.

In the simulation, Tagoloan Municipal Mayor Nadya Emano-Elipe, as Chairperson of the Crisis Management Committee, led the convening of the CMC to discuss the possible courses of action and the coordination measures needed to address the simulated incident. The exercise demonstrated the importance of timely decision-making, unified action, and inter-agency collaboration during emergencies.

In the afternoon session, representatives from the regional PNP, BFP, DILG, DOH-NMMC, together with the PHIVIDEC administrator, conducted an ocular inspection of the target location inside the PHIVIDEC area. The inspection provided an opportunity for participating agencies to assess the site and discuss the possible equipment, materials, and logistical requirements needed for the conduct of the simulation exercise and for actual CBRN incident response operations.

The activity forms part of the continuing efforts to build local capacities, strengthen inter-agency coordination, and ensure that local crisis management mechanisms are in place and responsive to emerging threats and emergencies. CAGAYAN DE ORO CITY, May 14 โ€“ The Department of the Interior and Local Government (DILG) Region 10 successfully convened the Stakeholdersโ€™ Consultation Meeting for the Establishment of Civil Society Organization (CSO) Academies in Region 10, bringing together representatives from local government units (LGUs), civil society organizations (CSOs), and local resource institutes (LRIs) in a shared commitment to strengthening participatory governance in Northern Mindanao.

The initiative, spearheaded through the Support for the Local Governance Program (SLGP), aims to institutionalize a sustainable capacity development framework that will empower CSOs with the knowledge, skills, and competencies necessary for meaningful participation in governance processes and Local Special Bodies (LSBs).

In her welcome message, Assistant Regional Director Yvette Tolentino Sunga, CESO V, underscored the vital role of CSOs in governance, emphasizing that they serve as an important mechanism for ensuring balance in governance and that all voices are heard in decision-making processes.

The consultation highlighted the emerging LGU-Academe-CSO-NGA partnership model, with representatives from Iligan City, Opol, and Manolo Fortich sharing best practices on CSO engagement and participatory planning. The LGUs emphasized how CSO-recommended Programs, Projects, and Activities (PPAs) were integrated into local development plans, reflecting participatory and inclusive governance where communities help define priorities and CSOs serve as genuine partners in planning, consultation, and service delivery.

Representatives from LRIs, particularly Dr. Demetria Mae Tumapon-Saniel of the University of Science and Technology of Southern Philippines and Engr. Dexter S. Lo of Xavier University โ€“ Ateneo de Cagayan, underscored the role of academic institutions in providing technical expertise, research support, and leadership development for CSOs and local governance stakeholders.

The consultation meeting also featured a presentation of the CSO Academy Overview and audio-visual presentations from regions with established CSO Academies, presented by DMO IV Caezar Ian E. Encarnacion of the SLGP Regional Coordination Team. This was followed by an open forum and workshop on proposed approaches and modules facilitated by Dr. Dixon Q. Yasay.

The establishment of the CSO Academy in the region is envisioned to advance transparency, accountability, citizen participation, and stronger LGU-CSO partnerships while developing a pool of competent and empowered CSO leaders across the region. As emphasized during the consultation, the initiative is not merely a program but an investment in people, partnerships, and participatory governance toward stronger, more resilient, and more inclusive communities. CAGAYAN DE ORO CITY, May 12 โ€” DILG 10 convened all its Quality Management Representatives and Process Owners for the annual office-level Quality Management System (QMS) Planning on Tuesday, May 12, as part of its continuing efforts to strengthen compliance with ISO 9001:2015 standards.

The said planning session focused on the review and updating of the Regional Officeโ€™s FY 2026 Risk and Opportunity Assessment Register, a key component of DILG 10โ€™s risk-based quality management approach, alongside updates on the Context and Interested Parties Registries.

The activity also aimed to strengthen institutional readiness, improve operational responsiveness, and address emerging concerns, including environmental risks associated with climate change.

In her message, Assistant Regional Director and Regional Quality Management Representative Yvette Tolentino Sunga, CESO V, emphasized the importance of regularly assessing organizational processes, addressing existing concerns, and identifying potential risks and opportunities to further strengthen the Regional Officeโ€™s QMS.

โ€œThrough this activity (QMS Planning), we aim to further enhance our systems, promote accountability, and strengthen our capacity to deliver responsive and efficient public service,โ€ ARD Sunga added.

Outputs from the planning session, aligned with System Procedures No. 3 and No. 10 on QMS Planning and Risk and Opportunity Identification, Evaluation, and Control, will support preparations for the surveillance audit in the third quarter and sustain DILG 10โ€™s commitment to quality-driven governance and efficient public service delivery.

CAGAYAN DE ORO CITY, May 13, 2026 โ€” As part of its digitalization initiatives, LGMED 10 launched upgraded internal systems designed to streamline equipment borrowing, inventory management, and outgoing document tracking processes. These systems utilize digital tools such as QR codes, Google Sheets, and Gmail to improve accessibility, monitoring, documentation, and automated notifications.

The Equipment Inventory and Borrowing System, LGMED Borrow360, enables users to log borrowed items through QR codes, track borrowed equipment, send email notifications for borrowing confirmations and overdue reminders, and automatically generate the Request for Release of Equipment Form for equipment brought outside the office.

Also introduced was the enhanced Supplies Inventory System, now called LGMED SupplyHub, which allows users to log supplies in and out through QR codes, monitor stock levels, and send email notifications for low-stock and out-of-stock supplies to support the timely preparation of purchase requests.

Also included was the Crude Tracking System, an outgoing document tracking system developed to improve the monitoring and tracking of released documents. It provides daily monitoring of documents for release, helping ensure that outgoing communications are properly recorded, tracked, and acted upon in a timely manner.

CAGAYAN DE ORO CITY, May 11, 2026 - The Department of the Interior and Local Government (DILG) 10, through the Local Government Monitoring and Evaluation Division (LGMED) in partnership with the Local Government Capability Development Division (LGCDD), convened a Coordinative Meeting for the upcoming Chemical, Biological, Radiological, and Nuclear (CBRN) Simulation Exercise (SIMEX) on May 11, 2026, at the DILG Regional Office 10, Cagayan de Oro City. Representatives from the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Office of Civil Defense (OCD), Department of Health (DOH), PHIVIDEC Industrial Authority, LGU Tagoloan, and other partner agencies participated in the activity to finalize operational plans, scenarios, and inter-agency coordination mechanisms for the conduct of the CBRN SIMEX scheduled on June 22โ€“24, 2026 in Tagoloan, Misamis Oriental.

During the meeting, the BFP 10 presented the proposed CBRN SIMEX scenario involving the interception of suspected dual-use chemical substances and the subsequent conduct of tactical, operational, crime scene, and remediation phases within an industrial facility in PHIVIDEC, Tagoloan. Participating agencies discussed the roles and responsibilities of responders, the activation of the Crisis Management Committee (CMC) and Incident Management Team (IMT), as well as logistical and operational requirements for the simulation exercise.

The activity also highlighted the whole-of-government approach in strengthening preparedness and response capabilities against CBRN-related threats through enhanced coordination, scenario-based planning, and simulation exercises. The meeting concluded with agreements on the finalization of scripts, conduct of ocular inspections, and preparation for the video presentation and live demonstration components of the SIMEX.
