CAGAYAN DE ORO CITY, June 11, 2026 โ The Regional Peace and Order Council 10 convened its CY 2026 Second Quarter Full Council Meeting bringing together Council members, regional line agencies, law enforcement units, local government representatives, and partner stakeholders to discuss continuing efforts to sustain peace, security, and public safety in Northern Mindanao.
The meeting was presided over by RPOC 10 Chairperson and Camiguin Governor Xavier Jesus D. Romualdo, who led the Council in reviewing priority concerns and initiatives related to peace and order, anti-criminality, anti-insurgency, prevention of violent extremism, public safety, reintegration, and regional development. The gathering served as an important platform for coordination among member agencies in addressing emerging security concerns and strengthening collaborative action across Region 10.
Misamis Occidental Governor Henry S. Oaminal, Chairperson of the Regional Development Council 10, also joined the meeting and underscored the close link between peace, security, and development. His presence highlighted the continuing partnership between the RPOC and RDC in ensuring that peace and order initiatives remain aligned with the regionโs broader development goals.
During the meeting, the Council discussed updates from its Special Action Committees, including matters on anti-insurgency and preventing violent extremism, Camp Bilal transformation, anti-criminality, and public safety. The agenda also included presentations on the Enhanced Comprehensive Local Integration Program, amnesty applications and safe conduct passes, safer highways, road safety requirements, and other programs that contribute to safer and more peaceful communities.
The meeting also featured the oath-taking of MGEN Marion T. Angcao PA as the new Vice-Chairperson of the RPOC 10, strengthening the Councilโs leadership in advancing peace and security efforts across Northern Mindanao.
Among the key matters tackled were updates on the implementation of reintegration and reconciliation efforts for former rebels and their families, initiatives to support local peace mechanisms, and strategies to further enhance regional security coordination. The Council also discussed proposed resolutions supporting programs for healing, reconciliation, security clearance processes, travel advisory concerns, and recognition of efforts related to amnesty application processing.
DILG 10 Regional Director Bruce A. Colao, CESO V, Head Secretariat of RPOC 10, facilitated the proceedings and guided the Council through the agenda items, discussions, and proposed actions. The meeting concluded with the adoption of resolutions and strategies aimed at strengthening peace and order, public safety, reintegration, and development efforts across Northern Mindanao.
Through the continued collaboration of local chief executives, regional agencies, law enforcement units, and partner institutions, RPOC 10 reaffirmed its commitment to advancing a peaceful, safe, and resilient Region 10.
