Unsa bay himuon sa IPMR kung pananglitan ugaling hikawan siya sa pagpangatungdanan taliwa nga siya duly selected ug naghupot sa Certificate of Affirmation (COA) gikan sa National Commission on Indigenous Peoples (NCIP) gumikan sa "politikanhong rason"?

CAGAYAN DE ORO CITY, October 21, 2026—Strengthening community safety, protecting young people, and addressing emerging security threats took center stage as the Regional Peace and Order Council–10 Technical Working Group (RPOC-10 TWG) convened its Fourth Quarter meeting, held in preparation for the CY 2026 Fourth Quarter RPOC-10 Full Council Meeting.

The meeting reviewed developments in anti-insurgency, anti-criminality, the Camp Bilal Transformation Program, and the Enhanced Comprehensive Local Integration Program (E-CLIP), while identifying priority actions to address emerging threats affecting communities across Northern Mindanao.

Additionally, to address cigarette smuggling and illicit cigarette trade, the TWG discussed a proposed resolution encouraging local government units (LGUs) to enact ordinances that strengthen enforcement, protect consumers and legitimate businesses, and help safeguard government revenues.

Amid growing concerns over Nihilistic Violent Extremism (NVE) and school violence, the TWG reiterated the need to strengthen school safety, early threat detection and referral, psychosocial support, and coordinated interventions to protect children and young people.

Discussions also covered public and road safety, community-oriented policing, reintegration initiatives, and preparedness for El Niño-related risks, with emphasis on protecting lives, property, and community well-being. The RPOC 10 - TWG underscored the need to turn these discussions into concrete, coordinated, and actionable recommendations for the Full Council's consideration.

Beyond addressing security threats, these efforts aim to make schools safer, communities more resilient, and public spaces that concern the safety and well-being of every Northern Mindanaoan.

CAGAYAN DE ORO CITY | October 19-20, 2026 - the Department of the Interior and Local Government Regional Office 10, through the Project Development and Management Unit (PDMU), conducted the SubayBAYAN Competency Training, to enhance the capacity of LGU representatives in the effective use of the SubayBAYAN Portal.

The two-day activity aimed to strengthen the technical competencies of Local Government Unit (LGU) representatives in the effective utilization of the SubayBAYAN Portal, the Department’s official platform for monitoring and tracking the implementation of local government infrastructure projects.

In line with DILG Memorandum Circular No. 2024-134, the training underscored the importance of accurate and timely project reporting, regular updating of project implementation status, and proper submission of geotagged photographs and other required Means of Verification (MOVs) to ensure reliable and transparent monitoring of government-funded projects.

Through this initiative, DILG Region 10 continues to promote transparency, accountability, and efficient monitoring of local government infrastructure projects, ensuring that public investments translate into meaningful development for communities.

DILG 10 joins the nation in celebrating National Cooperative Month 2026, recognizing the contributions of cooperatives to livelihood development, local economic growth, and community participation.

Guided by the theme "Matibay na Kooperatiba: Nagkakaisang Pamayanan para sa Kapayapaan at Kaunlaran," DILG 10 encourages local governments and cooperatives to strengthen partnerships that expand economic opportunities and respond to community needs.

𝗗𝗜𝗟𝗚 𝟭𝟬 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗟𝗚𝗨𝘀’ 𝗿𝗼𝗹𝗲 𝗶𝗻 𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗽𝗿𝗲𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗱𝘂𝗿𝗶𝗻𝗴 𝗡𝗖𝗖𝗔, 𝗨𝗣𝗦𝗔 𝗰𝗼𝘂𝗿𝘁𝗲𝘀𝘆 𝘃𝗶𝘀𝗶𝘁

CAGAYAN DE ORO CITY, Oct. 20 — The Department of the Interior and Local Government 10 highlighted the role of local government units in preserving cultural heritage during a courtesy visit by the National Commission for Culture and the Arts (NCCA) and the University of the Philippines School of Archaeology (UPSA).

Joining the visit were the West Misamis Oriental Historical and Cultural Society and the National Commission on Indigenous Peoples, with the latter represented by its Northern and Western Mindanao Ethnographic Commissioner, Atty. Alberto R. Lagamon.

The exchange centered on cultural preservation as part of local governance, consistent with Section 16 of Republic Act No. 7160, or the Local Government Code of 1991. The provision directs LGUs to ensure and support the preservation and enrichment of culture within their respective jurisdictions as part of promoting the general welfare.

Discussions covered the importance of local policies, planning, and coordination in protecting cultural heritage. Participants also discussed how cooperation among government agencies, academic institutions, and cultural organizations can support LGUs in carrying out this responsibility.

The visit provided an opportunity to strengthen coordination on heritage protection and promote greater appreciation of local history and culture in governance.

IN THE LIMELIGHT | DILG X Strengthens Barangay Justice through Enhanced KP Handbook Training

The DILG Region X, through its Misamis Oriental field office, in partnership with the Department of Justice (DOJ), conducted the Enhanced Katarungang Pambarangay (KP) Handbook Training on October 13–15, 2026, in Cagayan de Oro City.

The training enhances the knowledge and skills of City/Municipal Local Government Operations Officers (C/MLGOOs), Philippine National Police (PNP) personnel, and Municipal Trial Court (MTC) personnel on updated policies, procedures, and guidelines for settling disputes at the barangay level.

Through this initiative, DILG continues to strengthen the capacity of local government partners to provide effective technical assistance to barangays and promote the proper, consistent, and lawful implementation of the Katarungang Pambarangay system.
