MISAMIS ORIENTAL, May 14, 2026 โ To strengthen its readiness and response mechanisms in handling Chemical, Biological, Radiological, and Nuclear (CBRN)-related incidents, the Municipal Government of Tagoloan, with technical assistance from the Department of the Interior and Local Government (DILG) 10, conducted a Crisis Management Committee (CMC) Orientation as part of its continuing preparedness efforts.
The activity aimed to enhance the coordination among the local government unit and regional agencies, particularly the Bureau of Fire Protection (BFP), Philippine National Police (PNP), DILG, and Department of Health (DOH). It also highlighted the significance of the National Crisis Management Framework, which provides a comprehensive approach to understanding the components of a crisis through the 5Ps of crisis management: Predict, Prevent, Prepare, Perform, and Post-Action and Assessment.

Serving as resource speaker, LGCDD Chief Hazel L. Occeรฑa discussed the importance of a well-organized and responsive local crisis management structure, emphasizing that effective crisis management begins with preparedness, coordination, and clear understanding of roles among concerned agencies and local officials.
Following the orientation, participants conducted the video shoot for Scenario 2, which focused on the creation and convening of the Crisis Management Committee as part of the simulation exercise. The activity simulated the local response mechanisms of the municipality upon receipt of information on a possible CBRN-related threat.
In the simulation, Tagoloan Municipal Mayor Nadya Emano-Elipe, as Chairperson of the Crisis Management Committee, led the convening of the CMC to discuss the possible courses of action and the coordination measures needed to address the simulated incident. The exercise demonstrated the importance of timely decision-making, unified action, and inter-agency collaboration during emergencies.

In the afternoon session, representatives from the regional PNP, BFP, DILG, DOH-NMMC, together with the PHIVIDEC administrator, conducted an ocular inspection of the target location inside the PHIVIDEC area. The inspection provided an opportunity for participating agencies to assess the site and discuss the possible equipment, materials, and logistical requirements needed for the conduct of the simulation exercise and for actual CBRN incident response operations.
