A successful Commission en Banc (CEB) Deliberation on the Free and Prior Informed Consent (FPIC) Process was conducted for the Certification Precondition (CP) Application of Philippine Mining Development Corporation relative to the proposed Copper-Gold Exploration Project located at Barangay Rogongon, Iligan City.

The NCIP Region X acknowledges the approval and support of the Honorable Commissioners: Honorable Chairperson Nancy A. Catamco, Commissioner Alberto R. Lagamon, Commissioner Datu โ€œAmarilloโ€ Marcelo A. Alejo Jr., Commissioner Rhodex P. Valenciano, Commissioner Alex A. Centena, Commissioner Marie Grace T. Pascua, and Commissioner Purisimo L. Tiam, whose guidance and commitment continue to strengthen the protection of Indigenous Peoplesโ€™ rights and the integrity of the FPIC Process.

Present during the deliberation were the Acting Regional Director Engr. Chona B. Labaon, members of the Regional Review Team Atty. Dexter B. Precioso, Ms. Sheen R. Bon, and Ms. Rhica Mae L. Gante; and the FPIC Team, Mr. Buddy P. Landong, Mr. Demalie A. Comonog, and Ms. Mylene U. Lubas, together with NCIP technical personnel, Engr. Ian Rey E. Galido, and the Higaonon ICCs/IPs of Bayug Ancestral Domain (CADT 212).

The deliberation served as an important platform for the presentation and evaluation of the FPIC Process undertaken, highlighting the consensus-building and customary decision-making processes conducted by the concerned ICCs/IPs.

This milestone reflects the continuing commitment to uphold the rights of ICCs/IPs, protect their ancestral domains, and recognize their rights through informed participation in development processes affecting their communities.

The National Commission on Indigenous Peoples (NCIP), together with OPAPRU, DENR, CHR, DSWD, PNP, and concerned LGUs, convened in an inter-agency meeting to discuss and address the pressing issues and concerns affecting Indigenous Peoples communities in Don Carlos and Quezon, Bukidnon.

The inter-agency meeting was conducted on May 7, 2026 at El Cinco, Barangay Sinuda, Kitaotao, Bukidnon, and focused on strengthening coordination among agencies in responding to concerns involving tenurial instruments within ancestral domains, peace and order, and the delivery of basic and legal services to affected ICCs/IPs.

Present during the activity were NCIP Acting Regional Director Engr. Chona B. Labaon, MPA; Regional Legal Officer Atty. Dexter B. Precioso; Bukidnon Provincial Officer Mr. Ronaldo L. Bayaon; Community Service Center (CSC) Head Mr. Fundador S. Binahon Jr.; together with NCIP personnel and staff.

NCIP remains committed to working closely with partner agencies and local stakeholders in advancing the rights, welfare, and sustainable development of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in Region X.

AHAA (LOOK): Manobo ICCs of Dangcagan Select New Municipal IPMR Through "Baraan" Customary Process

DANGCAGAN, BUKIDNON โ€” The Manobo Indigenous Cultural Community (ICC) of Dangcagan successfully selected their new Municipal Indigenous Peoples Mandatory Representative (IPMR) during a formal activity held at Lucky 9 Resort last April 28, 2026.

The selection was facilitated by the NCIP Bukidnon Provincial Office, ensuring that the process remained true to the community's traditional governance and the provisions of the IPRA Law.

The "Baraan": Selection Under Divine Guidance
The Manobo community utilized their customary process known as "Baraan." This traditional method is rooted in the belief that the selection of a leader is guided by Magbabaya (the Almighty God).
Before the selection began using Baraan, Baylanโ€™s (traditional healer/priest) performed a sacred ritual to seek spiritual guidance and blessings for a peaceful and fair process.

The Selection Process
Following the community's decision-making structureโ€”composed of the Municipal Chieftain, Barangay Chieftains, and Ancestral Domain (AD) Representativesโ€”two qualified members were appointed for the final selection: Ms. Maria Rialyn Cublan and Ms. Betchie Cena.

In the Baraan tradition:
โ€ข Pieces of paper were placed inside a cap.
โ€ข One piece was marked with the word "IPMR."
โ€ข The candidates took turns drawing from the cap, trusting in divine providence to reveal the leader.

Proclamation of the New IPMR
Ms. Maria Rialyn Cublan drew the paper marked "IPMR" and was subsequently proclaimed as the newly selected Municipal IPMR of Dangcagan. The official announcement was made by Municipal Chieftain Datu Pio Pangantao, symbolizing the community's acceptance and support for her leadership.

The activity was witnessed by representatives from the Local Government Unit (LGU) of Dangcagan and the Philippine National Police (PNP), showing a strong partnership between the traditional ICCs leadership and government agencies.

NCIP Bukidnon commends the Manobo ICCs of Dangcagan for their commitment to preserving their customary laws and ensuring that indigenous voices continue to be represented in the local halls of government.

With gratitude and appreciation, we bid farewell to our Regional Director, Dir. Ordonio P. Rocero, Jr., as he takes on a new assignment in another region. His leadership, dedication, and commitment have greatly contributed to the programs and initiatives of our office, leaving a lasting impact on both the organization and the communities we serve. We thank him for his service and wish him continued success in his new endeavor.

At the same time, we formally acknowledge the turnover of duties and responsibilities to our Acting Regional Director, Engr. Chona B. Labaon. With her experience and familiarity with the office, she now assumes the role and responsibilities of Acting Regional Director.

As we move forward, we remain committed to upholding our mandate and continuing our work with the same passion and dedication in serving our stakeholders.

On April 8, 2026, the National Commission on Indigenous Peoples (NCIP) Region 10, spearheaded by Regional Director Ordonio P. Rocero, Jr., together with dedicated NCIP personnel, proudly participated in the 20th Araw ng Pamalihi CADT held at Sitio Eva, Barangay Samay, Municipality of Balingasag, Province of Misamis Orientalโ€”reaffirming the agencyโ€™s unwavering commitment to serve and uplift Indigenous Cultural Communities.

NCIP Region 10 extends its sincere gratitude to the Pamalihi Tribal Council for the invitation and the opportunity to be part of this meaningful celebration. In his message, Dir. Rocero, Jr. highlighted the importance of unity, strengthened partnerships, and sustained support for IP communities towards inclusive and culturally grounded development. He also presented coffee table books to the community as part of the activity.

As part of the event, free medicines and consultations were provided through the NCIP medical doctor, Dr. Cloe Mae Bama, and staff, bringing essential health services closer to the community and promoting overall well-being.

The celebration was further energized by a basketball friendship game that showcased sportsmanship and camaraderieโ€”NCIP Region 10 secured a win against DepEd (64โ€“60) and delivered a competitive match against the Pamalihi Tribal Council (49โ€“64).

Truly, a day marked by service, solidarity, and shared commitment to community empowerment.

Alinsunod sa Memorandum Circular No. 116 mula sa Tanggapan ng Pangulo, ang NCIP ay magpapatupad ng half-day work-from-home arrangement sa Miyerkules, 1 Abril 2026.

Lahat ng tanggapan ng Komisyon ay sasailalim sa work-from-home setup mula 8:00 ng umaga hanggang 12:00 ng tanghali, at ang lahat ng opisyal na transaksyon at serbisyo ay suspendido simula alas-dose ng hapon.

A Milestone for Indigenous Communities ๐ŸŒฟ

On March 25, 2026, a meaningful milestone was achieved during the Turnover Ceremony of eight ( 8 ) Abaca Stripping Machines held at the Blue Gymnasium, Barangay Luinab, Iligan City.

This initiative, made possible through the generosity of the Bounty Cares Foundation, aims to strengthen abaca production and uplift the livelihoods of our Indigenous Cultural Communities (ICCs/IPs).

The machines were formally turned over to the following beneficiaries:
โ€ข Higaonon ICCs/IPs of BAYUG AD in Barangay Rogongon and Barangay Kalilangan, Iligan City, Lanao del Norte
โ€ข Subanen/Subanon ICCs/IPs of Bonifacio and Calamba, Misamis Occidental
