The Bureau of Customs (BOC) Port of Cagayan de Oro, under the leadership of District Collector Arnaldo M. Saulong, reinforced its inter-agency partnership with the Bureau of Immigration Regional Intelligence Operations Unit X (RIOU-X) during a coordination meeting held at the Bureau of Customs Conference Room in Macabalan, Cagayan de Oro, on July 29, 2026.

The Bureau of Immigration (BI) Regional Intelligence Operations Unit X (RIOU-X), headed by Regional Director Ansari M. Macaayan, is responsible for intelligence and enforcement operations in Northern Mindanao.

The meeting was also attended by the enforcement units of the Port of Cagayan de Oro, led by ESS District Commander SP/Lt. Arkhan Macaombang and CIIS Field Station Chief Redford Surposa, together with Deputy Collector for Assessment Atty. Christopher M. Inducil, Deputy Collector for Operations Atty. Mohammad Ben-Usman and Atty. Aliya Malawani, Chief, Law Division.

District Collector Saulong and Regional Director Macaayan provided a comprehensive briefing on their respective agencies' mandates, emphasizing the delineation of duties and responsibilities to strengthen operational coordination and border protection efforts.

The strengthened inter-agency partnership is aligned with the commitment of BOC Commissioner Ariel F. Nepomuceno to enhance collaboration among government agencies in safeguarding the country's borders.

In line with efforts to expand market opportunities for Cagayan de Oro and Northern Mindanao, District Collector Arnaldo M. Saulong pushed for the fast-tracked opening of international flights at Laguindingan Airport during a meeting with representatives of Aboitiz InfraCapital held at the Bureau of Customs Conference Room in Macabalan, Cagayan de Oro, on July 31, 2026.

Aboitiz InfraCapital has been operating Laguindingan Airport after the Department of Transportation awarded it the airport's operations and maintenance contract. As part of the concession, the company has committed to invest ₱12.75 billion to modernize and enhance Mindanao's second-busiest gateway.

District Collector Saulong emphasized that the opening of international flights at Laguindingan Airport would serve as a catalyst for economic growth in Northern Mindanao and neighboring provinces, creating greater opportunities for trade, investment, and the expansion of the e-commerce industry.

As part of its route development plan for Laguindingan Airport, Aboitiz InfraCapital is targeting international destinations, including Hong Kong, Singapore, Incheon, Bangkok, Taipei, and Kuala Lumpur.

The Bureau of Customs Collection District X's initiative to position the Port of Cagayan de Oro as an investor- and business-friendly port aligns with the commitment of BOC Commissioner Ariel F. Nepomuceno to promote legitimate trade and foster a business-friendly environment through reforms that enhance efficiency, transparency, and ease of doing business in customs processes.

BOC RECORDS HIGHEST MONTHLY COLLECTION AT ₱95.848 BILLION IN JULY, POSTS HIGHEST-EVER JANUARY-JULY REVENUES

The Bureau of Customs (BOC), under the stewardship of Commissioner Ariel F. Nepomuceno, recorded its highest-ever monthly and January-to-July revenue collections based on preliminary data, surpassing revenue targets and generating additional funds to support the priority programs of President Ferdinand R. Marcos Jr.’s administration.

As part of its continuing commitment to strengthen media engagement and promote public communication initiatives, the Bureau of Customs (BOC) Collection District X, under the leadership of District Collector Arnaldo M. Saulong, held a productive dialogue with the officers and Board of Directors of the Cagayan de Oro Press Club (COPC) at the Office of the District Collector Conference Room, Bureau of Customs, Macabalan, Cagayan de Oro, on July 28, 2026.

The Cagayan de Oro Press Club (COPC), also known as the Oro Press Club, is recognized as the oldest press club in the Philippines, having been established in 1951.

The meeting served as a platform to reinforce collaboration, strengthen partnerships with the local media, and discuss initiatives that promote the timely and accurate dissemination of information to the public.

District Collector Saulong, together with Deputy Collector for Assessment Atty. Christopher M. Inducil and Deputy Collector for Operations Atty. Mohammad Ben-Usman, briefed the officers and members of the Cagayan de Oro Press Club (COPC) on the Bureau's mandate, territorial jurisdiction, and key functions in revenue generation, trade facilitation, and the enforcement of border protection measures throughout Northern Mindanao.

Meanwhile, the COPC, led by President Hanne Pisos and Vice President for Print Amor Barlisan, presented the organization's current programs and initiatives and discussed potential areas of collaboration with the Bureau. The discussions focused on strengthening information dissemination efforts on key customs-related issues to ensure that the public receives reliable information.

This initiative supports the directive of BOC Commissioner Ariel F. Nepomuceno to advance a transparent, accountable, and responsive customs administration by enhancing collaboration with the media, in line with his Integrity, Accountability, and Modernization (IAM) Program.

The Bureau of Customs (BOC) Collection District X collected ₱21.915 billion in the first half of 2026, surpassing its ₱20.718-billion target as it intensified efforts to curb smuggling and improve public awareness of customs regulations.

Newly installed BOC-10 District Collector said keeping the public informed about customs policies and trade regulations is key to strengthening compliance and supporting the bureau's anti-smuggling campaign.

The Bureau of Customs (BOC) Port of Cagayan de Oro has officially joined the Investment Assistance Center (IACT) as one of its partner agencies spearheaded by the Department of Trade and Industry (DTI) Region 10.

District Collector Arnaldo M. Saulong personally participated in the IACT Briefing and Orientation Session together with Atty. Eleazar Rabanes, ODC Chief of Staff and Gani Buat, CDO Chief of Assessment, held on July 22, 2026, at the DTI Region 10 Regional Office in Cagayan de Oro City.

Pursuant to Regional Development Council-X (RDC-X) Resolution No. 78, s. 2024, the IACT was expanded to strengthen investment facilitation and drive economic growth in Northern Mindanao. The initiative brings together national government agencies, local government units, and private sector stakeholders to streamline licensing processes, accelerate business registration, and improve the overall ease of doing business in the region.

The BOC Port of Cagayan de Oro, in line with the directives of Commissioner Ariel F. Nepomuceno, fully supports inter-agency collaboration aimed at advancing the region's business sector, attracting more investments, and fostering economic growth. Through these collaborative efforts, the Port remains committed to facilitating legitimate trade, enhancing the ease of doing business, and contributing to the government's revenue generation objectives.

PALACE COMMENDS BOC COMMISSIONER ARIEL NEPOMUCENO FOLLOWING 2026 SONA

Following the 2026 State of the Nation Address (SONA) of President Ferdinand R. Marcos Jr., where the Chief Executive highlighted his administration's accomplishments, ongoing reforms, and policy priorities aimed at sustaining economic growth, strengthening governance, and improving the lives of Filipinos, the Bureau of Customs (BOC) received recognition from Palace Press Officer and Presidential Spokesperson Undersecretary Atty. Claire Castro for its significant contributions to the administration's achievements.
