🚨 “Pag-validate sa Project SPLIT… nganong lahi naman ang nagtikad sa yuta kaysa sa naa sa CLOA?”

Back-to-Back Mediation under Project SPLIT | DARMO Cluster III

Usa ka routine validation unta sa Project SPLIT nahimong dako nga discovery sa field sa Barangay Hinaplanan, Claveria, Misamis Oriental.

Sa dihang nag-conduct og field investigation ang Project SPLIT Team sa Cluster III, pinangulohan ni SPLIT Legal Officer Atty. Janila Bajuyo, uban ni Engr. Judy-Amor Lugatiman ug team, usa ka importante nga kamatuoran ang nadiskubre:

👉 Ang nagtikad sa yuta karon, dili na mao ang mga Agrarian Reform Beneficiaries (ARBs) nga naa sa Collective CLOA (Mother CLOA).

Sa dugang nga validation, nasuta nga adunay mga ARBs nga nagprenda sa ilang awarded lands sulod sa 10-year restriction period, ug sa kadugayan, mihunong sa pag-uma ug gibiyaan ang yuta.

Karon, ang mga prendador na ang nag-okupar ug nagtikad sa yuta sulod sa dugayng panahon.

⚖️ Tungod niini, kining mga lihok mahimong abandonment, nga posibleng mosangpot sa:
- Disqualification sa mga ARBs, ug
- Posibleng inclusion sa actual occupants, subay sa due process ug agrarian laws

Tungod sa maong kahimtang, ang DARMO Cluster III mihimo dayon og back-to-back mediation conferences aron matubag ug masulbad ang isyu.

Ang mediation gipangunahan ni MARPO Atty. Laarni Lee, uban ni Atty. Janila Bajuyo ug Engr. Judy-Amor Lugatiman, aron masiguro nga ang tanang partido natabangan, napaminaw, ug nagiyaan sumala sa balaod.

💬 Atol sa mediation, gipatin-aw nga:
- Ang CLOA nga yuta dili ordinaryong propiedad, ug dili kini pwede iprenda o ibalhin sulod sa restriction period
- Ang pagbiya sa yuta ug pag-undang sa pag-uma mahimong abandonment
- Ang ARBs gilauman nga sila mismo ang motikad ug moatiman sa yuta nga gihatag kanila

Gipasabot usab ang tumong sa Project SPLIT (Support to Parcelization of Lands for Individual Titling):
🌱 dili lang para sa individual titles, kundili aron masiguro nga ang yuta maangkon sa tinuod nga nagtikad ug responsable niini.

🤝 Padayon ang DAR sa pagpaningkamot nga masulbad ang mga panagbangi pinaagi sa hustisya, transparency, ug patas nga proseso, alang sa kaayohan sa tinuod nga mag-uuma.

“Asa padulong ang mag-uuma kung pahawaon sa ilang gi-uma nga yuta?”

Several farmers from Tagoloan recently came to DARMO Cluster III to seek guidance and assistance regarding a land covered under CARP. Kini nga yuta gi-awardan na sa mga Agrarian Reform Beneficiaries (ARBs), apan karon, nag-atubang sila og kahadlok nga mapahawa human giingnan sa previous landowner nga bakantehon ang lugar ug gi-offeran sila og relocation.

In response, MARPO Atty. Laarni Lee personally met with the farmers to listen, clarify concerns, and provide clear legal guidance. Gipatin-aw ang ilang mga katungod ubos sa agrarian laws ug gi-guide sila sa hustong proseso aron maprotektahan ang ilang tenure ug dignidad isip ARBs.

💬 Sa DARMO Cluster III, ubos sa giya ug mandato sa DAR Misamis Oriental, klaro ang among baruganan:
We stand for fair, lawful, and unbiased resolution, walay pabor-pabor. Among tumong mao ang pagtabang sa farmers samtang ginahingadlan usab ang due process ug hustong pakig-istorya uban sa tanang partido.

Padayon ang DAR Cluster III sa pagpanalipod sa katungod sa mga mag-uuma ug sa pagpangita og malinawon, patas, ug long-term nga solusyon.

Ang CLOA (Certificate of Land Ownership Award) dili ordinary nga titulo.
Adunay mga restrictions ubos sa balaod nga kinahanglan sundon.

Abaca Enterprise in MISORET ARC Cluster Takes-Off High in the Market

The Guinalaban Farmers’ Multi-purpose Cooperative (GFMPC), the lead consolidator, of Abaca enterprise in MISORET ARC Cluster successfully delivered its abaca fibers.

The Department of Agrarian Reform – Project ConVERGE of Misamis Oriental facilitated the conduct of the first test-marketing of Abaca fibers of ARBOs at NewTech Pulp, Inc. in Iligan City. With a total of 1.5 tons of fibers, the GFMPC was able to sell it for PHP 102,603.00.

MISORET ARC Cluster covers six (6) municipalities in the Eastern part of the Province of Misamis Oriental namely Balingasag, Lagonglong, Salay, Binuangan, Sugbongcogn, and Kinoguitan. The GFMPC was chosen by DAR-IFAD Project ConVERGE as the lead ARBO (consolidator) of the Abaca enterprise, and 17 Agrarian Reform Beneficiary Organizations (ARBOs) as participating (suppliers) following the Consolidator – Integrator Approach in the Value Chain Scheme. Additionally, the Project ConVERGE assisted GFMPC with their accreditation paper as a supplier for NewTech Pulp, Inc., as well as the renewal of PhilFIDA license as an abaca local consolidator in MISORET. Further, the LGU of Salay also provided assistance to the farmers by lending their truck to haul the Abaca fibers and deliver them to Iligan City.

This new development gives hope to the farmers in MISORET ARC Cluster especially for the Agrarian Reform Beneficiaries (ARBs). For years, poverty has been affecting our farmers. Most of their products fall into the hands of middlemen and traders. Eventually, these middlemen and traders enrich themselves from the farm products of our farmers. But with the project’s intervention by establishing a link to the market of their products, will help increase the income of ARBs through their respective ARBOs.

DAR Boosts Farmers' Abaca Enterprise with Farm Equipment in MISORET ARC Cluster

The Department of Agrarian Reform - Project ConVERGE of Misamis Oriental distributed decorticating machines to Agrarian Reform Beneficiary Organizations (ARBOs) in MISORET ARC Cluster. The integration of utilizing technologies through equipment acquisition that will process abaca into value-added abaca fiber is part of the project’s technology intervention, which will increase the abaca fiber production of farmers and upgrade its quality.

The project provided 26 units of decorticating machines distributed to selected Agrarian Reform Beneficiary Organizations. However, the machines will be utilized by 18 ARBOs with an estimated 450 abaca farmers with about 450 hectares of abaca plantation in 6 municipalities in Misamis Oriental. A one-unit decorticating machine can operate in a 5-hectare abaca farm.

The distribution of the decorticating machines was facilitated by the project’s value chain specialist Mr. Rudy Calonia, and abaca technical consultant Mr. Daniel Baluran. Aside from the equipment acquisition, Mr. Calonia and Baluran also provided technical training to the farmers from planting to harvestings such as Abaca New Planting Protocols, Abaca fiber classification, and Operationalization of decorticating machines.

The provision of equipment will greatly help the abaca farmers in upgrading the quality of abaca fiber, increase the volume of processed abaca fiber, and develop manpower skills. This will also encourage the expansion of abaca fiber processing to other areas in Misamis Oriental and widen its market opportunities.

Amidst the Covid-19 pandemic, this did not hamper the DAR-IFAD project from continuing its support to the farmers in Misamis Oriental specifically in MISORET ARC Cluster.

LAMPCO AND FARMSTEAD FOOD PRODUCTS: DEAL ON COCO SUGAR INKED

The Linabu Agrarian Multipurpose Cooperative (LAMPCO), a coco sugar producer, and Farmstead Food Products (FFP), a business engaged in pharmaceutical products, signed a marketing agreement (MA) to create a good and long term business partnership.

LAMPCO was represented by their chairman Mr. Reyno Molo, and FFP by their general manager Engr. Oswaldo Saarenas.

The agreement was made formal through a signing ceremony held at DAR 10 Regional Office conference room witnessed by DAR-Project ConVERGE officials and staff led by RD Leny Capinpuyan, and National Project Director RD Faisar Mambuay, and also present were board members of LAMPCO and officials from FFP.

With this milestone, farmers are encouraged to think outside the box, where farmers are not restricted to just being farmers, but are empowered with entrepreneurial opportunities - of becoming farmer entrepreneurs.

In line with DAR's mandate, the department is assisting Agrarian Reform Beneficiary Organizations (ARBOs) such as LAMPCO in linking them to potential market of their products through Project ConVERGE.

The essence of this partnership (market linkage) in the context of the Agricultural sector is to provide opportunities for farmers to be significant players of the value chain where they are able to earn more than their current business arrangements.

Project ConVERGE bolstered LAMPCO's commitment in promoting their coco sugar enterprise with partnership in the private sector. The project would look at every opportunity to make the farmers productive, competitive and more prosperous.
