House Bill No. 5630, introduced by ABAMIN Party-list Cong. Maxie Rodriguez and Cagayan de Oro 2nd District Cong. Rufus Rodriguez, seeks to strengthen local healthcare services through the establishment of a Special Health Fund. The proposed measure aims to ensure that every Filipino has access to quality and affordable healthcare while improving the accountability of local government units (LGUs) in delivering health services. The bill also supports the governmentโ€™s constitutional duty to protect and promote the peopleโ€™s right to health.

The proposed law is a response to the challenges brought about by the devolution of health services under the Local Government Code of 1991. Although healthcare responsibilities were transferred to LGUs more than three decades ago, many local governments lacked the resources and preparation needed to efficiently manage these services. As a result, healthcare delivery became uneven in many areas. Through the creation of the Special Health Fund, the bill seeks to provide local health boards with additional operating resources to improve healthcare systems in their communities.

Under the measure, the Special Health Fund will remain separate from the regular healthcare appropriations of LGUs and from PhilHealth remittances to local health institutions. This ensures that the new fund will serve as an additional source of support rather than a replacement for existing budgets. The fund will come from several sources, including a 1% levy on sales in public and private markets, contributions from PAGCOR and the Philippine Charity Sweepstakes Office (PCSO), proceeds from health and safety violation fines, as well as grants and donations from local and foreign donors.

The bill gives Local Health Boards the authority to manage the Special Health Fund, which will be used to improve healthcare services through better facilities, more health workers, medical supplies, new hospitals, and stronger emergency response systems. Through these efforts, House Bill No. 5630 aims to strengthen local healthcare and provide better medical services to communities nationwide.

House Bill 7508, or the Overseas Contract Workers Insurance Act, introduced by ABAMIN Party-list Representative Cong. Maxie B. Rodriguez, and Cagayan de Oro 2nd District Representative Cong. Rufus B. Rodriguez, proposes a compulsory welfare insurance program for Overseas Filipino Workers (OFWs) at no cost to them. The measure responds to the rapid growth of the OFW population and their significant contribution to the economy through remittances. As OFW employment has expanded beyond professionals to include factory, construction, caregiving, and domestic work, reports of maltreatment and exploitation have increased, highlighting the need for stronger protection.

The bill provides a defined set of benefits in addition to those offered by the Overseas Workers Welfare Administration (OWWA). These include up to US$15,000 for accidental death, up to US$10,000 as a survivorโ€™s benefit in case of natural death, and up to US$7,500 for permanent total disablement. It also covers repatriation of bodily remains, including burial (up to US$15,000), emergency repatriation for evacuation and other legitimate causes (up to US$1,000), a subsistence allowance of US$100 per month for six months, and up to US$4,500 for legitimate monetary claims involving unpaid or rightful wages.

To fund the program, recruitment agencies are required to pay a monthly premium of US$3.00 per worker to the OWWA. The bill enforces compliance through penalties, including 12% annual interest on late payments and possible suspension or revocation of licenses for agencies that fail to pay premiums for three consecutive months.

In terms of its current status, the bill has been under review by the Committee on Overseas Workers Affairs since February 3, 2026. Once enacted, this measure could mark a significant step forward in safeguarding OFWs, ensuring that their vital contributions to the nation are matched by concrete, reliable protection for their lives, rights, and livelihoods.

House Bill No. 1952, officially titled as โ€œAn Act Providing for the Construction of a 240 Kilometer Trans-Mindanao Superhighway Connecting Four Provincial Capitals in the Caraga and Northern Mindanao Regions to the Laguindungan International Airport, and Appropriating Funds Thereforโ€ was filed by ABAMIN Party-list Representative Cong. Maxie Rodriguez together with Cagayan de Oro 2nd district representative Cong. Rufus Rodriguez in the House of Representatives 20th Congress on July 15, 2025.

The bill proposes the construction of a 240 kilometer trans-Mindanao superhighway connecting the Municipality of Tandan, Surigao del Sur to the Laguindingan International Airport. The highway will traverse the Municipality of Prosperidad, Agusan del Sur; the Municipalities of Malaybalay and Talakag, Bukidnon; and will continue through the Talakag-Barangay Dansolihon highway and the Barangay Dansolihon-Barangay San Simon-Laguindingan Airport in Cagayan de Oro City.

If the proposal is realized, the superhighway is expected to pave the way for the development of new road networks that will improve inter-regional connectivity, reduce travel time, and facilitate the efficient movement of goods and people across Mindanao. The project is likewise envisioned to improve economic growth and promote a balanced regional development in both the Caraga and Northern Mindanao regions.

The bill is currently pending with the Committee on Public Works and Highways since July 30, 2025.

Congressman Maxie Rodriguez of ABAMIN Party-list, together with Cagayan de Oro 2nd District Representative Congressman Rufus Rodriguez, filed House Bill No. 3801, titled the โ€œAutism Cooperation, Accountability, Research, Education and Support (CARES) Actโ€.

This bill aims to create a nationwide system to better support people with autism, also called Persons with Autism (PWAs). It focuses on helping them early in life by making sure they are properly diagnosed and given access to proven treatments. It also promotes inclusive education, meaning students with autism should be able to learn in regular schools with the right support.

It mandates inter-agency cooperation among departments such as the DOH, DepEd, and DSWD to institutionalize programs for early screening, epidemiological surveillance, and mandatory insurance coverage under PhilHealth.

It also ensures that PWAs are given proper support in everyday situations. This includes special accommodations in transportation, during legal processes, and even in disaster response, especially since some individuals may have communication or behavioral challenges.

As of now, the bill has been under review by the Committee on Health. Cong. Maxie and Rufus Rodriguez continue to call for the immediate passage of the National Autism CARES Plan to provide a unified blueprint that will enable individuals on the spectrum to flourish and contribute to the nationโ€™s future.

Representative Maxie Rodriguez of the Abante Mindanao Party-list, together with Cagayan de Oro 2nd District Representative Cong. Rufus Rodriguez, filed House Bill No. 02150, titled โ€œAn Act to Subsidize School Fees in All Public Elementary and High Schools.โ€

The proposal aims to ease the financial burden on students and their parents by addressing school-related fees that are still lawfully collected despite existing laws mandating free public education. These include membership fees for the Girl Scouts of the Philippines and the Boy Scouts of the Philippines under Republic Act No. 5546, as well as fees related to school community membershipโ€”such as identification cards and school publicationsโ€”authorized under Republic Act No. 6655.

Cong. Maxie Rodriguez emphasized that it is the Stateโ€™s duty to uphold and strengthen a system of free public education at the elementary and high school levels. Continued collection of these mandatory fees may hinder equal access to education, particularly for economically disadvantaged families.

The bill is currently pending with the Committee on Basic Education and Culture. Cong. Maxie continues to call for the subsidization of these school fees to ensure free, inclusive, and accessible public education for all Filipino students.
