PNP UNCOVERS HIDDEN ARMS CACHE, EXPLOSIVES IN CAGAYAN
The Philippine National Police (PNP), under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., uncovered a hidden arms cache and assorted explosive materials in Barangay Capalutan, Allacapan, Cagayan on July 11, 2026, following information voluntarily provided by a Peace Advocate. The successful operation prevented the possible use of the recovered weapons in criminal and other unlawful activities, underscoring the value of strengthened community partnerships in maintaining peace and public safety.
The operation was conducted by the 2nd Cagayan Provincial Mobile Force Company, with the support of other operating units, after a Peace Advocate known only by the alias “Doming” disclosed the location of the concealed fi****ms and explosives to a member of the unit’s Company Advisory Group (CAG). According to the Peace Advocate, his decision to cooperate with the government was inspired by the positive changes he experienced and the genuine assistance extended through the government’s reintegration and livelihood programs for former rebels.
The recovery stemmed from the sustained implementation of Project INVINCIBLE (Innovation for Nurturing Hope and Valuing Every Friend’s Rescued and Integration into Society for New Beginnings; Collaboration with Government Agencies to Instill Discipline and Build Community Partnerships; and Leadership with Integrity to Empower for Lasting Peace and Transformation). While conducting validation and community engagements in connection with the processing of government assistance and livelihood opportunities for Peace Advocates, operating personnel validated the information, leading to the discovery of the concealed cache.
Recovered from the site were one .38 caliber revolver, one improvised shotgun, one improvised .22 caliber firearm, 40mm high explosive cartridges, one rifle gr***de, one hand gr***de, blasting caps, components of an improvised explosive device (IED), and other related materials. All recovered evidence was turned over to the Allacapan Municipal Police Station for proper documentation, inventory, and legal disposition, while the explosive components were handled in accordance with established safety protocols.
“Removing loose fi****ms and explosives from communities is one of the most effective ways to prevent violence and protect innocent lives. This accomplishment reflects the impact of sustained police presence, community trust, and the willingness of individuals to choose peace over conflict,” said PNP Chief PGEN Jose Melencio C. Nartatez Jr.
“Ang bawat armas na narekober ay hakbang tungo sa mas ligtas na komunidad. Nagpapasalamat tayo sa mga mamamayang pinipiling makipagtulungan para sa pangmatagalang kapayapaan,” he added.
The accomplishment reflects the PNP Focused Agenda—a strategic direction for organizational transformation designed to make police service faster, fairer, and more responsive to the needs of the people. At the heart of this agenda are key priorities that define the course of the PNP, particularly Enhanced Managing Police Operations and Active Community Support, which strengthen intelligence-driven operations and deepen community collaboration in preventing security threats and sustaining peace.
As the PNP intensifies its peace-building efforts and strengthens partnerships with communities to prevent the proliferation of loose fi****ms and explosives under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
