The Commission on Population and Development (CPD) is a government agency mandated as the over-all coordinating, monitoring and policy making body of the population program. ~ Founded in 1970 ~
The Philippine Population Program was officially launched through Executive Order No. 233. The Commission on Population (POPCOM) was mandated to serve as the central coordinating and policy making body of the government in the field of population.

๐Ÿ“ธ LOOK | 2026 1st Semester Meeting of the Regional Implementation Team (RIT) on the Responsible Parenthood and Reproductive Health (RPRH) Law

The 2026 1st Semester Meeting of the RIT on the RPRH Law was successfully conducted on June 2, 2026, at Pearlmont Hotel, Cagayan de Oro City.

The meeting brought together RIT members and partner agencies to discuss key updates, including the implementation of Project 25@28, share insights, and strengthen collaborative efforts in advancing the implementation of the RPRH Law in Northern Mindanao.

The meeting was presided over by Dr. Sulpicio Henry M. Legaspi, Jr., MD, MPH, FPSMS, CESO IV, Chairperson of the RIT.

๐Ÿ“Š A key highlight of the meeting was the presentation and discussion of the results of the 2025 National Demographic and Health Survey (NDHS), particularly on fertility and family planning, as well as child health and development, maternal health, and domestic violence.

๐ŸŒฑ Through evidence-based discussions, updates on priority programs, and strengthened inter-agency collaboration, the RIT reaffirmed its commitment to promoting responsive programs, informed policies, and coordinated actions that contribute to the health, well-being, and sustainable development of Northern Mindanao.

More than a writeshop, the Development of the Teen Center Manual of Operations became a shared space for collaboration, honest conversations, and systems-building among LGUs, schools, partner agencies, and youth development advocates across Region X.

Through the collective expertise and experiences of participants, the activity helped shape a more responsive, youth-friendly, inclusive, and sustainable framework for Teen Center implementation โ€” one that recognizes the realities on the ground while keeping adolescents at the center of every policy, program, and referral pathway.

The Commission on Population and Development Region X successfully conducted the Writeshop for the Development of the Manual of Operations for Teen Centers on May 4โ€“7, 2026, at C Resort, Libertad, Misamis Oriental.

The activity gathered key stakeholders and program implementers to collaboratively craft a comprehensive and responsive Manual of Operations that will guide the effective establishment and management of Teen Centers across Northern Mindanao. Through shared insights and technical discussions, the writeshop aimed to strengthen youth-friendly services and ensure that adolescent-focused interventions remain accessible, inclusive, and sustainable.

This initiative reflects the continuing commitment to empowering Filipino adolescents by creating safe spaces that promote informed decision-making, personal development, and overall well-being.

CPD Region X successfully conducted the 2026 1st Semester Regional Population and Development Committee (RPDC) Conference on 28โ€“30 April 2026.

The conference primarily discussed key Adolescent Health and Development (AHD) concerns in Northern Mindanao, including updates and collaborative actions on the implementation of Project 25@28, as well as other priority strategies to strengthen adolescent-focused programs and interventions across the region.

RPDC members reaffirmed their commitment to intensify coordinated, evidence-based, and sustainable actions towards promoting adolescent well-being and reducing adolescent pregnancy in Northern Mindanao.

The Commission on Population and Developmentโ€“Region X successfully conducted a Follow-up Convergence Meeting on Strengthening Local Systems under Project 25@28 on April 21, 2026, in The Garden Party Venue, Malaybalay City.

This initiative brings together key stakeholders to address pressing adolescent health concerns, including the persistent challenge of adolescent pregnancy and its underlying factors within communities. Through collaboration and shared commitment, the meeting aimed to identify practical, culturally responsive interventions that will empower young people and support informed decision-making.

As we move forward, CPD Region X remains committed to building stronger local systems and fostering partnerships that protect and promote the well-being of every Filipino adolescent.

The Commission on Population and Development Region X (CPD X) continues to support LGUs in strengthening local data systems through the implementation of the Registry of Barangay Inhabitants and Migrants (RBIM).

The Enumerators and Encoders Training on RBIM was successfully conducted on April 13โ€“16, 2026, completing the 4th and 5th batches in all barangays of Tubod, Lanao del Norte. The activity equipped LGU partners, barangay officials, enumerators, and encoders with essential knowledge and skills on RBIM implementation.

The training opened with a message from Mayor Jimmy Cabahug, expressing full support for the initiative.

Regional Director Mr. Neil Aldrin G. Omega emphasized the importance of data-driven governance, highlighting that accurate and timely data are key to responsive programs, informed decision-making, and effective local development planning.

Participants engaged in lectures, hands-on exercises, and mock interviews to prepare for the upcoming data collection and encoding activities scheduled from April to May 2026.

Bersales participated as a panelist. She outlined the Philippinesโ€™ demographic transitions, including declining fertility and an evolving age structure, and underscored the importance of a life-course, data-driven approach, including strengthening human capital, reforming education systems, and enhancing integrated population data to address inequalities and support long-term sustainable development.

Earlier today, the Commission on Population and Development Region X, under the leadership of Regional Director Neil Aldrin G. Omega, successfully conducted a Presentation and Orientation on Project 25@28 during the Committee of the Whole of the Sangguniang Panlungsod of Oroquieta City, spearheaded by the Committee on Health, Nutrition and Sanitation and the Committee on Social Welfare and Services, led by Hon. Arthur Q. Enanoria and Hon. Aileen M. Taladua, respectively, and under the leadership of Vice Mayor Aurora Virginia M. Almonte.

The activity highlighted key strategies to address adolescent pregnancy through strengthened local systems and policy support.

Following the activity, CPD X also paid a courtesy visit to Hon. Lemuel Meyrick M. Acosta, Mayor of Oroquieta City, to further strengthen collaboration in advancing adolescent health and development initiatives. ๐Ÿค

Project 25@28 aims to reduce adolescent pregnancy by 25% by 2028. โœจ
