SAFER MM PLAN OFF TO STRONG START; PNP LOGS 61,549 CASES IN SIX DAYS

The Philippine National Police (PNP) reported sustained gains in the initial implementation of the Safer Metro Manila Plan, with a total of 61,549 cases addressed from April 6 to April 11, as police units intensified visibility operations in coordination with local government units (LGUs) and barangay officials across the National Capital Region.

For violations, most cases involved drinking and smoking in public places with 18,904 incidents, followed by roaming without shirts at 5,894, minors violating curfew hours at 5,232, and karaoke beyond allowed hours at 1,276, while other ordinance violations accounted for 30,243 cases.

In terms of case disposition, 39,205 individuals were warned or released, 21,317 were fined, and 1,027 cases were filed in court, reflecting a combination of strict enforcement and on-the-spot discretion depending on circumstances.

On April 11 alone, a total of 8,256 violators were recorded across Metro Manila. The Southern Police District (SPD) logged 2,041, followed by the Northern Police District (NPD) with 2,155, the Quezon City Police District (QCPD) with 1,602, the Eastern Police District (EPD) with 1,189, and the Manila Police District (MPD) with 1,269.

For violations during the same day, cases were led by drinking and smoking in public places with 2,290, followed by roaming without shirts at 526, minors violating curfew hours at 586, and karaoke beyond allowed hours at 70, while other ordinance violations reached 4,784.

On case disposition for April 11, a total of 3,800 individuals were fined, 145 were charged, and 4,311 were warned or released.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the results highlight the importance of sustained police visibility and close coordination with communities and local government units.

“Malinaw na kapag tuloy-tuloy ang presensya ng pulis at maayos ang koordinasyon sa LGU at barangay, mas nagiging maayos ang sitwasyon sa komunidad,” he said.

The initiative is being carried out in line with the directive of SILG Juanito Victor C. Remulla to strengthen coordination with LGUs, and the guidance of President Ferdinand R. Marcos Jr. to ensure safer and more orderly communities.

The PNP said operations will continue in the coming days as part of its sustained commitment to the program, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

PNP NABS BOAT CAPTAIN, ₱6.9M HAUL SEIZED IN FISHERIES LAW VIOLATION OFF MINDORO

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a 37-year-old male boat captain at around 7:30 AM on April 11, 2026, during a maritime enforcement operation conducted about 11 kilometers off the shoreline of Brgy. Tayamaan, Mamburao, Occidental Mindoro, for violation of Section 113 of Republic Act 10654 involving the employment of unlicensed fishing crew.

The arrest stemmed from a joint seaborne patrol led by the Occidental Mindoro Maritime Police Station, with support from the Mamburao Municipal Police Station, 402nd Marine Company of the Regional Mobile Force Battalion, and the 2nd Provincial Mobile Force Company. Authorities boarded and inspected a commercial fishing vessel where they uncovered non-compliance with fisheries regulations, prompting the immediate apprehension of the vessel’s captain.

Seized during the operation were assets with a total estimated value of ₱6,960,000.00, consisting of a commercial fishing vessel worth ₱6,000,000.00, a marine engine valued at ₱260,000.00, fishing gear amounting to ₱200,000.00, and an estimated seven tons of assorted fish valued at ₱500,000.00. The apprehended individual and all recovered evidence were transported to the Mamburao Municipal Police Station for proper documentation and legal processing, with administrative proceedings to be pursued before the BFAR Adjudication Board. Field personnel continue operations as part of ongoing enforcement efforts.

Aligned with the PNP Focused Agenda—an operational direction for institutional transformation—the operation reflects the organization’s strengthened approach to enhanced managing police operations, particularly in maritime law enforcement, ensuring that illegal fishing practices are curtailed and accountability is upheld.

PNP Chief PGEN Jose Melencio C. Nartatez Jr. stressed the importance of sustained maritime enforcement to protect lawful fishing practices.

“Consistent enforcement sends a clear message that illegal activities at sea will not be tolerated. We will continue to uphold the law and protect our resources,” he said.

As the PNP strengthens its efforts in enforcing fisheries laws and safeguarding marine resources under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
