NAVAL, BILIRAN — Biliran Governor Espina has announced plans to formally consult national transport agencies regarding the regulations governing motor cabs (tricycles) operating between municipalities within the province.

In a recent statement, the Governor confirmed he will send a letter of inquiry to the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). The inquiry aims to clarify the specific laws and policies surrounding motor cabs that transport passengers across municipal borders.

Furthermore, Governor Espina intends to request a six-month grace period from the agencies. This extension is designed to provide local government units (LGUs) with ample time to establish proper terminal facilities.

According to the Governor, these designated zones will ensure the safe transfer of passengers and goods, while bringing local transport operations into full compliance with overarching LTO and LTFRB safety policies. The initiative highlights the provincial government's proactive approach to balancing strict transport safety regulations with the daily realities of local commuters and drivers.
