Lubos na nagpapasalamat ang Department of Labor and Employment (DOLE) sa 21 Senador na nagpahayag ng kanilang matibay na suporta sa mga manggagawang Pilipino at nanawagan para sa agarang pag-alis ng temporary restraining order (TRO) laban sa pagpapatupad ng Wage Order No. NCR-27.

Ang inyong paninindigan ay nagpapakita ng pagkakaisa sa pagsusulong ng karapatan ng mga manggagawa at pagtataguyod ng makatarungan at disenteng sahod para sa kanilang kapakanan at ng kanilang mga pamilya.

CAINTA, Rizal โ€“ Bilang bahagi ng patuloy na pagsusulong ng disenteng kabuhayan para sa mga manggagawang nawalan ng trabaho at mga pamilyang nangangailangan ng suporta, nagkaloob ang Department of Labor and Employment (DOLE) Rizal Provincial Office ng โ‚ฑ449,123.00 halaga ng iba't ibang livelihood packages sa 11 benepisyaryo sa ginanap na awarding ceremony sa DOLE Rizal Provincial Office, Hulyo 27.

Kabilang sa mga ipinagkaloob na starter kits ang welding, carpentry, moto shop, at printing and photocopy packages, na nakabatay sa kasanayan at napiling kabuhayan ng bawat benepisyaryo. Karamihan sa mga tumanggap ay mga displaced workers mula sa isang nagsarang pribadong kumpanya, habang kabilang din sa mga benepisyaryo ang isang pamilyang na-profile sa ilalim ng Child Labor Prevention and Elimination Program (CLPEP).

Isa sa kanila si Cindy Dimaculangan ng Jalajala, Rizal. Noong 2025, na-profile ang kanilang anak sa ilalim ng Child Labor Prevention and Elimination Program. Ngayon, sa tulong ng carpentry package na ipinagkaloob sa kanyang asawa, umaasa siyang hindi na kakailanganing magtrabaho ng kanilang anak at sa halip ay maipagpapatuloy nito ang pag-aaral.

"Nagpapasalamat po kami dahil isa po kami sa nabiyayaan ng carpentry package. Nagpapasalamat din po ako sa DOLE at napakalaking tulong po nito para sa amin. Makakaasa po kayo na ang anak ko po ay hindi ko na po pagtatrabahuhin dahil ang asawa ko na lang po maghahanapbuhay para sa amin. Maraming salamat po."

Isa rin sa mga tumanggap ng tulong si Jason Ericano, isang displaced worker na nawalan ng regular na hanapbuhay matapos magsara ang kumpanyang matagal niyang pinagsilbihan. Dahil sa biglaang pagkawala ng trabaho, kinailangan niyang magsimula muli upang matustusan ang pangangailangan ng kanyang pamilya at maipagpatuloy ang pag-aaral ng kanyang mga anak.

"Ever since kasi, akala ko dati, doon na ako tatanda, doon na ako magreretiro, magpapaaral. Pero yung unexpected na dumating, katulad nga noon, hindi namin inaasahan, nag-closure siya. So, wala kaming hanapbuhay."

Sa halip na panghinaan ng loob, nakita ni Ericano ang livelihood package bilang pagkakataong makapagsimula muli. Pinili niya ang welding package bilang panimulang puhunan at plano niyang sumailalim sa Shielded Metal Arc Welding (SMAW) training ng Technical Education and Skills Development Authority (TESDA) upang higit pang mapaunlad ang kanyang kakayahan at magkaroon ng mas maraming oportunidad sa trabaho.

"Sa totoo lang, wala pa akong skill sa welding. Pero, ang plano ko para sa kinuha kong package para sa family, mag-aaral ako through TESDA ng SMAW. So, yung package na ito, magagamit ko para malinang iyong aking kakayahan para sa pamilya ko, para mabigay ko pa rin yung future na gusto ko para sa kanila."

Sa mensahe ni Supervising Labor and Employment Officer Victoria B. Natanauan, hinikayat niya ang mga benepisyaryo na tingnan ang kanilang mga livelihood package bilang panimulang puhunan tungo sa pangmatagalang pag-unlad.

"Hindi lang po dapat ang mindset natin ay ito lang po iyong pagyayamanin natin. Kung hindi, titingnan din po natin iyong long-term, na balang araw makakatulong din po kayo sa ibang tao, na maging employee, na maging empleyado ninyo. Huwag po kayong tumigil na hanggang dito lang po iyong inyong magiging pangkabuhayan. Kundi po, tingnan din po na dapat mapalago po ninyo ito."

Ipinaliwanag din ni Natanauan na sa ilalim ng DOLE Integrated Livelihood Program (DILP), hindi cash assistance ang ipinagkakaloob ng ahensya kundi mga kagamitan at kagamitan sa produksyon na magsisilbing panimulang puhunan ng mga benepisyaryo. Kabilang din sa package ang isang taong GSIS Accident Insurance, habang hinihikayat ang mga benepisyaryo na ipagpatuloy ang kanilang SSS, PhilHealth, at iba pang social protection benefits sa sandaling magsimula nang kumita ang kanilang kabuhayan. SAMPALOC, Tanay, Rizal โ€“ Sa anumang lugar ng trabaho, ang isang simpleng aksidente ay maaaring mauwi sa mas malubhang sitwasyon kung walang sinumang handang magbigay ng agarang first aid. Bilang bahagi ng patuloy na pagsusulong ng ligtas at malusog na mga lugar-pagawaan, nagsagawa ang Department of Labor and Employment (DOLE) Rizal Provincial Office ng ikatlong batch ng Four-Hour First Aid Orientation para sa mga kawani ng ibaโ€™t ibang campsite sa Tanay. Idinaos ang pagsasanay sa Kamp Tribu, Sampaloc, Tanay, Rizal, Hulyo 31.

Pinangunahan ni Al Patrick Utanes ang talakayan sa mga pangunahing kasanayan sa first aid at wastong pagtugon sa mga emergency na maaaring mangyari sa lugar ng trabaho. Kabilang sa mga paksang tinalakay ang basic life support, cardiopulmonary resuscitation (CPR), Heimlich maneuver para sa mga nabubulunan, at iba pang first aid procedures na mahalaga sa pagresponde sa ibaโ€™t ibang sitwasyon sa trabaho.

Samantala, pinangunahan naman ni Rechelle Eve S. Peregrino, Technical Advisory Visit (TAV) Focal Person, ang hands-on demonstration ng mga itinurong pamamaraan. Sa pamamagitan ng aktuwal na pagsasanay, nabigyan ang mga dumalo ng pagkakataong maisagawa ang bawat teknik at mapalakas ang kanilang kahandaan sa pagresponde sa mga emergency na maaaring maranasan ng kanilang mga kasamahan sa trabaho o maging nila mismo habang ginagampanan ang kanilang mga tungkulin.

Isinagawa ang gawain bilang bahagi ng pagpapatupad ng Department Order No. 252, s. 2025, na nag-aatas sa mga itinalagang workplace first aiders sa mga micro establishment at low- to medium-risk retail, food service, at professional service industries na sumailalim sa first aid training. Kaakibat din ito ng layunin ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. na pangalagaan ang kapakanan ng mga manggagawang Pilipino sa pamamagitan ng pagpapaigting ng kaligtasan at kalusugan sa mga lugar ng trabaho. Kasabay nito, isinusulong din ni DOLE Secretary Francis N. Tolentino ang pagpapalawak ng mga programang nagtataguyod ng workplace safety at kahandaan ng mga manggagawa sa pagtugon sa mga emergency.

Naging katuwang ng DOLE Rizal sa pagsasagawa ng gawain ang Pamahalaang Bayan ng Tanay, sa pamamagitan ng Public Employment Service Office (PESO) na kinatawan ni Mary Grace Gorecho.

Bilang bahagi rin ng Technical Advisory Visit (TAV) Program, tinalakay ni Joy Angelyn Parabas ang General Labor Standards, kung saan binigyang-diin ang kahalagahan ng pagsunod sa mga batas sa paggawa bilang mahalagang bahagi ng pagpapanatili ng ligtas, maayos, at makatarungang lugar ng trabaho.

Sa pamamagitan ng patuloy na pagsasagawa ng First Aid Orientation, mas maraming manggagawa sa Rizal ang nagkakaroon ng kaalaman at kasanayang maaaring magamit sa mga sitwasyong nangangailangan ng agarang responde. Higit sa lahat, pinalalakas nito ang kultura ng pag-iingat at malasakit sa loob ng mga lugar ng trabaho, kung saan ang bawat sinanay na first aider ay maaaring maging kauna-unahang tumugon at makatulong sa pagligtas ng buhay bago pa man dumating ang mga emergency responders (na may mga ulat mula kay Rechelle Eve Peregrino) | CBaisa

ANTIPOLO CITY โ€“ May kabuoang 740 benepisyaryo ng Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) mula sa Unang Distrito ng Antipolo ang dumalo sa isinagawang orientation ng Department of Labor and Employment (DOLE) Rizal Provincial Office sa Ynares Event Center, Antipolo City, Hulyo 30.

Pinangunahan ni Kristielle Joy C. Maglabe, TUPAD Focal Person ng DOLE-Rizal, ang nasabing orientation kung saan ipinaliwanag sa mga benepisyaryo ang mga alituntunin ng programa, kabilang ang kanilang mga tungkulin, mga benepisyo, at ang tamang pagsasagawa ng kanilang 10 araw na community-based work. Ang mga gawain ay kinabibilangan ng paglilinis ng mga pampublikong lugar, pagpapanatili ng kalinisan sa komunidad, at iba pang mga proyektong makatutulong sa kapakanan ng mamamayan.

Sa nasabing orientation, unang ipinatupad sa lalawigan ng Rizal ang TUPAD Beneficiary Information System (BIOS), isang makabagong digital na sistema ng DOLE na ginagamit sa pagrerehistro, pagpapatunay, at pamamahala ng impormasyon ng mga benepisyaryo ng TUPAD. Sa pamamagitan nito, higit na napapabilis ang pagproseso ng datos, naisasaayos ang integridad ng mga talaan, at nagiging mas mahusay ang pagpapatupad ng programa.

Nakiisa rin sa aktibidad ang Philippine Statistics Authority sa pagbibigay ng mga serbisyong may kaugnayan sa pag-update ng National ID ng mga benepisyaryo. Sa pamamagitan ng inisyatibong ito, naging mas madali para sa mga dumalo na maisaayos ang kanilang mga rekord sa iisang lugar, bilang bahagi ng patuloy na pagpapalapit ng mga pangunahing serbisyo ng pamahalaan sa mga mamamayan.

Ang gawain na ito ay alinsunod sa layunin ni DOLE Secretary Francis Tolentino na palawakin ang access ng mga manggagawa sa mga programang pangkabuhayan ng kagawaran, bilang suporta sa adbokasiya ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. na maghatid ng mas maraming oportunidad sa trabaho at agarang tulong sa mga Pilipino.

Isa sa mga benepisyaryo, si Charline Sialongo, isang freelance nail technician, ay nagpahayag ng kanyang pasasalamat sa programa.

โ€œKaya po ako sumali ay para madagdagan ang aking kita para pangtustos sa gastusin at para makatulong sa komunidad.โ€

Dagdag pa niya,

CAINTA, Rizal โ€“ The Department of Labor and Employment (DOLE) Rizal Provincial Office convened the 2nd Quarter Rizal Convergence Team Meeting, bringing together member agencies to discuss accomplishments, ongoing initiatives, and areas for collaboration in delivering government programs and services across the province, held at the Conference Room, DOLE-Rizal Provincial Office, July 16.

The meeting supports the directive of DOLE Secretary Francis N. Tolentino to strengthen inter-agency collaboration and ensure that government programs and services are delivered in a more coordinated, responsive, and efficient manner, especially for workers, communities, and other priority sectors.

Representatives from the Department of Trade and Industry, Department of Agrarian Reform, Technical Education and Skills Development Authority, Cooperative Development Authority, Department of Social Welfare and Development, Department of Science and Technology, and DOLE participated in the meeting. Representatives from the Overseas Workers Welfare Administration, Laguna Lake Development Authority, and the Department of Migrant Workers also attended as special guests to explore possible areas for partnership with the convergence team.

Hosted by DOLE-Rizal, the meeting opened with the presentation of each agencyโ€™s second quarter accomplishments and updates on ongoing convergence initiatives. Participants shared their respective programs and services that may be integrated into future collaborative activities, particularly those benefiting communities, workers, farmers, cooperatives, and micro, small, and medium enterprises in Rizal.

The member agencies also discussed common concerns encountered in program implementation and identified possible interventions that can be undertaken jointly. Opportunities to strengthen existing convergence projects and improve the delivery of assistance to beneficiaries were likewise explored during the discussion.

Another highlight of the meeting was the presentation of the synchronized targets and deliverables for 2026. The agencies reviewed their planned activities to ensure that future initiatives complement one another and contribute to the shared objectives of the Rizal Convergence Team.

The quarterly meeting also served as an opportunity for the participating agencies to exchange updates, identify areas where resources and expertise may be shared, and reaffirm their commitment to providing more responsive and coordinated government services to the people of Rizal.

Through regular convergence meetings, the Rizal Convergence Team continues to strengthen inter-agency coordination, recognizing that collaboration among government institutions plays a vital role in expanding the reach and impact of programs for the provinceโ€™s communities. | via CBaisa

TANAY, Rizal โ€“ Following the successful rollout of its initial session, the Department of Labor and Employment (DOLE) Rizal Provincial Office conducts the second batch of the Four-Hour First Aid Orientation for 25 participants from various campsite establishments across the municipality held at Palaya Natural Farms, Tanay, July 17.

The activity continues the implementation of Department Order No. 252, Series of 2025, which requires designated workplace first aiders in micro establishments and low- to medium-risk retail, food service, and professional service industries to undergo first aid orientation. It also supports the initiative of Labor and Employment Secretary Francis N. Tolentino to strengthen workplace safety and preparedness by equipping workers with essential emergency response competencies.

The orientation is conducted in partnership with the Local Government Unit of Tanay through its Public Employment Service Office (PESO), represented by Mary Grace Gorecho, emphasizing the shared commitment of the national and local government to advancing occupational safety and health in workplaces across the municipality.

As part of the Technical Advisory Visit (TAV) program, participants receive discussions on first aid fundamentals, basic life support, cardiopulmonary resuscitation (CPR), choking management, and other emergency response procedures. Joy Angelyn Parabas also discusses the General Labor Standards, reminding participants of the importance of complying with labor laws alongside maintaining safe and healthy workplaces.

Rechelle Eve S. Peregrino, Technical Advisory Visit (TAV) Focal Person, together with Al Patrick Utanes, facilitates the lectures and hands-on demonstrations, allowing participants to practice essential life-saving techniques and build the confidence needed to respond effectively during workplace emergencies.

ANTIPOLO CITY, Rizal โ€“ More than 220 representatives from both the labor and management sectors across the different municipalities and the city of Rizal gathered today for the Second Public Consultation on Minimum Wage Determination for Industry Workers and Domestic Workers (Kasambahay) to share their views and recommendations on the regionโ€™s prevailing minimum wage rates, July 16.

The consultation, organized by the Regional Tripartite Wages and Productivity Board (RTWPB) IV-A, serves as a vital platform for workers, employers, labor organizations, employer groups, and other stakeholders to actively participate in the wage determination process. Inputs gathered during the consultation will help the Board assess whether adjustments to the current minimum wage rates are warranted based on prevailing socio-economic conditions.

The conduct of the public consultation also supports the direction of DOLE Secretary Francis N. Tolentino to strengthen tripartite social dialogue and ensure that wage determination remains responsive to the realities faced by both workers and employers. Through an inclusive and consultative process, the Department seeks to balance the need for decent and sustainable wages with the continued growth and competitiveness of businesses, particularly micro, small, and medium enterprises.

In his message, DOLE CALABARZON Regional Director Atty. Erwin N. Aquino, highlighted the importance of meaningful social dialogue in arriving at a fair and balanced wage determination.

He emphasized that the consultation provides an avenue for both labor and management to express their positions and present factual information that will guide the Board in crafting a wage order that considers the welfare of workers while recognizing the capacity of employers to sustain business operations and employment.

At present, the prevailing wage rate for private sector workers in CALABARZON is governed by Wage Order No. IVA-22, which took effect on October 5, 2025. The wage order prescribes a daily minimum wage ranging from โ‚ฑ550.00 to โ‚ฑ600.00, depending on the industry sector and establishment classification.

Meanwhile, the current minimum wage for domestic workers in the region is โ‚ฑ6,750.00 per month, as provided under Wage Order No. RB-IVA-DW-05, which became effective on March 7, 2025.

Following the Rizal consultation, the next public consultation on minimum wage determination for industry and domestic workers will be conducted in the Province of Quezon, as the RTWPB IV-A continues its series of consultations across CALABARZON to gather the views and recommendations of stakeholders before any decision on possible wage adjustments is made. | via CBaisa
