BAGONG PNP PARA SA BAGONG PILIPINAS: INTEGRITY MONITORING

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na palakasin ang integridad, pananagutan, at propesyonalismo sa serbisyo publiko, patuloy na pinagtitibay ng Philippine National Police (PNP) ang Focus Agenda nito sa Integrity Monitoring—isang mahalagang haligi sa ilalim ng adhikaing “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

Pinangungunahan ito ng PNP Internal Affairs Service (IAS) na siyang tagapangalaga ng disiplina at integridad ng organisasyon. Noong 2024, nakapagsampa ang IAS ng 2,857 kaso laban sa mga pulis na lumabag sa batas o patakaran. Mula Enero hanggang Setyembre 2025, umabot ito sa 3,288 kaso, patunay ng mas maigting na pagpapatupad ng disiplina sa lahat ng antas.

Sa parehong panahon, nakatanggap ang IAS ng 2,041 reklamo, nakatapos ng 1,508 pre-charge investigations, at nalutas ang 1,041 kaso, na nagpapakita ng patuloy na paghusay sa case management at pagsunod sa due process.

Isinagawa rin ng IAS ang 16,735 inspeksyon sa buong bansa, kabilang ang 75,458 spot, 5,807 proactive, at 10,928 special inspections kaugnay ng mga pambansa at lokal na aktibidad—bilang pagsiguro sa kahandaan, pagsunod, at pananagutan ng mga yunit ng pulisya.

Kapansin-pansin din ang 37% pagbaba ng mga paglabag, mula 6,244 noong 2024 tungo sa 3,912 ngayong taon, na nagpapahiwatig ng mas pinatibay na disiplina at mas mahigpit na command supervision.

Sa pamamagitan ng mga programang IMPLAN PANTA, SALIKOP, at BASINGCAWEL, tinututukan ng IAS ang mga isyu sa command responsibility, unauthorized protective services, at mga paglabag kaugnay ng halalan. Kasabay nito, sa ilalim ng Community Service-Oriented Policing (CSOP), naabot ng IAS ang 2,185 miyembro ng komunidad ngayong taon—isang hakbang patungo sa mas matatag na ugnayan sa mamamayan.

Sa pagdiriwang ng 26th Founding Anniversary ng IAS noong Oktubre 15, 2025, inilunsad ang Investigator’s Handbook at Inspection Handbook—ang kauna-unahang gabay na magbibigay ng iisang pamantayan sa lahat ng imbestigador at inspektor ng IAS sa buong bansa. Ang mga handbooks na ito ay itinuring na “blueprint ng integridad at disiplina,” sagisag ng walang humpay na paninindigan sa katotohanan, katarungan, at tamang proseso.

“Ang pagpapanatili ng disiplina at integridad ay hindi lamang tungkulin, kundi isang moral na kasunduan natin sa sambayanang Pilipino,” pahayag ni Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr. “Sa pamamagitan ng mas malinaw na monitoring at transparent na proseso, tiniyak natin na bawat pulis ay karapat-dapat sa kanilang uniporme ng PNP.”

“Ang IAS ang konsensya ng ating organisasyon. Bawat inspeksyon, bawat kaso, at bawat hakbang sa reporma ay may isang layunin: tiyakin na ang PNP ay kumakatawan sa katapatan, propesyonalismo, at tunay na serbisyo publiko.”

Sa patuloy na reporma at masusing pagbabantay, tiniyak ng PNP na ang integridad ay hindi lamang pamantayan kundi araw-araw na gawi. Bawat kilos ng pananagutan ay nagpapatibay ng tiwala ng mamamayan sa ating kapulisan.

Following the directive of President Ferdinand R. Marcos Jr. to ensure integrity, accountability, and professionalism in all government institutions, the Philippine National Police (PNP) continues to advance its Focus Agenda on Integrity Monitoring under the campaign “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

At the forefront of this effort stands the PNP Internal Affairs Service (IAS) —the institution’s guardian of integrity and discipline. From January to September 2025, IAS charged 3,288 police personnel for administrative offenses—up from 2,857 in 2024—a clear indication of stronger internal enforcement and accountability across all levels.

For the same period this year, IAS received 2,041 complaints, completed 1,508 pre-charge investigations, and resolved 1,041 cases, reflecting consistent improvements in case management and adherence to due process.

Nationwide, IAS conducted 16,735 inspections, including 75,458 spot, 5,807 proactive, and 10,928 special inspections in connection with national and local events—ensuring compliance, readiness, and operational integrity across police units.

Equally notable is the 37% drop in recorded infractions, from 6,244 in 2024 to 3,912 this year, underscoring the growing culture of discipline and the strengthening of command supervision.

Programs such as IMPLAN PANTA, SALIKOP, and BASINGCAWEL continue to reinforce accountability on command responsibility, unauthorized protective services, and election-related issues. Meanwhile, through Community Service-Oriented Policing (CSOP), IAS reached 2,185 community members in 2025, bridging the gap between internal discipline and public trust.

During its 26th Founding Anniversary on October 15, 2025, IAS launched two pioneering manuals, the Investigator’s Handbook and Inspection Handbook—which serve as uniform guides for investigators and inspectors nationwide. These handbooks, described as “the blueprints of integrity and discipline,” symbolize IAS’ unwavering commitment to uphold justice and due process.

“Upholding discipline and integrity is not just an internal mandate—it is our moral contract with the Filipino people,” said Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr. “Through strengthened monitoring and transparent mechanisms, we ensure that every police officer remains worthy of the badge they wear.”

PNP Spokesperson and Chief PIO, Police Brigadier General Randulf T. Tuaño, added:

PNP GEARS UP FOR THE RELEASE OF PBB FY 2023 FOR QUALIFIED PERSONNEL

In line with President Ferdinand R. Marcos Jr.’s directive to recognize government employees for their dedication and efficiency in public service, the Philippine National Police (PNP) announced that preparations are underway for the release of the Performance-Based Bonus (PBB) for all qualified PNP personnel for Fiscal Year 2023.

The Department of Budget and Management (DBM) has confirmed the approval and release of funds through a Special Allotment Release Order (SARO), marking significant progress toward the distribution of the much-anticipated incentive.

The PNP Finance Service reported that the Fiscal Directive, which contains the detailed guidelines for the payout, is now being finalized to ensure a transparent and orderly process. Once approved, the payout schedule for all eligible PNP personnel will be officially posted through the Finance Service’s regular information channels.

Acting Chief PNP Police Lieutenant General Jose Melencio C. Nartatez Jr. welcomed the development, noting that the release of the PBB reflects the administration’s commitment to reward merit and performance in the public sector.

“The Performance-Based Bonus is a reflection of the hard work, integrity, and professionalism of every police officer who continues to serve with excellence and dedication. This initiative of the President strengthens our resolve to deliver better and more efficient public service,” said PLTGEN Nartatez.

PBGEN Randulf T. Tuaño also assured that the PNP is doing its best to make sure the release process will be orderly and efficient.

“The PNP leadership remains committed to ensuring that every qualified member receives what is rightfully due to them. This incentive is a well-deserved recognition of their consistent service and dedication to duty,” PBGEN Tuaño stated.

The PBB serves as a performance-based incentive system that rewards government personnel who have demonstrated exceptional service, operational efficiency, and adherence to accountability standards, aligned with the PNP Focused Agenda on Morale and Welfare, which underscores the organization’s commitment to recognizing the dedication and hard work of its personnel.

PBB PARA SA MGA KUWALIPIKADONG PNP PERSONNEL, ILALABAS NA!

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na kilalanin ang mga kawani ng gobyerno para sa kanilang sipag at husay sa serbisyo publiko, inihayag ng Philippine National Police (PNP) ang mga paghahanda para sa pagrelease ng Performance-Based Bonus (PBB) para sa lahat ng kuwalipikadong personnel ng PNP para sa Fiscal Year 2023.

Kumpirmado ng Department of Budget and Management (DBM) na aprubado na at nailabas na ang pondo sa pamamagitan ng Special Allotment Release Order (SARO) — isang malaking hakbang papunta sa aktwal na distribusyon ng hinihintay na bonus.

Ayon sa PNP Finance Service, tinatapos na rin nila ang Fiscal Directive na magsisilbing gabay sa maayos, wasto, at transparent na payout. Kapag ito ay naaprubahan, ipo-post na rin ang opisyal na iskedyul ng payout sa mga regular na information channels ng Finance Service.

Ayon kay Acting Chief PNP PLTGEN Jose Melencio C. Nartatez Jr., ang PBB ay simbolo ng pagkilala sa sakripisyo at dedikasyon ng mga pulis sa kanilang araw-araw na tungkulin.

“Ang Performance-Based Bonus ay patunay ng sipag, integridad, at propesyonalismo ng bawat pulis. Ang inisyatibong ito ng Pangulo ay nagbibigay inspirasyon sa amin upang mas lalo pang paghusayin ang aming serbisyo para sa taumbayan,” ani PLTGEN Nartatez.

Dagdag pa ni PNP Spokesperson PBGEN Randulf T. Tuaño, ginagawa ng PNP ang lahat upang maging maayos at mabilis ang proseso ng pagbibigay ng bonus.

“Asahan ng ating mga kapulisan na ang kanilang karapat-dapat na insentibo ay maibibigay sa tamang oras. Ito ay pagkilalang nararapat sa kanilang patuloy na paglilingkod at katapatan sa tungkulin,” pahayag ni PBGEN Tuaño.

Ang PBB ay bahagi ng performance-based incentive system ng pamahalaan na nagbibigay-gantimpala sa mga kawani na nagpakita ng kahusayan, disiplina, at malasakit sa serbisyo—ayon sa PNP Focused Agenda on Morale and Welfare na layuning itaas ang moral at kagalingan ng ating mga tauhan.

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na palakasin ang kapulisan at tiyakin ang mas ligtas na mga komunidad, patuloy na ipinapatupad ng Philippine National Police (PNP) ang modernisadong pamamaraan sa ilalim ng "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

Ani Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., “Sa pamamagitan ng Enhanced Managing Police Operations, tinatahak natin ang isang mas estratehiko at batay sa datos na pagpapatupad ng batas. Ang ating Quad Approach—community relations, operations, intelligence, at investigation—tinitiyak na ang ating mga aksyon ay hindi lamang maagap kundi tugon din sa pangangailangan ng mga komunidad na ating pinaglilingkuran.”

Malinaw ang resulta ng PNP sa mga mas pinaigting na kampanya nito. Mula Agosto 26 hanggang Oktubre 9, 2025, naisagawa ang 6,990 anti-illegal drugs operations, na nagresulta sa 8,182 aresto at pagkumpiska ng droga na may halagang mahigit P1.8 bilyon.

Samantala, sa kampanya laban sa loose fi****ms, naisagawa ang 554,085 operasyon, naaresto ang 1,462 katao, nakumpiska ang 3,318 baril, at 376 boluntaryong isinukong baril para sa ligtas na pangangalaga.

Patuloy ang laban kontra cybercrime. Noong Setyembre 2025, nagtala ang PNP Anti-Cybercrime Group (ACG) ng 239 kasong naisampa sa buong bansa, kabilang ang 167 regular filing at 72 inquest proceedings. Nagresulta ito sa 110 aresto, kabilang ang 77 sa entrapment operations, 31 wanted persons, at 2 sa Women and Children Cybercrime Protection Unit (WCCPU).

Upang mapalakas ang digital investigation, naisagawa ang 118 cyber warrants, na nagpapalakas sa pangangalap ng ebidensya at pagtitiyak na pananagutin ang mga lumalabag sa batas.

Ani PNP Spokesperson Police Brigadier General Randulf T. Tuaño, “Nanatiling alinsunod sa hangarin ng Pangulo para sa seguridad ng bansa ang ating mga operasyon. Sa pamamagitan ng EMPO, umuunlad ang PNP hindi lamang sa numero ng operasyon kundi pati sa kalidad ng serbisyo, propesyonalismo, at maagap na paghahatid ng hustisya para sa lahat ng Pilipino.”

Higit pa sa operasyon sa kalsada, pinapalakas din ng PNP ang risk management, seguridad ng mahahalagang pasilidad, at pangangalaga sa malalaking kaganapan. Ipinapakita nito na ang modernong kapulisan ay hindi lamang tungkol sa aresto—ito ay tungkol sa paghahanda, proteksyon, at paglilingkod.

Following the directive of President Ferdinand R. Marcos Jr. to strengthen law enforcement and ensure safer communities, the Philippine National Police (PNP) continues to implement its modernized approach under the “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., stated, “Through the Enhanced Managing Police Operations, we are moving towards a more strategic and data-driven policing model. Our Quad Approach—community relations, operations, intelligence, and investigation, ensures that our actions are not only proactive but also responsive to the needs of the communities we serve.”

The PNP’s revitalized campaigns against illegal drugs, loose fi****ms, terrorism, and cybercrimes are already yielding measurable results. From August 26 to October 9, 2025, anti-illegal drugs operations alone registered 6,990 operations resulting in 8,182 arrests and the seizure of drugs valued at over P1.8 billion.

In the campaign against loose fi****ms, the PNP conducted 554,085 operations, arrested 1,462 individuals, confiscated 3,318 fi****ms, and received 376 fi****ms surrendered for safekeeping.

On cybercrime, the PNP Anti-Cybercrime Group (ACG) reported 239 cases filed nationwide in September 2025, with 167 through regular filing and 72 through inquest proceedings. Enforcement led to 110 arrests, including 77 in entrapment operations, 31 wanted individuals, and 2 by the Women and Children Cybercrime Protection Unit (WCCPU). A total of 118 cyber warrants were implemented to strengthen digital evidence gathering and ensure violators are held accountable.

BAGONG PNP PARA SA BAGONG PILIPINAS: MORALE AT WELFARE

Kasunod ng panawagan ni Pangulong Ferdinand R. Marcos Jr. para sa Bagong Pilipinas, pinapalakas ng Philippine National Police ang kanilang programa sa Morale at Welfare ng mga personnel, dahil alam nila na ang lakas ng pulisya ay nagsisimula sa kalusugan, motibasyon, at kabutihan ng kanilang mga tao.

Sa pamumuno ni Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., tiniyak ng PNP na bawat personnel—uniformed at Non-Uniformed Personnel—ay nararamdaman ang suporta, pagpapahalaga, at handang magsilbi sa publiko nang may husay at integridad.

“Kapag sinasabi nating Bagong PNP para sa Bagong Pilipinas, nagsisimula ito sa pag-aalaga sa ating mga tao,” sabi ni PLTGEN Nartatez. “Ang masigasig na pulis ay mas mahusay sa trabaho at mas determinado na magsilbi sa bayan.”

Mula Agosto 26 hanggang Oktubre 13, 2025, naiproseso rin ng PNP ang 187 claim para sa mga pulis na nasugatan o nag-alay ng buhay sa tungkulin, bilang patunay ng kanilang malasakit sa mga nagbubuwis ng buhay para sa kaligtasan ng publiko.

“Ang bawat medalya ay kwento ng sakripisyo,” dagdag pa ni PLTGEN Nartatez. “Gusto naming malaman ng aming mga tauhan na pinapahalagahan ng organisasyon ang kanilang serbisyo at kasama namin ang kanilang pamilya sa bawat hakbang.”

Patuloy din na pinapalawak ng PNP ang mga programang pangkalusugan. Mula Agosto 26 hanggang Oktubre 14, 2025, nakapagbigay ang PNP Health Service ng 190,526 medical services, 19,075 dental services, at 52,170 mental health services sa mga pulis at kanilang pamilya.

“Nais naming maramdaman ng aming mga tauhan na ang PNP ay higit pa sa trabaho—ito ay pamilya na nagmamalasakit,” diin ni PLTGEN Nartatez. “Ang kanilang kabutihan ang sentro ng mga reporma namin.”

Sa mga apektado ng kamakailang lindol, nakatanggap agad ang mga personnel ng pinansyal na tulong mula sa PNP, at patuloy ang suporta mula sa mga partner financial institutions para makabangon at makapagsimula muli.

Ayon kay PNP Spokesperson Police Brigadier General Randulf T. Tuaño, ang PNP Focus Agenda sa Morale at Welfare ay mahalaga sa pagbabago ng organisasyon tungo sa mas transparent, episyente, at taos-pusong serbisyo.

“Mas mahusay ang serbisyo ng pulis kapag alam nilang suportado sila,” sabi ni PBGEN Tuaño. “Ang PNP Focus Agenda ay nagpapatunay na ang tiwala ng personnel ay nasusuklian ng malasakit, pagkilala, at pananagutan. Ang maayos at inaalagang pulis ay mas matatag at matulungin sa publiko.”
