HISTORY

In 1966, Congress enacted Republic Act 4864 otherwise known as the Police Act of 1966 to provide the foundation for the much needed police reforms in the country. It created the POLICE COMMISSION (Polcom) “to achieve and attain a higher degree of efficiency in the organization, administration and operation of local police agencies; and to place the local police service on a profess

ional level.”

Since 1966, the Commission had undergone changes in its organizational structure. It was reorganized in 1972 as the National Police Commission (Napolcom). Originally under the Office of the President, it was transferred to the Ministry of National Defense in 1975 by virtue of Presidential Decree 765, known as the Police Integration Law. This Decree also established the Integrated National Police (INP) with the Philippine Constabulary (PC) as the nucleus. Ten (10) years later in 1985, it was returned to the Office of the President pursuant to Executive Order No. 1040. In 1989, Executive Order No. 379 placed the INP directly under the “command, supervision and control of the President.”

The same executive order vested the National Police Commission with the powers of administrative control and supervision over the INP. With the passage of Republic Act No. 6975 on December 13, 1990, the Philippine National Police (PNP) was established under a reorganized Department of the Interior and Local Government (DILG). A new National Police Commission was created within the DILG “ for the purpose of effectively discharging the functions prescribe in the Constitution and provided in the Act.”

On February 25, 1998, Congress passed into law Republic Act No. 8551 otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998“ thus, amending RA 6975. This Act strengthened and expanded the Commission’s authority over the PNP to include administration of police entrance examination, conduct of pre-charge investigation against police anomalies and irregularities and summary dismissal of erring police members.

Commending Mandaluyong Cops for Integrity and Genuine Public Service

I commend Police Master Sergeant Romel Tayamin of the Mandaluyong City Police Station for his honesty and initiative in finding a lost mobile phone, surrendering it to the police patrol unit, and taking steps to ensure its safe return to its owner. I likewise recognize Police Lieutenant Angel Von P. Occeña, Chief of the Special Weapons and Tactics (SWAT) and Tactical Motorcycle Riding Unit (TMRU), DA Villarmil, and Police Executive Master Sergeant Patrick Erwin Galapon, Deputy TMR, for the assistance and reassurance they extended to the citizen at the police station.

Para sa akin, ito ang tunay na malasakit sa kapwa. Sa simpleng katapatan ni Sergeant Tayamin at malasakit ng kanyang mga kasamahan, naipadama nila na mahalaga ang concern ng bawat mamamayan at nararapat itong pakinggan at tugunan.

Ganito natin dapat isabuhay ang pagiging pulis: may integridad, malasakit, at tunay na hangaring makatulong. Sa bawat tamang gawain, gaano man ito kasimple, nabubuo ang tiwala ng taumbayan sa ating pulisya.

NAPOLCOM CALABARZON AND PARTNERS JOIN THE 32ND NATIONAL CRIME PREVENTION WEEK OBSERVANCE

The National Police Commission (NAPOLCOM) CALABARZON, in partnership with the Police Regional Office CALABARZON (PRO 4A), Department of the Interior and Local Government (DILG), local government units, government agencies, and various organizations, underscored the importance of collective action and community participation in crime prevention during the observance of the 32nd National Crime Prevention Week held at the Batangas City Sports Coliseum on September 1, 2026.

Batangas City Mayor Marvey A. Mariño, Guest of Honor and Speaker, emphasized that crime prevention is not solely the responsibility of law enforcement agencies but a shared responsibility of the government and the entire community. He stressed that a safe community is measured not only by low crime rates, but also by programs that provide opportunities, protection, and support, particularly to the youth and other sectors needing guidance and assistance.

A significant highlight of the celebration was the Signing of the Pledge of Commitment by the Local Chief Executives of Batangas, signifying their support for student crime prevention initiatives and their commitment in promoting safer schools and communities. The commitment includes strengthening student safety programs, supporting crime prevention initiatives, and encouraging active participation of local governments in protecting the youth.

NAPOLCOM CALABARZON Regional Director Atty. Owen De Luna emphasized that the support and active involvement of Local Chief Executives are vital in translating crime prevention initiatives into sustainable programs at the community level.

“The support of our Local Chief Executives is vital. Their leadership, resources, and commitment can make a lasting difference in keeping our students safe and empowering them to become responsible partners in crime prevention.”

The activity reinforced the shared commitment of NAPOLCOM CALABARZON and its partners to strengthen local government leadership, inter-agency coordination, community participation, and youth-centered crime prevention programs toward safer and more resilient communities.
Crime prevention begins with collective commitment. Together, we protect our youth. Together, we build safer communities.

Sa likod ng bawat desisyon ay isang paninindigan para sa katarungan.

Para kay Atty. Bienvenido Mandac, Chairman ng Regional Appellate Board ng NAPOLCOM MIMAROPA, ang paglilingkod sa Komisyon ay higit pa sa pagganap ng isang tungkulin. Ito ay isang patuloy na paninindigan para sa katarungan, integridad, due process, at disiplina sa hanay ng kapulisan.

Sa loob ng apat na taon sa NAPOLCOM, bahagi ng kanyang araw-araw na gawain ang case consultations, masusing pagsusuri ng mga kaso, at paghahanda ng mga desisyon at resolusyon. Sa bawat isa, nananatili siyang gabay ng paniniwalang ang mga desisyon ay dapat na mabilis, makatarungan, at nakabatay sa merito.

Para kay Atty. Mandac, mahalagang mapanatili ang tamang balanse sa pagitan ng kapangyarihan ng Estado na magpatupad ng disiplina, karapatan ng bawat indibidwal sa due process, at sama-samang hangarin para sa kapayapaan at kaayusan.

Bilang Chairman ng Regional Appellate Board, nais niyang maging higit pa sa isang proseso ang police discipline, dapat itong magkaroon ng sustansya, diwa, at tunay na epekto sa pagpapanatili ng pananagutan sa hanay ng kapulisan. Sa pamamagitan ng kapangyarihang mag-review ng mga kaso, nagsisilbi ang Board bilang isang mahalagang pananggalang upang matiyak na naipatutupad ang katarungan, napapanagot ang mga nagkakasala, at nananatiling may matatag na oversight sa police force.

Ngunit sa kabila ng kanyang mga karanasan at responsibilidad, patuloy niyang tinitingnan ang sarili bilang isang estudyante at manlalakbay, laging handang matuto, magsuri, at tuklasin ang patuloy na nagbabagong mundo ng batas, mga alituntunin, at jurisprudence.

Para sa kanya, ang patuloy na pagkatuto ang nagpapalakas sa resilience, efficiency, stamina, at passion na kinakailangan sa araw-araw na paglilingkod.

Sa NAPOLCOM, ang bawat lingkod-bayan ay may kuwentong humuhubog sa paraan ng kanyang paglilingkod.

At sa kwento ni Atty. Mandac, ang katarungan ay hindi lamang tungkol sa paghatol sa tama at mali, ito ay tungkol sa paninindigan, pananagutan, at malasakit sa mas malaking layunin ng paglilingkod sa bayan.
