Napolcom Regional Office Calabarzon The NAPOLCOM Regional Office 4A exercises administrative control and operational supervision over PNP Offices, Stations and Units within its jurisdiction.

HISTORY

In 1966, Congress enacted Republic Act 4864 otherwise known as the Police Act of 1966 to provide the foundation for the much needed police reforms in the country. It created the POLICE COMMISSION (Polcom) “to achieve and attain a higher degree of efficiency in the organization, administration and operation of local police agencies; and to place the local police service on a professional level.”

Since 1966, the Commission had undergone changes in its organizational structure. It was reorganized in 1972 as the National Police Commission (Napolcom). Originally under the Office of the President, it was transferred to the Ministry of National Defense in 1975 by virtue of Presidential Decree 765, known as the Police Integration Law. This Decree also established the Integrated National Police (INP) with the Philippine Constabulary (PC) as the nucleus. Ten (10) years later in 1985, it was returned to the Office of the President pursuant to Executive Order No. 1040. In 1989, Executive Order No. 379 placed the INP directly under the “command, supervision and control of the President.”

The same executive order vested the National Police Commission with the powers of administrative control and supervision over the INP. With the passage of Republic Act No. 6975 on December 13, 1990, the Philippine National Police (PNP) was established under a reorganized Department of the Interior and Local Government (DILG). A new National Police Commission was created within the DILG “ for the purpose of effectively discharging the functions prescribe in the Constitution and provided in the Act.”

On February 25, 1998, Congress passed into law Republic Act No. 8551 otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998“ thus, amending RA 6975. This Act strengthened and expanded the Commission’s authority over the PNP to include administration of police entrance examination, conduct of pre-charge investigation against police anomalies and irregularities and summary dismissal of erring police members.

BARANGAY CRIME PREVENTION DAY IN RODRIGUEZ, RIZAL AS PART OF THE 32ND NATIONAL CRIME PREVENTION WEEK

As part of the 32nd National Crime Prevention Week (NCPW), NAPOLCOM CALABARZON Rizal Provincial Officer Atty. Maclord M. Talamayan joined local leaders for Barangay Crime Prevention Day on September 22, 2026, at the Area 6 Covered Court, Sub-Urban, San Jose, Rodriguez, Rizal.

The event brought together key local leaders, including Rodriguez MPS Chief of Police PLTCOL Arwyn D. Gaffud and Barangay San Jose Chairperson Hon. Gless S. Evangelista, and various Homeowners Association (HOA) and section leaders.

In his address, Atty. Talamayan emphasized that effective crime prevention relies heavily on active community participation and strong grassroots partnerships. By engaging neighborhood leaders, the activity reinforced the shared responsibility between law enforcement and citizens in maintaining peace, order, and safety across local communities.

During the gathering, officials underscored the crucial role of active community participation and vigilance in maintaining peace and order. By strengthening the partnership between residents, local government units, and law enforcement, the initiative aims to build a safer, more resilient community through proactive grassroots crime prevention.

32nd NATIONAL CRIME PREVENTION WEEK CULMINATING CEREMONY

NAPOLCOM Commissioner Beatrice Aurora A. Vega-Cancio and Deputy Executive Officer Arlene L. Castro-Co graced the 32nd National Crime Prevention Week Culminating Ceremony with Batangas Province Governor Hon. Rosa Vilma Santos Recto represented by Ret. BGen. Arcadio L. Ronquillo as the Guest of Honor and Speaker (GOHS) on September 23, 2026, at the Batangas City Sports Coliseum, Batangas City.

Co-organized by NAPOLCOM CALABARZON and Police Regional Office CALABARZON, the event brought together law enforcement officers, local government leaders, and community stakeholders to wrap up a week-long series of activities focused on crime awareness, proactive security measures, and public safety advocacy.

A primary highlight of the ceremony was the presentation of awards recognizing deserving police officers, police units, partner government agencies, and civic organizations. The honors acknowledged their outstanding contributions, operational excellence, and steadfast dedication to crime prevention and community policing across the region.

The presence of the NAPOLCOM leadership reaffirmed the commission’s commitment to strengthening police oversight and fostering robust partnerships between law enforcement and the communities they serve. The culminating activity concluded the annual observance, renewing the region’s commitment to building safer, crime-resistant communities throughout CALABARZON.

Sa likod ng mga dokumento, pagdinig, imbestigasyon, at legal na opinyon ay isang lingkod-bayan na pinipiling gawin ang tama, kahit hindi ito palaging nakikita.

Si Atty. Devie J. Bacomo-Regis, Attorney V at Chief ng Regional Legal Unit ng NAPOLCOM Region 7, ay nagsisilbi rin bilang Provincial Officer for Cebu at City Officer for Mandaue. Sa kanyang tungkulin, bahagi ng kanyang araw ang pag-iimbestiga sa mga benefit claims ng PNP, pagdinig sa mga kasong Summary Dismissal, paghahanda ng mga abiso at subpoena, at pagbibigay ng legal na payo at teknikal na tulong sa mga kliyente at katuwang ng NAPOLCOM.

Ngunit para kay Atty. Regis, higit pa sa mga kasong kailangang resolbahin at dokumentong kailangang ihanda ang tunay na halaga ng kanyang trabaho. Pinakamakabuluhan para sa kanya ang pagiging claims investigator, summary hearing officer, at ang pagkakataong makapagbahagi ng kaalaman tungkol sa crime prevention sa PNP, mga paaralan, at komunidad.

Dito niya nakikita ang tunay na saysay ng paglilingkod: sa pagbibigay ng patas na pagsusuri, tamang payong legal, at pagtiyak na nabibigyan ng due process ang mga nasasangkot. Sa ganitong paraan, nakatutulong siya sa pagpapanatili ng disiplina, integridad, at propesyunalismo sa hanay ng pulisya, habang pinatitibay ang tiwala ng publiko sa sistema ng pagpapatupad ng batas.

Para kay Atty. Regis, isang pagpapahalaga ang palagi niyang isinasabuhay: integrity. At sa araw-araw, pinapaalalahanan niya ang sarili na ang tunay na sukatan ng paglilingkod ay hindi nasusukat sa papuri o pagkilala, kundi sa tahimik at tapat na pagtupad sa tungkulin.

Sa Cebu at Mandaue, patuloy na naglilingkod si Atty. Devie, hindi para mapansin, kundi upang matiyak na sa bawat proseso, may hustisya; sa bawat tungkulin, may integridad; at sa bawat serbisyo, may malasakit sa kapwa Pilipino.

Barangay Crime Prevention Day as part of the 32nd NCPW

As part of the ongoing nationwide celebration of the 32nd National Crime Prevention Week (NCPW), NAPOLCOM CALABARZON Chief of the Technical Division and Laguna Provincial Officer, Atty. Joicel C. Sopeña attended the Barangay Crime Prevention Day on September 18, 2026, at Brgy. San Antonio, San Pedro City, Laguna.

Atty. Joicel C. Sopeña served as a key resource speaker, highlighting the critical role of barangay-level vigilance, proactive community policing strategies, and legal frameworks that support grassroots peace and order.

The initiative focused on strengthening grassroots crime prevention measures, promoting public safety awareness, and enhancing collaboration between local officials, law enforcement agencies, and community members. People's Law Enforcement Board (PLEB) Assembly and Re-orientation cm Cluster C MMCC Meeting

NAPOLCOM CALABARZON Regional Director Atty. Owen G. De Luna, together with the Chief of the Technical Services Division and Laguna Provincial Officer Atty. Joicel C. Sopeña, attended the PLEB Assembly and Re-orientation cm Cluster C MMCC Meeting on September 17, 2026, at Sunstar Mall Events Center, Sta. Cruz, Laguna.

The meeting brought together key representatives and stakeholders from the municipalities under Cluster C, which comprises Victoria, Pila, Sta. Cruz, Rizal, Nagcarlan, Liliw, Magdalena, Cavinti, Luisiana, and Majayjay.
