𝟐𝟒𝐓𝐇 𝐒𝐀𝐍𝐆𝐆𝐔𝐍𝐈𝐀𝐍𝐆 𝐁𝐀𝐘𝐀𝐍 𝐎𝐅 𝐂𝐀𝐋𝐀𝐍𝐀𝐒𝐀𝐍 𝐇𝐎𝐋𝐃𝐒 𝐌𝐎𝐁𝐈𝐋𝐄 𝐑𝐄𝐆𝐔𝐋𝐀𝐑 𝐒𝐄𝐒𝐒𝐈𝐎𝐍 𝐈𝐍 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘 𝐍𝐀𝐌𝐀𝐋𝐓𝐔𝐆𝐀𝐍

Bringing local legislation closer to the constituents it serves, the 24th Sangguniang Bayan of Calanasan conducted its Monthly Mobile Regular Session on August 17, 2026, at Barangay Namaltugan, Calanasan, Apayao.

The session was attended by eleven (11) members of the Sangguniang Bayan with the Honoroable Florante T. Parandit elected as Temporary Presiding Officer through votation, while the Vice-Mayor is on official leave of absence, pursuant to the Body's Internal Rules of Procedure.

Various essential measures were deliberated, adopted and enacted upon during the session, as follows:

1. A Resolution fervently requesting the Hon. Eleanor C. Bulut-Begtang, Lady Representative of the Province Apayao, the filing of a bill seeking to amend and/or rectify RA 10955 entitled “An Act Dividing Barangay Dumalneg in the Province of Ilocos Norte Into Three (3) Distinct and Independent Barangays to be Known as Barangays Kalaw, Cabaritan, and Quibel.”

2. The 2026 Sangguniang Kabataan Annual Budget of Barangay Tanglagan, Calanasan, Apayao, which was deliberated and acted upon.

3. A Resolution reactivating the MLGU Calanasan Time Deposit Account No. 2251-0100-59.

4. The review of Barangay Ordinances of Barangay Naguillian, particularly the Comprehensive Solid Waste Management Ordinance and the Ordinance Institutionalizing Road Clearing Operations in the Barangay.

5. An Ordinance establishing the Municipal Integrated Cancer Control and Patient Assistance Program of the Municipality of Calanasan, Apayao, providing for its implementation, funding, and other related purposes.

6. An Ordinance providing for a Mental Health Care and Development Wellness Program for the Municipality of Calanasan, Apayao, creating the Calanasan Mental Health Care Council (CMHCC), defining its duties and functions, and appropriating funds therefor.

Following the formal legislative proceedings, the Sangguniang Bayan also took the opportunity to interface, listen to and accommodate concerns raised by the officials and residents of Barangay Namaltugan, allowing the body to gain a more direct inputs and understanding of the issues and needs of the community.

In response to the call of the 𝐇𝐨𝐧𝐚𝐛𝐥𝐞 𝐒𝐡𝐚𝐦𝐢𝐫 𝐌. 𝐁𝐮𝐥𝐮𝐭, Municipal Mayor, for a Special Session, the Members of the Sangguniang Bayan convened today, July 22, 2026, at the TABUPARI Cluster Field Office in Barangay Tanglagan, Calanasan, Apayao for the deliberation of vital and essential measures.

The Sangguniang Bayan acted on two significant measures to ensure the continued implementation of priority programs and projects of the Local Government Unit of Calanasan for Calendar Year 2026:

1. Reversion of unimplemented funds and balances from the 20% Municipal Development Fund for Calendar Years 2019–2025;
2. Deliberation, review, and authorization of the Municipality's Supplemental Budget No. 01, Series of 2026.

Included in the Supplemental Budget is the appropriation for the implementation of the 2026 Third (3rd) Tranche of the Salary Standardization Law.

Serving as resource persons during the session were Engr. Poliver L. Tumaneng, Municipal Engineer, and Mrs. Janelyn P. Garcia, Municipal Budget Officer, who provided technical inputs and clarifications to assist the Sangguniang Bayan in its deliberations.

The 24th Sangguniang Bayan of Calanasan convened its 49th Regular Session on 𝐉𝐮𝐥𝐲 𝟐𝟎, 𝟐𝟎𝟐𝟔, 𝐚𝐭 𝟏𝟎:𝟎𝟎 𝐀.𝐌.
at the Legislative Building, Mayor Elias K. Bulut Complex, Municipal Government Center, Poblacion, Calanasan, Apayao.

Among the highlights of the session was the legislative review of several ordinances enacted by the Barangays, as follows:

1. 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟎𝟏, 𝟐𝟎𝟐𝟔: AN ORDINANCE ESTABLISHING A COMPREHENSIVE BARANGAY SOLID WASTE MANAGEMENT AND CLEANLINESS PROGRAM, PROVIDING FOR SEGREGATION, COLLECTION, DISPOSAL, AND PENALTIES FOR VIOLATIONS.

4. 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘 𝐎𝐑𝐃𝐈𝐍𝐀𝐍𝐂𝐄 𝐍𝐎. 𝟎𝟒, 𝟐𝟎𝟐𝟔: AN ORDINANCE PROMOTING RESPONSIBLE PET OWNERSHIP, REGULATING STRAY ANIMALS, STRENGTHENING ANTI-RABIES MEASURES, AND PROVIDING PENALTIES FOR VIOLATIONS IN BARANGAY KABUGAWAN, CALANASAN, APAYAO.

𝑩𝒂𝒓𝒂𝒏𝒈𝒂𝒚 𝑬𝒗𝒂:
a. 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟒-𝟐𝟎𝟐𝟔: AN ORDINANCE ADOPTING A FILING FEE FOR COMPLAINANTS UNDER THE KATARUNGANG PAMBARANGAY SYSTEM OF BARANGAY EVA, CALANASAN, APAYAO.
b. 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟎𝟓-𝟐𝟎𝟐𝟔: AN ORDINANCE ENFORCING PROPER DISPOSAL OF GARBAGE IN BARANGAY EVA, CALANASAN, APAYAO INCLUDING REGULATION OF USED DIAPHERS (PAMPERS) AND ESTABLISHMENT OF COMPOST PITS.
c. 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟕-𝟐𝟎𝟐𝟔: AN ORDINANCE ENFORCING A COMPREHENSIVE SMOKE-FREE ENVIRONMENT WITHIN THE JURISDICTION OF BARANGAY EVA PURSUANT TO REPUBLIC ACT NO. 8749, REPUBLIC ACT NO. 9211, REPUBLIC ACT NO. 7160, AND OTHER RELATED LAWS, PROHIBITING SMOKING AND THE USE OF ELECTRONIC SMOKING DEVICES IN PUBLIC PLACES, PROVIDING PENALTIES AND FOR OTHER PURPOSES.

The body likewise deliberated on the 𝐅𝐘 𝟐𝟎𝟐𝟔 𝐒𝐮𝐩𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐥 𝐁𝐮𝐝𝐠𝐞𝐭 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐏𝐚𝐫𝐢𝐧𝐚. Following thorough deliberation and evaluation, the Sangguniang Bayan declared the submitted barangay ordinances, as well as the supplemental budget, valid and operative in their entireties, having found them to be consistent with existing laws, rules, and applicable government policies.

Among the highlights of the session was the approval of the Municipality's 𝐋𝐨𝐜𝐚𝐥 𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭𝐬 𝐚𝐧𝐝 𝐈𝐧𝐜𝐞𝐧𝐭𝐢𝐯𝐞𝐬 𝐂𝐨𝐝𝐞 (𝐋𝐈𝐈𝐂), a significant legislative measure aimed to promote investments, foster economic growth, and strengthen the municipality's investment climate through the provision of appropriate incentives to qualified investors.

The Sangguniang Bayan of the Municipality of Calanasan held its weekly Regular Session on June 15, 2026, 10:00 a.m. at the Legislative Building, Mayor Elias K. Bulut Complex, Municipal Government Center, Poblacion, Calanasan, Apayao.

The body convened, through an approved motion, as a “𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐖𝐡𝐨𝐥𝐞” to conduct a committee hearing on matters concerning the implementation of the Department of Labor and Employment (DOLE) programs, projects, and activities in the municipality, particularly the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program and the Integrated Livelihood Program (DILP).

The Municipal Public Employment Service Officer (PESO) Mrs. Angelica Salno, was invited as resource person during the deliberation, who provided relevant information and clarifications regarding the implementation of the TUPAD and DILP initiatives in the municipality.

The session was presided over by 𝐇𝐨𝐧. 𝐅𝐥𝐨𝐫𝐚𝐧𝐭𝐞 𝐓. 𝐏𝐚𝐫𝐚𝐧𝐝𝐢𝐭, Senior Member of the Sangguniang Bayan, in the absence of the Vice Mayor, who was still on mourning leave. Six (6) members were present, thereby constituting a quorum to validly transact official business. The other members of the Sangguniang Bayan attended the Public Hearing conducted by the Sangguniang Panlalawigan of Apayao in Barangay Tanglagan.

24TH SANGGUNIANG BAYAN OF CALANASAN ADVANCES LOCAL GOVERNANCE THROUGH KEY LEGISLATIVE ACTIONS

The 24th Sangguniang Bayan of Calanasan convened its Regular Session on 11 June 2026 at the Legislative Building, Mayor EKB Complex, Municipal Government Center, Poblacion, Calanasan, Apayao.

In the absence of Vice Mayor Martin Lucero B. Lawat, who was attending to a family bereavement, the session was presided over by Hon. Rodante B. Labueng in his capacity as Temporary Presiding Officer. Nine (9) other members of the Sanggunian were present, thereby constituting a quorum.

During the proceedings, the Sanggunian deliberated upon and approved the following significant legislative measures:

• A Resolution Adopting the Municipal Youth Development Plan; and

• An Ordinance Institutionalizing the ANGRAD Program in the Municipality of Calanasan.

The Sangguniang Bayan of Calanasan conducted its 38th Regular Session on May 4, 2026, at the Legislative Building, Mayor EKB Complex, Municipal Government Center, Poblacion, Calanasan, Apayao and was able to adopt and enact the following vital measures:

Several barangay ordinances were likewise reviewed as follows:

1. Barangay Butao Barangay Ordinance No. 01, Series of 2026 – “An Ordinance Mandating All Households of Barangay Butao to Maintain Cleanliness in Their Backyards and Immediate Surroundings, Providing for Solid Waste Segregation at Source, and Imposing Penalties for Violators Thereof”

2. Barangay Ninoy Aquino Jr.:

a. Ordinance No. 01, Series of 2026 – “An Ordinance Institutionalizing Road Clearing Operations in Barangay Ninoy Aquino Jr. in Line with National Policies, Prohibiting Obstructions in Roads, Sidewalks, and Public Spaces, and Providing Penalties and Implementing Mechanisms Thereof.”

b. Ordinance No. 02, Series of 2026 – “An Ordinance Promoting Responsible Pet Ownership, Regulating Stray Animals, Strengthening Anti-Rabies Measures, and Providing Penalties for Violations in Barangay Ninoy Aquino Jr., Calanasan, Apayao.”
c. Ordinance No. 03, Series of 2026 – “An Ordinance Imposing a Curfew for Minors, Promoting Their Welfare and Protection, and Providing Guidelines and Penalties for Parents or Guardians in Barangay Ninoy Aquino Jr”

d. Ordinance No. 04, Series of 2026 – “An Ordinance Regulating the Use of Loud and Modified Mufflers and Other Noise-Emitting Devices within Barangay Ninoy Aquino Jr”

3. Barangay Parina Barangay Ordinance No. 09, S-2026 – “An Ordinance Prohibiting Smoking and Va**ng in Public Places within the Territorial Jurisdiction of the Barangay, Providing Penalties for Violation Thereof, and for Other Purposes.”

A Multi-Committee Hearing was held in the morning for the joint deliberation at the committee level of various proposed measures.

The session was Presided over by the body’s senior member, the 𝐇𝐨𝐧𝐨𝐫𝐚𝐛𝐥𝐞 𝐅𝐥𝐨𝐫𝐚𝐧𝐭𝐞 𝐓. 𝐏𝐚𝐫𝐚𝐧𝐝𝐢𝐭 as its regular presiding officer. The 𝐇𝐨𝐧𝐨𝐫𝐚𝐛𝐥𝐞 𝐕𝐢𝐜𝐞-𝐌𝐚𝐲𝐨𝐫 𝐌𝐚𝐫𝐭𝐢𝐧 𝐋𝐮𝐜𝐞𝐫𝐨 𝐁. 𝐋𝐚𝐰𝐚𝐭 is the Acting Mayor while the Honorable Mayor is on leave for a week.

𝐌𝐨𝐛𝐢𝐥𝐞 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐜𝐮𝐦 𝐏𝐮𝐛𝐥𝐢𝐜 𝐇𝐞𝐚𝐫𝐢𝐧𝐠 𝐒𝐮𝐜𝐜𝐞𝐬𝐬𝐟𝐮𝐥𝐥𝐲 𝐇𝐞𝐥𝐝 𝐢𝐧 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐓𝐚𝐧𝐠𝐥𝐚𝐠𝐚𝐧, 𝐂𝐚𝐥𝐚𝐧𝐚𝐬𝐚𝐧.

The Sangguniang Bayan of Calanasan successfully conducted its Mobile Regular Session cm Public Hearing on April 23, 2026, at Barangay Tanglagan, not withstanding an unforeseen delay in the scheduled commencement of proceedings.

Originally set to begin at 2:00 o’clock in the afternoon, the session formally opened at 5:00 PM following an urgent meeting attended by municipal officials with the Provincial Governor. Despite the delay, the legislative body still proceeded with the session.

The session was presided over by the Municipal Vice Mayor and Presiding Officer, 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐭𝐢𝐧 𝐋𝐮𝐜𝐞𝐫𝐨 𝐁. 𝐋𝐚𝐰𝐚𝐭, with nine (9) members of the Sangguniang Bayan present, thereby constituting a quorum for the lawful transaction of business. During the course of the proceedings, Vice Mayor Lawat temporarily relinquished the Chair due to health concerns. In the interim, 𝐇𝐨𝐧. 𝐅𝐥𝐨𝐫𝐚𝐧𝐭𝐞 𝐓. 𝐏𝐚𝐫𝐚𝐧𝐝𝐢𝐭 was designated as Temporary Presiding Officer to ensure the uninterrupted continuation of the session. Thereafter, upon improvement of his condition, the Chair was returned to the Presiding Officer, who resumed presiding over the remainder of the session.

Among those in attendance were 𝐌𝐫. 𝐂𝐚𝐧𝐢𝐜𝐢𝐨 𝐀𝐥𝐥𝐚𝐠 of the Municipal Treasury Office, Municipal Tourism Officer 𝐌𝐫𝐬. 𝐊𝐫𝐢𝐧𝐞𝐳𝐳𝐚 𝐕𝐞𝐢𝐥 𝐁𝐨𝐝𝐚𝐲-𝐋𝐚𝐰𝐚𝐭, Barangay Captain 𝐇𝐨𝐧. 𝐌𝐢𝐬𝐚𝐞𝐥 𝐀. 𝐆𝐮𝐦𝐩𝐞𝐧𝐠 of Barangay Tanglagan, Barangay Captain 𝐇𝐨𝐧. 𝐉𝐨𝐬𝐞𝐩𝐡 𝐁. 𝐀𝐜𝐥𝐢𝐧 of Barangay Parina, other barangay officials, and residents of the host barangay.

During the session, several key measures were discussed and deliberated upon, including the review of the following barangay ordinances, which were declared valid and operative in their entireties,subject to recommendations:

1. Barangay Eva Ordinance No. 02-2026 – “An Ordinance Imposing Fees on Individuals Securing Certifications and Clearances from the Office of the Barangay Local Government Unit of Eva, Calanasan, Apayao”; and
2. Barangay Eva Ordinance No. 03-2026 – “An Ordinance Imposing the Collection of Extraction Fees Upon Individuals or Companies Extracting Lumber Boards from Salvaged Trees Within All Areas of Barangay Eva, Calanasan, Apayao.”

Likewise, on Third and Final Reading, the Sangguniang Bayan approved the proposed municipal measure entitled:“An Ordinance Regulating the Movement, Impoundment, and Ownership of Astray and Free-Roaming Domestic Animals such as Cows, Dogs, Carabaos, Goats, and Sheep, Imposing Penalties on Owners for Damages Caused by Their Animals, and Providing for Proper Animal Control and Management in the Municipality of Calanasan”
