The Department of Science and Technologyโ€“MIMAROPA (DOST-MIMAROPA), under the leadership of Regional Director Dr. Bernardo N. Sepeda, joined the culmination of the 3rd InnoBIDAtion Festival of Mindoro State University (MinSU), led by University President Dr. Enya Marie D. Apostol, on July 31, 2026. The festival stood as a landmark celebration of innovation, showcasing the strong collaboration among government, industry, and academia.

The event was graced by CHED Commissioner and MinSU Board of Regents Chairperson Dr. Ricmar P. Aquino, representatives from the Intellectual Property Office of the Philippines (IPOPHL), student and faculty innovators, entrepreneurs, and stakeholders โ€” all working together to advance a more dynamic and resilient innovation ecosystem for Mindoro and beyond.

The day also marked the opening of the 7th S.P.I.C.E. (Special Project Invention Contest and Exhibit), further highlighting the role of grassroots inventors in shaping community-based solutions and contributing to the broader innovation ecosystem. Dr. Sepeda delivered a message at both events, underscoring DOST-MIMAROPAโ€™s support for advancing inclusive and sustainable innovation in the region. Meanwhile, Engr. Zaldie C. Gawad, representing Provincial S&T Director Mr. Jesse M. Pine, moderated Fireside Chat 3: Grassroots Innovation: Community Challenges and Inclusive Solutions, which provided a platform for dialogue on strengthening community-driven innovation.

Ahead of the festival, Dr. Sepeda conducted a project visit to Pamepiaolo Modular Kitchen and General Merchandise in Calapan City, Oriental Mindoro, reaffirming DOST-MIMAROPAโ€™s commitment to supporting local enterprises and integrating science, technology, and innovation into business development.

These engagements reflect DOST-MIMAROPAโ€™s continuing commitment to fostering innovation, strengthening partnerships with academic institutions, and empowering the next generation of Filipino innovators to develop STI-based solutions that contribute to safer, more resilient, and sustainable communities.

In honor of academic excellence, the Department of Science and Technologyโ€“MIMAROPA recognized its graduating DOST scholars who earned Latin Honors and Academic Distinctions through the In-Touch with Excellence Recognition held across the MIMAROPA Region.

A total of fifteen (15) DOST MIMAROPA Scholars were recognized for graduating with honors, comprising of six (6) Magna Cum Laude, six (6) Cum Laude, and three (3) With Distinction. Of this total, four (4) were from Oriental Mindoro, four (4) from Marinduque, and seven (7) from Palawan.
Graduate representatives of the MIMAROPA Integrated Network of DOST Scholars (MINDS) were likewise recognized for their dedicated service, leadership, and valuable contributions to strengthening the scholar community across the region.

As they conclude their journey as DOST scholars and embark on the next chapter of their lives, the Department of Science and Technologyโ€“MIMAROPA , in coordination with the DOST - Science Education Institute (DOST-SEI), brought together graduating scholars from across the region for the 2026 MIMAROPA Scholars' Exit Conference.

The conference served as both a celebration of the scholar-graduates' achievements and a preparation for their transition beyond the scholarship program. The activity commenced with inspiring video messages from DOST-MIMAROPA Regional Director Dr. Bernardo N. Sepeda and DOST Secretary Dr. Renato U. Solidum Jr., who congratulated the graduates and encouraged the scholar-graduates to continue serving the nation through science, technology, and innovation.

Participants attended a series of informative sessions. The discussion began with an overview of DOST Programs and Services, during which a DOST representative presented various initiatives in science, technology, innovation, research, and entrepreneurship that may support the scholar-graduatesโ€™ future careers and professional endeavors.

Building on these opportunities, the session on Building the Future through Technopreneurship explored how innovation, technology, and entrepreneurial thinking can be transformed into sustainable ventures and practical solutions to real-world challenges. This was followed by the session on Personal Development and Personal Branding, which emphasized self-awareness, professionalism, effective communication, and the importance of developing a credible personal and professional identity in a competitive environment.

The scholar-graduates were then introduced to the DOST-SEI Graduate Scholarship Programs, highlighting opportunities for advanced studies and continued engagement in research and innovation. To conclude the series of discussions, the session on Scholarship Policies and Guidelines addressed post-graduation obligations, return service requirements, and other relevant policies to help ensure a smooth transition upon completion of the scholarship program.

Each session concluded with an open forum, providing scholar-graduates with the opportunity to ask questions, clarify concerns, and gain valuable insights.

The Department of Science and Technologyโ€“MIMAROPA (DOST-MIMAROPA) through DOST-Oriental Mindoro Innovation Hub MIND SPARK, in partnership with Mindoro State University iBIBES, and MVINET, successfully conducted the Oriental Mindoro Provincial Qualifying Round of the HANDA MIMAROPA Resilience Innovation Challenge 2026, via Zoom on July 30, 2026.

The event brought together six teams of 4th year college students from various campuses of Mindoro State University, serving as a platform to showcase Science, Technology, and Innovation (STI)-based solutions that address disaster risk reduction, preparedness, response, and community resilience.

Team Ferma from MinSU Main Campus, composed of Jan Selvรญster Montoya, Danilyn Nibot, and Mark Angelo Oprido of the Bachelor of Science in Information Technology program, emerged as Champion. Their achievement secures their slot in the Regional Finals of the HANDA MIMAROPA Resilience Innovation Challenge, which will be held during the MIMAROPA Regional Science, Technology, and Innovation Week (RSTW) on August 17, 2026, in Odiongan, Romblon.

The successful conduct of the challenge reflects DOST-Oriental Mindoroโ€™s unwavering commitment to fostering innovation, building strong partnerships with academic institutions, and empowering the next generation of Filipino innovators to create STI-based solutions that contribute to safer, more resilient, and sustainable communities.

Ngayong Buwan ng Wikang Pambansa, binibigyang-pugay ng Department of Science and Technology (DOST)-MIMAROPA ang mahalagang papel ng wikang Filipino sa pagpapalaganap ng agham, teknolohiya, at inobasyon upang maging higit na nauunawaan, napakikinabangan, at naaabot ng bawat Pilipino.

Ang aking paggamit ng wikang Filipino sa paglalahad na ito ay isang pagpapatuloy ng mga pagsisikap ng ilang mga Pilipinong pilosopo at teologo na palayain ang ating sariling wika sa โ€œmapanlinlang na kamalayan ng ating kolonyal na kahapon at ng ating mala kolonyal na kasalukuyan.โ€Ayon kay Aoanan, โ€œang mga mahahalagang kaalamanโ€ฆ ay maaari nating matagpuang maingat na nakatago sa wika, idyoma at kultura ng ating bansa.โ€

Dagdag pa ni Jose De Mesa, sa pamamagitan ng ating sariling wika, nakagagamit tayo ng isang paraan ng pagkakaintindihan na kinalakihan natin at kinalalahukan nating lahat. At sa paraang ito maiiwasan natin ang maaaring pagkalayo ng ating mga pananaw at damdamin sa mga kapwa Pilipinong ating pinaglilingkuran sa larangan ng pag-unawa sa pananampalataya [kaya]โ€ฆang wika ay maaaring maturing na tahanan ng ating pagkatao.

Ang pagmamahal sa wika gayon din ang pagpapahalaga sa ating kasaysayan at karanasan bilang isang bayan ay mahalagang bahagi ng pakikibaka at pakikisangkot na ito dahil sa pamamagitan nito ay mahuhubog at maitataguyod natin ang ganap na kamalayang Pilipino.

The Department of Science and Technologyโ€“MIMAROPA, in partnership with DOST-Oriental Mindoro (DOST-OrMin), successfully held the 2026 Scholarsโ€™ Exit Conference and In-Touch with Excellence Recognition on July 21, 2026, at Vencioโ€™s Garden Hotel and Restaurant, Calapan City. The annual event guided graduating scholars as they transition into their professional journeys while celebrating their academic achievements.

The activity gathered 11 scholars from Oriental Mindoro and one from Occidental Mindoro, reaffirming their commitment to excellence, innovation, and public service. Regional Director Dr. Bernardo N. Sepeda opened the program through a video message, followed by an inspirational address from DOST Secretary Dr. Renato U. Solidum Jr., underscoring the Departmentโ€™s dedication to empowering Filipino scholars.

Scholars participated in sessions led by Mr. Jesse M. Pine on DOST programs, Mr. Julius A. Aala on Technopreneurship, and Mr. Cris Edwin Bonalos on Personal Development and Branding. Presentations on Graduate Scholarship Programs and Scholarship Policies further equipped participants with knowledge for their next academic and professional pursuits.

The In-Touch with Excellence Recognition honored four Latin Honor Awardees, members of the MIMAROPA Interconnected Network of Dynamic Scholars (MINDS), and Youth Excellence in Science (YES) Awardees from Oriental Mindoro who excelled in international mathematics competitions.

The event concluded with a fellowship dinner, marking both the culmination of the scholarsโ€™ academic journey and the beginning of their service to the nation through science, technology, and innovation.

LUIS MAINTAINS ITS STRENGTH AS IT MOVES NORTHWARD OVER THE SEA EAST OF AURORA.
โžฃ Location of Center (7:00 AM):
The center of Tropical Depression LUIS was estimated based on all available data at 135 km East of Casiguran, Aurora (16.4ยฐN, 123.4ยฐE).
โžฃ Intensity:
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1002 hPa.
โžฃ Present Movement:
Northward slowly
โžฃ Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 190 km from the center

โžฃ Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
โ€ข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon and the periphery of LUIS will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
โ€ข Today and Tomorrow (04 August): Most of Luzon and Visayas, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, and Davao Oriental.
โ€ข Wednesday (05 August): Most of Luzon and Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, Surigao del Norte, Agusan del Norte, Davao Occidental, and Davao Oriental
HAZARDS AFFECTING COASTAL WATERS
โžฃ 24-Hour Sea Condition Outlook
Up to moderate seas over the following coastal waters:
โ€ข Up to 2.5 m: The eastern seaboard of Isabela and Davao Oriental; the northeastern seaboard of Aurora.
โ€ข Up to 2.0 m: The seaboard of Batanes; the northern and eastern seaboards of Babuyan Islands; the eastern seaboards of mainland Cagayan, Pangasinan, Dinagat Islands, Surigao del Sur, and Davao Occidental; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the northern seaboards of Camarines Norte and Camarines Sur; the southern seaboard of Davao Oriental.
โ€ข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
โ€ข It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โ€œOther Hazards affecting Land Areasโ€ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
โ€ข LUIS will move generally northwestward and may make landfall or pass close to Northern Luzon tonight or tomorrow (04 August) early morning. Afterwards, it will sharply turn east northeastward while moving away from the Philippine landmass. The forecast track is highly uncertain and may change in the succeeding bulletins.
โ€ข LUIS is forecast to remain as a tropical depression over majority of the forecast period and may be downgraded into a remnant low by Wednesday (05 August) before becoming fully assimilated into the circulation of Tropical Cyclone DOLPHIN.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
The next tropical cyclone bulletin will be issued at 11:00 AM today.
