1. Official Receipt/Certificate of Registration (OR/CR) mula sa Land Transportation Office (LTO)
2. Valid Personal Passenger Accident Insurance (PPAI)
3. Para sa Juridical Entity: Board Resolution at/o Secretary’s Certificate na nagsasaad na awtorisado ang pag-a-apply para sa Special Permit at nagtatalaga ng representative na maghahain ng petisyon.

𝗠𝗴𝗮 𝗸𝘂𝗻𝗱𝗶𝘀𝘆𝗼𝗻 𝘀𝗮 𝗮𝗽𝗹𝗶𝗸𝗮𝘀𝘆𝗼𝗻:
1. 50% lamang ng kabuuang bilang ng authorized units ng bawat operator para sa bawat authorized route ang maaaring i-apply.

The Land Transportation Franchising and Regulatory Board - LTFRB, under the guidance of DOTr Secretary Giovanni “Banoy” Z. Lopez, has directed its regional offices to coordinate with expressways management for the timely information dissemination on the status of the expressways within their respective areas of responsibility.

The directive covers Region 1 where the TPLEX is located, Region 3 where the SCTEX and NLEX is located, Metro Manila and Region 4A where SLEX, STAR Toll, CALAX and MCLEX are located.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said they also instructed all Regional Franchising and Regulatory Offices (RFROs) in the three regions to coordinate with the local government units (LGUs) in identifying alternative routes from the expressways in cases of emergency and other unexpected incidents similar to what happened at the San Simon area of NLEX which was submerged in floodwater.

“Our priority has always been the welfare of passengers and the delivery of goods to the Filipino people. The incident that happened in NLEX is a wake-up call for us in the LTFRB and other agencies to do our part in coming up with measures to maximize the assistance to the public,” said Acting Chairman Pua.

The LTFRB approach is two-pronged: the first focuses on information dissemination especially to the transport companies and the commuters, and the second is identification of alternative routes for worse-case scenarios.

No motorists and commuters would want to be stuck in traffic jams for hours and the two approaches are essential for both the transport companies and commuters to plan their travel ahead.

For Acting Chairman Pua, this is the part where the power of digital technology would play a key role in keeping the public informed.

For instance, an unexpected incident on expressways that were posted on social media would give the motorists the idea to plan their travel and even come up with alternative routes to avoid being stuck in traffic jams.

It is on this aspect of alternative routes that motorists are having troubles, based on the discussions on social media at the height of the NLEX San Simon incident.

And for Acting Chairman Pua, this is the part where the LTFRB could assist in coordination with the LGUs and other concerned government agencies.

He also tasked the concerned RFROs to strengthen coordination with transport and trucker companies for the widest dissemination of information to the public in cases of unexpected road emergencies. #

Isinagawa noong Setyembre 03, 2026 sa Municipal Building ng Puerto Galera, Oriental Mindoro ang Committee Meeting cm Technical Consultation hinggil sa Local Public Transport Route Plan (LPTRP) ng LGU Puerto Galera.

Pinangunahan ang delegasyon ng LTFRB Region IV-B MIMAROPA ni Regional Director Enrico Moreno R. Bautista, MNSA, kasama sina OIC-CTDO Engr. Lemuel John C. Silva, MPA; Planning Officer III Lea H. Magtibay; Project Evaluation Officer II Arvin C. Amuin; at Admin Aide IV Alexander A. Foja. Pinangunahan naman ni Vice Mayor Hon. Rocky D. Ilagan ang pagpupulong kasama ang mga miyembro ng Sangguniang Bayan at mga kinatawan ng PUJ, UV Express, Tourist Transport, at Tricycle TODAs.

Tinalakay sa pagpupulong ang approved LPTRP ng Puerto Galera, kabilang ang proseso ng pagpaplano, konsultasyon, at ang pag-apruba at paggawad ng SNOC noong Oktubre 2025. Nagbigay rin ang LTFRB ng mga paglilinaw hinggil sa rationalized routes, overlapping routes, at operasyon ng iba't ibang transport denomination batay sa kani-kanilang prangkisa at awtorisadong ruta.

Binigyang-pansin din ang mga concern ukol sa colorum operations, Special Permit applications, tricycle routes at cross-boarded operations, terminal facilities, at business permit requirements. Hinikayat ang mga transport group na magsumite ng pormal na ulat upang maisagawa ang kaukulang aksyon at enforcement.

Naging mahalagang pagkakataon ang konsultasyon upang direktang matugunan ang mga concern ng mga transport stakeholders, matukoy ang kinakailangang hakbang, at mapalakas ang koordinasyon ng LTFRB at LGU Puerto Galera para sa maayos na pagpapatupad ng approved LPTRP.

Patuloy ang LTFRB Region IV-B MIMAROPA sa aktibong pakikipag-ugnayan sa mga LGU at transport stakeholders upang maisulong ang isang mas maayos, ligtas, episyente, at tumutugon na sistema ng pampublikong transportasyon.

Rocky D. Ilagan, Vice Mayor, sa Municipal Building, Balatero, Puerto Galera.Dumalo rin sa naturang pagpupulong si SB Member Hon. Divina Gracia D. Paguio.

Naging sentro ng talakayan ang mga usapin hinggil sa land public transport sa munisipalidad, gayundin ang mga nakaplanong proyekto ng lokal na pamahalaan na may kaugnayan sa pagpapaunlad ng serbisyong pampublikong transportasyon.

Binigyang-pansin din ang kamakailan lamang na pag-apruba sa Local Public Transport Route Plan (LPTRP) ng LGU Puerto Galera, na nangangailangan ng pormal na adoption sa pamamagitan ng pagpapalabas ng kaukulang Local Sanggunian Resolution.

Sa pamamagitan ng naturang pagpupulong, napalakas ang koordinasyon sa pagitan ng LTFRB at ng lokal na pamahalaan upang matugunan ang mga kinakailangang hakbang para sa maayos na pagpapatupad ng mga planong pangtransportasyon ng munisipalidad.

Patuloy na isinusulong ng LTFRB MIMAROPA ang aktibong pakikipag-ugnayan sa mga LGU upang matiyak na ang mga programa at proyekto sa pampublikong transportasyon ay nakabatay sa pangangailangan ng komunidad at nakatuon sa pagbibigay ng mas maayos, ligtas, at episyenteng serbisyo sa mga mananakay.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍: LTFRB Law Enforcement Unit, sumailalim sa transport enforcement seminar

Pinalakas ng Land Transportation Franchising and Regulatory Board - LTFRB Law Enforcement Unit ang kakayahan ng mga tauhan nito sa pagpapatupad ng batas sa sektor ng pampublikong transportasyon sa pamamagitan ng transport enforcement seminar na pinamagatang “Orientation on Strengthening Transport Enforcement Operations: Apprehension, De-escalation, Intelligence, and Crowd Management.”

Alinsunod sa adhikain ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. at sa pamumuno ni Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, patuloy na isinusulong ng ahensya ang pagpapahusay ng enforcement capabilities para sa mas ligtas at maayos na pampublikong transportasyon. Sa patnubay ni LTFRB Acting Chairman Atty. Greg G. Pua Jr., pinangunahan ang aktibidad ni Board Member Engr. Isagani M. Victorio, kasama si Franchise Planning and Monitoring Division Chief Atty. Sherwin D. Vizconde.

Sa kanyang mensahe, binigyang-diin ni Board Member Victorio na ang tungkulin ng mga enforcement personnel ay hindi lamang sa pag-apprehend ng mga lumalabag sa batas, kundi maging sa pagbuo ng tiwala ng riding public at pagpapanatili ng kaligtasan sa pampublikong transportasyon.

Tinalakay sa seminar ang Tactical Apprehension, Rules of Engagement, Intelligence and Surveillance, at Crowd Management, na naglalayong ihanda ang mga tauhan sa iba’t ibang sitwasyong maaaring kaharapin sa field operations.

The Land Transportation Franchising and Regulatory Board - LTFRB public transport operators to constantly remind their drivers to be more patient and exercise discipline to avoid any legal trouble that could compromise their authority to operate a public utility vehicle (PUV).

This, after the LTFRB issued a show cause order against the operator of a passenger jeepney in a viral road rage incident with another motor vehicle driver as part of the investigation to ensure road safety and discipline as ordered by DOTr Secretary Giovanni “Banoy” Z. Lopez.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said the summon was already issued to Gardenia Kapit-Bisig Multi-Purpose and Transport Service Cooperative based on the video posted on social media.

“We said it before and we will say it again: Road rage brings no good to any motorist. It does not only create legal trouble, it also compromises the safety of the drivers involved and other road users,” said Acting Chairman Pua.

In the video, a private vehicle motorist was seen engaged in a road rage incident with fellow motorists, including a jeepney driver in a busy road in Marikina City.

As a result, the traffic flow was affected and the passengers of the jeepney were stranded in the middle road.

Acting Chairman Pua said the incident clearly violates the provision in the Certificate of Public Convenience on providing safe, reliable, and convenient public land transportation service.

The jeepney operator was also asked to submit a notarized written explanation for employing reckless PUV driver on or before the scheduled hearing on September 10.

What is at stake in the investigation, according to acting Chairman Pua, is the CPC for the passenger jeepney involved.

“This should be another reminder for everybody to keep their heads cool. Let us be respectful and observe road courtesy, hindi po tayo magkakamali dun,” he said. #

The Land Transportation Franchising and Regulatory Board - LTFRB, under the guidance of DOTr Secretary Giovanni “Banoy” Z. Lopez, has sent a strong message about road safety and discipline following the issuance of a show cause order (SCO) against the operator of a passenger bus in a viral counterflow video.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said the SCO was already sent to the Victory Liner which was mandated to explain in writing why its Certificate of Public Convenience (CPC) should not be suspended or cancelled over the dangerous driving behavior of one of its drivers.

“Roads are not the place of bullying of big motor vehicles to smaller ones, we will not allow that and those who would dare do that in the public transportation sector will suffer consequences,” said Acting Chairman Pua.

In the viral video which happened along the national highway in the province, the passenger bus was seen forcing its way to the opposite side of the road while overtaking vehicles.

What made it dangerous is that the overtaking and counterflowing happened on the blind or curved side of the road, which forced a rider to pull over alongside the road.

Fortunately, the incident was captured on the video which served as the basis for the SCO issuance when the LTFRB monitored it on social media.

In the SCO, it stated that the passenger bus endangered road users and the act committed by the driver falls under failure to provide safe and convenient public transportation service.

The bus firm is also facing an administrative case of employing a reckless driver, according to Acting Chairman Pua.

The hearing of the case is on September 10.

Acting Chairman Pua reminded PUV drivers to behave and always observe road courtesy and discipline in the interest of the safety of all road users.

“Road crashes are preventable and one of the key factors is discipline and respect to all fellow road users. On the part of the LTFRB, we will pursue accountability against those who would defy that,” he said. #
