The Sangguniang Panlungsod conducted its Second Public Hearing regarding the proposed reclassification of agricultural lands for industrial and agri-industrial use involving two major projects:

โ–ช๏ธ Proposed San Miguel Beer Warehouse in Brgy. Pagbalican

During the hearing, the Honorable Members of the Sanggunian, together with representatives from the CPDO, CSWMO, City Agriculture Office, and project proponents, thoroughly discussed the possible impacts of these developments on nearby communities and the environment.

The First Legislative Inquiry held at the Sangguniang Panlungsod Session Hall tackled concerns regarding alleged excessive and unregulated fees being imposed on tourists visiting some of Calbayog Cityโ€™s tourist destinations, Discussions focused on reports of mandatory habal-habal rides, compulsory tour guide fees, parking fees, and other charges being collected from visitors despite the absence of proper ordinances and regulation.

The Sanggunian emphasized that tourism plays a vital role in generating livelihood and economic opportunities for the community, thus tourists must be treated fairly and welcomed properly. Important matters discussed included the legality of environmental, parking, and entrance fees; the need for approved barangay ordinances and transparency in collections; regulation and accreditation of tour guides; implementation of safety measures in high-risk tourist sites; accountability in tourism-related operations; and the importance of balancing tourist safety with reasonable and lawful practices.

Barangay officials from Tinaplacan, Malajog, and Malopalo, together with the City Tourism Office, were encouraged to review and revise existing systems, regulate fees properly, improve monitoring of tourism activities, and ensure that tourism practices promote a positive experience for visitors while protecting the interests of the community and the tourism industry of Calbayog City.

Among the approved measures are the renewal of franchises for Motorized Cab-for-Hire (MCH) operators, ensuring continued accessible and regulated transportation services for Calbayognons, as well as the establishment of the SP Archiving System for approved ordinances and resolutions.

The Sanggunian also approved resolutions endorsing regulated cockfighting activities during barangay fiesta celebrations, authorizing partnerships with Cebu CFI Community Cooperative for employee salary deduction services, recognizing CORMODA as a Civil Society Organization, and approving a MOA with the National Authority for Child Care (NACC) to strengthen programs for Children in Need of Special Protection.
