The DILG Calbayog City Operations Office, through CLGOO Gretchen Mae D. Corrales, extended technical assistance to the City of Calbayog during the Training-Writeshop on the Updating of the Local Revenue Code and Rationalization of Local Fees and Charges, hosted by the City Treasurer’s Office.

CLGOO Gretchen shared insights on the salient features of the DILG-DOF Joint Memorandum Circular 2019-01, guiding LGUs in adopting reasonable and updated regulatory fees and charges.

The session also featured resource speakers from BLGF Regional Office VIII, led by Director Geriebeth G. Dela Torre, alongside Ms. Maria Rosaura O. Espejo and Mr. Alex L. Cañete, ensuring a comprehensive discussion for our Sangguniang Panlungsod members, concerned department managers and LGU employees.

The DILG Calbayog City Operations Office successfully conducted the 2025 Regional Seal of Good Local Governance (RSGLG) Pre-assessment on September 1, 2025, bringing together the concerned city department managers to ensure Calbayog’s readiness for the regional assessment this coming September 16, 2025. Led by CLGOO Gretchen Mae D. Corrales, along with MLGOO Ivo Allan C. Ty, LGOO II Kevin John D. Longara, and LGOO II Romeo M. Velasco, and supervised by City Mayor Raymund C. Uy, the activity focused on the initial review of the Means of Verification (MOVs) for the ten governance areas—Financial Administration and Sustainability, Disaster Preparedness, Social Protection and Sensitivity, Health Compliance and Responsiveness, Sustainable Education, Business Friendliness and Competitiveness, Safety, Peace and Order, Environmental Management, Tourism, Heritage Development, Culture and Arts, and Youth Development—to strengthen the city’s compliance and performance for the upcoming RSGLG assessment.

On August 28, 2025, the City Management Coordinating Council held its 3rd Quarter Meeting at the DILG Calbayog City LGRC Hall, City Hall Compound. Present during the meeting were PLTCol. Dinvir L. Revita, Chief of Police of PNP Calbayog City; JINSP Romeo C. Diola, Jail Warden of BJMP Calbayog City; and FINSP Lessed Djechri G. Pioquinto, City Deputy Marshal of BFP Calbayog, representing Acting Fire Marshal Tereso T. Tuazon; as well as CLGOO Gretchen Mae Corrales of the DILG Calbayog City Operations Office.

LGOO II Kevin John Longara presented the current status of the 2025 Peace and Order Council (POC) Audit and the recently released guidelines for the 2025 Anti-Drug Abuse Council (ADAC) Audit. These audits will also serve as the basis for the upcoming formulation of the 2026–2028 POPS Plan. Afterwards, CLGOO Corrales discussed the plans for the launching of the Tri-City Justice Zones in Calbayog City. Lastly, the PNP, BJMP, and BFP provided updates on their operations and accomplishments.

Day 3 of the CDP Review and Benchmarking Activity brought the Calbayog City officials and department managers to Carcar City, Cebu for a meaningful benchmarking activity. The day started at Carcar City College, where officials gathered valuable insights to guide Calbayog’s plans for establishing its own city college.

The team also explored Carcar’s rich cultural and historical sites, including the Carcar City Museum, St. Catherine of Alexandria Church, Capilla del Santo Entierro, Balay na Tisa, and the Archbishop Teofilo Camomot Shrine. The activity wrapped up with a visit to the Pasalubong Center, where participants took home Carcar’s famous chicharon—a perfect way to cap off a productive and enriching trip.

The Dawo Farmers' Organization recently received a valuable package of native chickens, protective housing, and feeds. This initiative offered crucial technical assistance that directly benefited the women members, significantly boosting their economic empowerment. By strengthening their livelihoods, the project also enhanced community resilience and peace, as financially stable households are better equipped to withstand conflict. The provision of these resources, especially to women, supports the broader objective of encouraging female leadership and participation in peace and security efforts. This livelihood program, which practically applies the Women, Peace, and Security agenda, was made possible through the collaboration of WESADEF, the DILG, and the GNWP.

Last July 21, 2025, the Department of the Interior and Local Government (DILG) Calbayog City in partnership with Global Network of Women Peacebuilders (GNWP), Western Samar Development Foundation (WESADEF) recently conducted an assembly and orientation for the Dawo Farmers Organization, focusing on women, peace, and security. Attended by over 10 women members, the session provided technical assistance and highlighted the critical role of women in peacebuilding. The DILG emphasized how women's leadership in the community is essential for achieving peace and promoting sustainable environmental practices. Additionally, the assembly offered practical training in poultry management to empower the women economically. This initiative marks a significant step towards integrating gender-responsive strategies into community development efforts, ensuring women are at the forefront of local peace and sustainability initiatives.

The second day of the CDP Review and Benchmarking Activity continued with insightful sessions that further sharpened Calbayog’s development direction. Mr. Francis Mark N. Mawo presented the Roadmap of SMART Calbayog, followed by CLGOO Gretchen Mae D. Corrales’ comprehensive discussions on the CDP Process, Capability Development (CapDev) Agenda, and Monitoring & Evaluation (M&E). The morning session concluded with a M&E workshop actively participated in by all Department Heads.

In the afternoon, discussions on the Regional SGLG Champion were delivered by CLGOO Gretchen Mae D. Corrales, LGOO II Kevin John Longara, and LGOO II Romeo M. Velasco—reviewing the 2024 SGLG Result and walking the participants through the different indicators across the governance areas. It concluded with a Ways Forward given by CLGOO Gretchen Mae D. Corrales and heartfelt closing messages from Vice Mayor Rex M. Daguman and City Mayor Raymund C. Uy, affirming the city’s united commitment to progress.

The City Government of Calbayog, through the CPDO and in partnership with DILG–Calbayog City Operations Office, kicked off a three-day activity for the review of the Comprehensive Development Plan (CDP) 2021–2026 and a benchmarking visit to Carcar City’s tourism and heritage sites. Joined by Mayor Raymund C. Uy, Vice Mayor Rex M. Daguman, SP Members, and Department Heads, the initiative aims to reassess the city’s development strategies in preparation for the upcoming CDP 2026–2032, strengthen executive-legislative partnership, and learn from Carcar City’s best practices.

Day 1 featured welcome messages and an overview by CPDC Rheo M. Marquez, EnP. The CPDO team presented the Comprehensive Land Use Plan (CLUP), Calbayog LGU Canvass, priority executive-legislative agenda, and the preparation of the Local Development Investment Program (LDIP). The day wrapped up with a heritage tour briefing and a message from Mayor Uy, reaffirming Calbayog’s commitment to inclusive and sustainable growth.The City LGU also expresses its deep gratitude to DILG Region VIII Regional Director, RD Arnel M. Agabe, for gracing the event and delivering an inspirational message that underscored the importance of planning, collaboration, and innovation in local governance. The event was hosted by LGOO Romeo M. Velasco.

On August 14, 2025, barangay officials from across Calbayog City gathered at the Calbayog City Sports Center and Northwest Samar State University to celebrate Adlaw San Barangay as part of the Samar Day festivities!

Highlights included inspiring messages from Governor Sharee Ann Tan, Congressman Stephen James Tan, Vice Governor Arnold Tan, City Mayor Raymund C. Uy, and DILG Provincial Director Judy L. Batulan. A special moment was the awarding of Barangay Tinambacan Sur as the sole Barangay in Calbayog City who received the 2024 Seal of Good Local Governance for Barangay.

DILG Calbayog City Operations Office proudly hosted the DILG Samar Family for two productive and meaningful days of learning, planning, review, and camaraderie!

Day 1 kicked off with messages from our Provincial Director, Judy L .Batulan and City Mayor Hon. Raymund C. Uy — to whom DILG Samar extends its heartfelt gratitude for his unwavering support to the activity and to the department. The morning featured an insightful session on 𝑵𝑬𝑶 𝑷𝒍𝒖𝒔: 𝑶𝒓𝒊𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏, 𝑨𝒍𝒊𝒈𝒏𝒎𝒆𝒏𝒕, 𝒂𝒏𝒅 𝑨𝒄𝒕𝒊𝒐𝒏 𝑷𝒍𝒂𝒏𝒏𝒊𝒏𝒈 led by Atty. Maica R. Fulgencio. In the afternoon, the Calbayog City Youth Development Office facilitated a fun and engaging team building activity, where DILG Samar personnel were grouped into four Harry Potter-inspired houses: Gryffindor, Slytherin, Hufflepuff, and Ravenclaw. The activities promoted teamwork, creativity, and friendly competition. The day wrapped up with a performance review, awarding of the Top Performing C/MLGOOs for the 2nd Quarter, raffles, and a night of music and socials.

The second day began with a Wellness Talk from the City Drug Abuse Prevention & Rehabilitation Office (CDAPRO) represented by Ma. Hilda Durmiendo - ADAC Focal Person of Calbayog City, emphasizing mental health and well-being among public servants. The event concluded with a heartfelt closing message from our Cluster Head CH Carolina O. Ampong, who highlighted the importance of unity, purpose, and continued service excellence.
