The meeting served as an opportunity to strengthen coordination, foster collaboration, and explore potential areas of inter-local cooperation in support of green and sustainable economic development.

Discussions highlighted the importance of partnership and shared initiatives that can contribute to building a more resilient, inclusive, and environmentally sustainable community.

The Regional Local Governance Champions Mock Assessment cm Executive Briefing was successfully conducted on August 10, 2026 at the City Engineering Conference Room, Calbayog City.

Representing the City Planning and Development Office (CPDO), Mr. Reo M. Marquez, EnP. and Engr. Jovito Jade A. Lacaba actively participated in the activity, which provided an opportunity to assess the City’s current governance practices, gain valuable insights, and further prepare for the regional assessment.

The activity highlighted the importance of continuous improvement, innovation, teamwork, and commitment to quality public service. Barangay Development Planning Workshop – Cluster 4 | August 4–6, 2026

The City Government of Calbayog, through the City Planning and Development Office (CPDO), successfully conducted the Barangay Development Planning Workshop for Cluster 4 on August 4–6, 2026, at Halmut Kutin Hall, Hermann Gmeiner, Brgy. Dagum, Calbayog City.

This activity is part of a series of workshops covering four clusters with a total of 60 barangays trained for BDP formulation, conducted over four succeeding weeks, held every Tuesday and Thursday.

Serving as the last cluster for the Barangay Development Planning Workshop series, the three-day activity brought together barangay officials and representatives who actively participated in the planning sessions, discussions, workshops, and group activities aimed at strengthening their respective Barangay Development Plans (BDPs).

The workshop provided an avenue for the participating barangays to identify and prioritize their pressing development concerns, formulate appropriate goals and objectives, and translate identified needs into responsive Programs, Projects, and Activities (PPAs). The participants were also guided in determining priority interventions that are aligned with the needs of their communities and the overall development directions of the city.

Through active participation, sharing of experiences, and collaborative discussions, the workshop emphasized the importance of participatory, inclusive, data-driven, and community-responsive planning. It also strengthened the capacity of barangay officials to take an active role in shaping development initiatives that will contribute to improving the quality of life of their constituents.

As the final cluster, Cluster 4 marks another significant milestone in the continuing effort to strengthen barangay-level planning and ensure that development priorities are clearly identified and translated into concrete and achievable actions.

Congratulations to Our Environmental Science Interns!

Yesterday, the City Planning and Development Office (CPDO) attended the Exit Conference held at Northwest Samar State University (NWSSU) for the six (6) Environmental Science students who successfully completed their 240-hour On-the-Job Training (OJT) at our office.

The City Planning and Development Office (CPDO) successfully conducted the Barangay Development Planning (BDP) Workshop on July 14–16, 2026 at Helmut Kutin Hall, Hermann Gmeiner, Brgy. Dagum, Calbayog City.

The three-day workshop gathered 14 barangays from the Upper Happy Valley Cluster, represented by 15 barangay officials from each barangay, including their respective Punong Barangays, reaffirming their commitment to participatory, inclusive, and results-oriented local governance.

The activity was ably hosted by Ms. Jessica Araz and featured insightful learning sessions from the CPDO resource speakers: Ar. Pedro Don O. Saborrido, EnP., Mr. Charlie G. Juampit, Ms. Roselle P. Esponilla, and Ms. Ligaya N. Bagsarsa, JD. The workshop was spearheaded by the dynamic leadership of Mr. Reo M. Marquez, EnP., City Planning and Development Coordinator.

Adding inspiration to the event, Hon. Raymund C. Uy, City Mayor of Calbayog, delivered a motivational message emphasizing the vital role of effective barangay development planning in building resilient, progressive, and empowered communities.

The workshop concluded with an enriching session from Atty. Begie T. Lucenio of the Department of the Interior and Local Government (DILG), who underscored the significance of comprehensive planning, good governance, and collaboration in achieving sustainable local development.

Through strengthened planning capacities and shared commitment, the participating barangays are now better equipped to formulate responsive and strategic Barangay Development Plans that address the needs and aspirations of their constituents.

The Land Use and Zoning Board of Appeals (LUZBA) convened its meeting on July 2, 2026, 2PM, at the Mayor's Office Conference Room, Calbayog City, to deliberate on appeals involving land use and zoning applications within the city.

During the meeting, the Board thoroughly discussed and evaluated fourteen (14) appeal applications, carefully considering each case in accordance with the Comprehensive Land Use Plan (CLUP), Zoning Ordinance, and other applicable laws, rules, and regulations. The deliberations aimed to uphold transparency, fairness, and balanced development while safeguarding the welfare of the community.

To aid the Board in its assessment, Engr. Harold E. Sodusta, EnP., presented a detailed slideshow featuring the project locations and spot maps of each application. The presentation provided valuable spatial information, enabling the members to better appreciate the existing land use conditions and the potential implications of every appeal before rendering their recommendations.

The City Government of Calbayog, through its planning and regulatory bodies, continues to strengthen sustainable urban development by ensuring that land use decisions are guided by sound planning principles, legal compliance, and the long-term vision for a resilient, inclusive, and progressive Calbayog City.

The City Planning and Development Office extends its appreciation to Ms. Roselle P. Esponilla for representing the office during the MELLPI Pro Feedbacking held on June 30, 2026, at 2:00 PM at the City Nutrition Office Conference Room, Calbayog City.

The activity served as an important venue for presenting and discussing the results of the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI Pro), providing valuable insights to further strengthen local nutrition governance and improve the implementation of nutrition programs and interventions.

We commend Ms. Esponilla for her active participation and commitment in ensuring that our office remains engaged in collaborative efforts toward achieving a healthier and more nutrition-responsive Calbayog City.

The City Planning and Development Office (CPDO) successfully participated in the Regular Meeting of the City Development Council (CDC) held on June 30, 2026, at 8:00 AM at the Calbayog Convention Center, Barangay Capoocan, Calbayog City.

During the meeting, the CPDO presented three significant agenda items in support of the City's development planning initiatives. Ms. Ma. Zelinda O. Resano, Planning Officer IV, presented the Annual Investment Program (AIP) for CY 2027, highlighting the priority programs, projects, and activities that will guide the City's development agenda for the coming year.

Meanwhile, Engr. Harold E. Sodusta presented the Application for Reclassification/Rezoning of a parcel of land located in Barangay Cagsalaosao, filed by Mr. Alexander Alegria, for the Council's review and appropriate action.

In addition, Mr. Charlie Gumarang Juampit, Planning Officer II, presented the Barangay Development Plan (BDP) Updates, providing the Council with the latest progress on the formulation and updating of the barangays' development plans. The presentation emphasized the importance of aligning barangay priorities with the City's overall development direction to promote responsive, participatory, and sustainable local governance.

The meeting was efficiently hosted by Ms. Roselle P. Esponilla, whose professionalism and effective facilitation ensured the smooth conduct of the proceedings. The City Planning and Development Office likewise proudly served as the Secretariat, providing the necessary technical and administrative support throughout the meeting.

The CPDO extends its heartfelt appreciation to the Honorable City Mayor Raymund C. Uy, the members of the City Development Council, department heads, barangay officials, representatives from national government agencies, civil society organizations, and other stakeholders for their active participation, valuable insights, and unwavering commitment to advancing the City's development goals.

The Magna Carta of the Poor (MCP) – Local Poverty Reduction Action Plan (LPRAP) Formulation Workshop for the Province of Samar (Cluster LGUs: Almagro, Sta. Margarita, Sto. Niño, and Tagapul-an) was successfully conducted on July 16–17, 2028, at the Calbayog City Sports Center, Capoocan, Calbayog City, Samar.

The two-day workshop served as an important platform for strengthening local poverty reduction strategies through participatory planning, collaboration, and the formulation of responsive and inclusive action plans aimed at uplifting the lives of marginalized and disadvantaged sectors in the participating local government units.

Representing our office in this significant undertaking were Mr. Reo M. Marquez, EnP., Ms. Roselle P. Esponilla, and Mr. Charlie G. Juampit.

Building the Future of Higher Education in Calbayog!

Representatives from our office, Ar. Pedro Don O. Saborrido, EnP. and Ms. Ligaya Noroña-Bagsarsa, JD, are actively participating in the Building the Future: Strategic Institutional Development Planning (Strategic Foresight and Five-Year Institutional Development Planning Workshop) for the proposed Colegio De Calbayog, held on July 17–19, 2026 at Bukid ni Manang Farm and Resort.

This significant undertaking brings together stakeholders and key partners in crafting the vision, direction, and long-term development roadmap of the proposed institution. Through strategic foresight, collaborative planning, and meaningful dialogue, participants are helping lay the foundation for a future-ready community college that will provide accessible, inclusive, and quality higher education opportunities for the youth and people of Calbayog City.

The workshop underscores the collective commitment of the City Government and its partners to invest in education as a catalyst for sustainable development, empowering future generations through learning, innovation, and academic excellence.
