The Convening of the Community-Based Monitoring System (CBMS) Municipal Coordinating Board was successfully held this morning, 9:30 AM, at the Mayor’s Office Conference Room, City Hall Compound, Calbayog City.

The activity gathered key LGU offices in support of strengthening data-driven governance and evidence-based planning for the effective implementation of the CBMS in the city.

We would like to extend our sincerest appreciation to our distinguished guest speakers from the Philippine Statistics Authority – City of Catbalogan, Samar, for sharing their valuable insights, technical guidance, and expertise that greatly contributed to the success of the convening.

Their discussions further emphasized the importance of accurate, updated, and reliable community-based data in crafting responsive programs and policies for the welfare of every Calbayognon.

Special recognition is also given to the hardworking Secretariat from the City Planning and Development Office (CPDO) for their dedication, coordination efforts, and commitment in ensuring the smooth conduct of the activity.

The City Planning and Development Office proudly acknowledges the successful participation of Mr. Reo M. Marquez, EnP., who represented the office during the Provincial Orientation Seminar on the Magna Carta of the Poor (MCP) – Local Poverty Reduction Action Plan (LPRAP) Formulation Process.

The seminar served as an important venue in strengthening the commitment of Local Government Units toward inclusive development, poverty reduction strategies, and the formulation of responsive plans and programs that will uplift the lives of marginalized sectors in our communities.

Through the active representation of Mr. Marquez, our office continues to support initiatives that promote participatory governance, sustainable development, and effective local planning aligned with the goals of the Magna Carta of the Poor.

This important activity was successfully attended by our dedicated personnel: Ar. Pedro Don O. Saborrido, EnP., Engr. Jovito Jade A. Lacaba, and Mr. Charlie G. Juampit, whose active participation reflects the office’s commitment to enhancing technical knowledge, strengthening development planning, and promoting effective implementation of guidelines for sustainable local governance.

Today, we celebrate not just the completion of an academic requirement, but also the meaningful memories and experiences shared with our office family.

A simple yet joyful lunchtime gathering was prepared as our way of expressing gratitude and appreciation to our two hardworking On-the-Job Trainees from Northwest Samar State University — Ms. Ailyn Cagomoc and Mr. John Rhay Branzuela — who successfully completed their required 600 hours of internship in our office.

Since January 26, 2025 until May 7, 2026, they have shown dedication, eagerness to learn, professionalism, and positive camaraderie with our employees. Their presence and contributions became part of our everyday work environment, making their journey with us truly memorable.

As they move forward to greater opportunities and future endeavors, we wish them continued success and inspiration in achieving their dreams. Thank you for being part of our office family. May the knowledge and experiences you gained during your internship guide you toward a brighter future.

A significant milestone in advancing the development agenda of Calbayog City was achieved with the approval of the Annual Investment Program (AIP) CY 2026 Supplemental No. 1 amounting to 𝗣𝗵𝗽 𝟮,𝟯𝟲𝟴,𝟴𝟱𝟱,𝟬𝟬𝟬.𝟬𝟬.

The proposed supplemental AIP was initially reviewed and approved by the City Development Council (CDC) Executive Committee during its meeting held on April 22, 2026, recognizing the importance of the identified priority programs, projects, and activities geared towards the continuous growth and development of the City.

Subsequently, the proposal was endorsed to the Sangguniang Panlungsod and was formally approved during its session on April 28, 2026. Through the motion for approval introduced by Hon. Atty. Eduardo P. Tibo and unanimously seconded by the members of the Sanggunian, the body manifested its full support and commitment to the implementation of programs and initiatives that will greatly benefit the people of Calbayog.

The approval of the AIP CY 2026 Supplemental No. 1 reflects the strong collaboration among the local development councils, legislative officials, and city departments in ensuring responsive governance, strategic investments, and sustainable development for the community.

The Provincial Level Training on R Programming and Data Management using the 2024 Community-Based Monitoring System (CBMS) Data was successfully conducted on April 27 to May 1, 2026 at the Digital Transformation Center under the Department of Information and Communications Technology (DICT), City of Catbalogan, Samar.

This intensive training aimed to enhance the technical capabilities of participating Local Government Unit personnel in utilizing R Programming for data processing, management, analysis, and interpretation of the 2024 CBMS data. Through this activity, participants gained valuable knowledge and practical skills that will further strengthen data analytics, local planning, policy formulation, and evidence-based decision-making in their respective offices and communities.

The final day of the Barangay Development Planning Workshop under the Retooled Community Support Program, held on April 14–16, 2026 at the City Engineering Conference Room, Calbayog City, marked a meaningful culmination of collaboration, learning, and commitment to grassroots development.

The six participating barangays—Mabini 1, Panmorotan, Calocnayan, Olera, Tinaplacan, and Hamorawon—successfully presented their respective workshop outputs, showcasing their collective efforts in crafting responsive and inclusive development plans for their communities. In the afternoon, participants were recognized for their dedication and active engagement through the awarding of Certificates of Attendance.

We extend our sincere appreciation to all barangay officials and community representatives for their invaluable participation and commitment throughout the three-day activity. Your active involvement is a vital step toward strengthening local governance and community-driven development.
Special acknowledgment is also given to the hardworking Secretariat, led by the Planning Division under the guidance of Ms. Ma. Zelinada O. Resano, with the support of Mr. Charlie Gumarang and Ms. Crisanda A. Felices for ensuring the smooth and successful conduct of this workshop.

The City Government of Calbayog proudly participated in the Strengthening LGU Decentralization Efforts through Enhanced Comprehensive Development Planning (CDP) Assessment Process and FY 2026 CDP Assessment held on April 14–16, 2026 at the Samar Convention Center, Catbalogan City.

As part of the scheduled assessment, LGU–Calbayog City underwent its evaluation on April 16, 2026, presenting its Comprehensive Development Plan (CDP) for 2021–2026. This important activity serves as a vital step in assessing the current plan and preparing for its updating in the coming year, ensuring that development strategies remain responsive, inclusive, and aligned with the evolving needs of the community.

The City Planning and Development Office was ably represented by Ms. Ligaya Noroña-Bagsarsa and Ms. Roselle P. Esponilla, whose dedication and commitment to advancing quality planning and development initiatives continue to strengthen the City’s pursuit of sustainable and participatory governance.
