In a proactive move to fortify its bid for the gold standard of local governance, DILG Calbayog led by CLGOO Gretchen Mae D. Corrales, conducted a comprehensive mock assessment for the Regional Seal of Good Local Governance (SGLG) Champions Eastern Visayas on March 18, 2026. The validation session, hosted at the City Engineering’s Office, served as a simulation for city department heads and focal persons. By simulating the actual regional evaluation process, the activity provided a transparent platform to audit the city’s current administrative standing and document readiness.

The primary objective of this exercise was to assess the current state of Calbayog City’s preparedness for the official Regional Seal of Good Local Governance Champions validation scheduled for later this year. This assessment scrutinized the city’s performance across the ten essential governance areas.

By conducting this mock assessment, Calbayog City underscores its unwavering commitment to transparency, accountability, and public service. The insights gained from this session will serve as a roadmap for the city government to refine its operations and bridge any remaining deficiencies. This strategic preparation highlights a collective ambition to not only meet the "All-or-Nothing" criteria of the Seal of Good Local Governance, but to emerge as a benchmark for excellence in local governance.

On March 12, 2026, DILG Calbayog conducted a series of on-site assessments and validations across several barangays in the Oquendo District. Represented by LGOO II Kevin John D. Longara and LGOO II Sean Ed Gregory P. Igano, the field visit focused on monitoring the localized implementation of various DILG programs to ensure they meet national standards.

The validation process serves as a critical oversight mechanism to evaluate how effectively barangay officials are translating government directives into community results. By monitoring barangay submissions and physical accomplishments, DILG Calbayog provided technical guidance to help improve administrative performance and program sustainability at the grassroots level.

Ultimately, this initiative aims to ensure the effectiveness and efficiency of basic service delivery to the people. Through these regular field visits, DILG Calbayog reinforces its commitment to good governance, ensuring that every barangay in Calbayog City remains accountable and responsive to the needs of its constituents.

𝐃𝐈𝐋𝐆 𝐂𝐚𝐥𝐛𝐚𝐲𝐨𝐠 𝐂𝐢𝐭𝐲 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐬 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐕𝐀𝐖 𝐃𝐞𝐬𝐤 𝐎𝐟𝐟𝐢𝐜𝐞𝐫𝐬 𝐟𝐨𝐫 𝐖𝐨𝐦𝐞𝐧'𝐬 𝐌𝐨𝐧𝐭𝐡

In a steadfast commitment to the protection and empowerment of women, Calbayog City held an Anti-Violence Against Women and their Children Training on March 11, 2026. Held at the Calbayog City Sports Center, the event served as a focal point for the city’s observance of Women’s Month. The session aimed to bridge the gap between policy and practice, ensuring that barangays would be equipped with the knowledge and infrastructure necessary to respond to cases of gender-based violence with both urgency and empathy.

CLGOO Gretchen Mae D. Corrales delved deeply into the specific Roles and Functions of the Barangay VAW Desk Officer, emphasizing their critical position as the first point of contact for survivors. Participants were guided through the technicalities of Republic Act 9262, or the Anti-Violence Against Women and their Children (VAWC) Act, focusing on the proper protocols for intake, the issuance of Barangay Protection Orders (BPOs), and the maintenance of strictly confidential records. LGOO II Sean Ed Gregory P. Igano discussed DILG Memorandum Circular No. 2017-114 which outlines the guidelines for monitoring the functionality of the Barangay VAW Desk in every barangay. By clarifying these mandates, the DILG aims to transform VAW Desks from mere administrative requirements into active, functional sanctuaries that provide tangible support to those in need.

Through the leadership of CLGOO Corrales, the discussion reinforced the idea that local governance is the backbone of social protection. As the city continues its Women’s Month activities, the DILG remains dedicated to ensuring that every barangay official is not only aware of the law but is also a capable advocate for the safety and dignity of every woman and child in the city.

The Sub-Cluster Action Team (S**T) HUMATOL successfully held its Monthly Meeting to strengthen coordination among DILG officers in Calbayog City and the municipalities of Sto. Niño, Sta. Margarita, Almagro, and Tagapul-an. The meeting was attended by the S**T HUMATOL members composed of CLGOO Gretchen Mae D. Corrales and LGOO II Romeo M. Velasco of Calbayog City, together with MLGOO Mira Korina B. Julaton of Sto. Niño (S**T Head), MLGOO Ivo Allan C. Ty of Sta. Margarita, MLGOO Mariza Q. Bautista of Almagro (via Zoom), and MLGOO Joyce Mae B. Ventures of Tagapul-an. The activity was also virtually attended by the DILG Samar Cluster Head Carolina O. Ampong, Provincial Focal Person LGOO II Mary Angel O. Alcala, and LGOO II Sean Ed Gregory P. Igano.

During the meeting, Cluster Head Carolina O. Ampong delivered an inspirational message highlighting the mandate and responsibilities of DILG officers in ensuring effective local governance, while also reminding the team about the upcoming performance audits and the timely submission of required reports. Meanwhile, LGOO II Mary Angel O. Alcala discussed the upcoming Functionality Audit of the Peace and Order Council (POC) and Anti-Drug Abuse Council (ADAC). The meeting continued with a focused group discussion facilitated by S**T Head MLGOO Mira Korina B. Julaton regarding the submission of various reports, followed by an open forum where S**T members raised concerns, clarified guidelines, and shared best practices to improve compliance and coordination among the member LGUs.

In adherence to DILG Memorandum Circular No. 2026-005, Guidelines on the Adoption of a Compressed (Four-Day) Workweek Arrangement and Energy Conservation Measures in the DILG Central and Regional Offices, pursuant to Memorandum Circular No. 114, s. 2026 issued by the Office of the President of the Philippines, the DILG Calbayog City Operations Office will implement a Compressed Four-Day Workweek Schedule.

⏰ Office Hours: 7:00 AM – 6:00 PM or 8:00 AM – 7:00 PM

This measure is adopted in support of the government’s energy conservation initiatives while ensuring the continued and efficient delivery of public services.

The DILG Calbayog City Operations Office participated in the Reintegration Program for Friends Rescued (Former Rebels) held on March 6, 2026 at the Barangay Palanas Cara Covered Court, a program led by the Samar Police Provincial Office aimed at supporting the reintegration of former rebels into mainstream society. During the activity, CLGOO Gretchen Mae D. Corrales delivered a message of inspiration and encouragement, affirming the government’s commitment to peacebuilding and inclusive development while encouraging the Friends Rescued to embrace this new beginning and actively participate in building peaceful and resilient communities. The activity highlights the continuing collaboration of government agencies and stakeholders in promoting sustainable peace and providing opportunities for former rebels to rebuild their lives.
