The 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐏𝐚𝐲𝐚𝐡𝐚𝐧 successfully conducted its 𝗦𝗞 𝗜𝗻𝘃𝗲𝗻𝘁𝗼𝗿𝘆 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗥𝗲𝗽𝗼𝗿𝘁, spearheaded by the 𝘚𝘢𝘯𝘨𝘨𝘶𝘯𝘪𝘢𝘯𝘨 𝘒𝘢𝘣𝘢𝘵𝘢𝘢𝘯 𝘐𝘯𝘷𝘦𝘯𝘵𝘰𝘳𝘺 𝘛𝘦𝘢𝘮 (𝘚𝘒𝘐𝘛), as part of its commitment to transparency, accountability, and good governance.

This initiative ensures that all SK properties, equipment, and records are properly documented and accounted for in preparation for the 𝗕𝗦𝗞𝗘 𝟮𝟬𝟮𝟲 𝗧𝘂𝗿𝗻𝗼𝘃𝗲𝗿. Through responsible stewardship of public resources, we continue to uphold integrity and promote a smooth transition for the next set of youth leaders.

The 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗻𝗴 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗣𝗮𝘆𝗮𝗵𝗮𝗻 has formally begun preparations for the orderly turnover of records, properties, and accountabilities in connection with the 𝟮𝟬𝟮𝟲 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗮𝗻𝗱 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 (𝗕𝗦𝗞𝗘). This follows the issuance of 𝙀𝙭𝙚𝙘𝙪𝙩𝙞𝙫𝙚 𝙊𝙧𝙙𝙚𝙧 𝙉𝙤. 2026-08-001, signed on 𝘑𝘶𝘭𝘺 26, 2026, creating the 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 𝐓𝐞𝐚𝐦 (𝐒𝐊𝐈𝐓).

On 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭, 𝟮𝟬𝟮𝟲, the SKIT convened its inaugural meeting upon the call of 𝗦𝗞 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 𝗛𝗼𝗻. 𝗖𝗮𝘀𝘁𝗼𝗿 𝗧𝗿𝗼𝘆 𝗖. 𝗗𝗲𝗹𝗮 𝗧𝗼𝗿𝗿𝗲. Members were oriented on their roles and responsibilities, took their oath of commitment, and prepared for the conduct of the inventory process. The meeting was also witnessed by (1) 𝗼𝗻𝗲 𝗬𝗼𝘂𝘁𝗵 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃e and (1) 𝗼𝗻𝗲 𝗞𝗮𝘁𝗶𝗽𝘂𝗻𝗮𝗻 𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗠𝗲𝗺𝗯𝗲𝗿, who will serve as youth witnesses during both the initial and final inventory activities.

As part of its mandate, the SKIT will conduct its 𝗜𝗻𝗶𝘁𝗶𝗮𝗹 𝗜𝗻𝘃𝗲𝗻𝘁𝗼𝗿𝘆 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 on 𝐖𝐞𝐝𝐧𝐞𝐬𝐝𝐚𝐲, 𝐀𝐮𝐠𝐮𝐬𝐭 𝟓, 𝟐𝟎𝟐𝟔, 𝐚𝐭 𝟑:𝟎𝟎 𝐏𝐌 at the 𝗦𝗞 𝗠𝘂𝗹𝘁𝗶-𝗣𝘂𝗿𝗽𝗼𝘀𝗲 𝗛𝗮𝗹𝗹. The team will also oversee the final inventory and turnover of SK records, properties, and accountabilities to the newly elected Sangguniang Kabataan officials following the 2026 BSKE.

The initiative reinforces the Sangguniang Kabataan's commitment to transparency, accountability, and an orderly transition of leadership, ensuring continuity of public service and responsible stewardship of government resources.

𝗗𝗲𝗹𝗮 𝗧𝗼𝗿𝗿𝗲, SK Chairperson of 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙋𝙖𝙮𝙖𝙝𝙖𝙣, represented the Office of the Sangguniang Kabataan of Barangay Payahan during the 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗔𝘂𝗱𝗶𝘁 (𝗖𝗢𝗔) 𝗘𝗻𝘁𝗿𝗮𝗻𝗰𝗲 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲for the audit of the 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗢𝗳𝗳𝗶𝗰𝗲𝘀 𝗼𝗳 𝗖𝗮𝗹𝗯𝗮𝘆𝗼𝗴 𝗖𝗶𝘁𝘆, covering 𝘊𝘢𝘭𝘦𝘯𝘥𝘢𝘳 𝘠𝘦𝘢𝘳𝘴 2022–2025.

The conference was spearheaded by 𝐌𝐫. 𝐋𝐞𝐨𝐩𝐨𝐥𝐝𝐨 𝐀. 𝐌𝐚𝐫𝐜𝐢𝐚𝐥, 𝐉𝐫., State Auditor IV and Audit Team Leader, together with 𝐌𝐫𝐬. 𝐉𝐚𝐧𝐞 𝐑𝐞𝐜𝐡𝐞𝐥𝐥𝐞 𝐀𝐧𝐢𝐛𝐚𝐧-𝐀𝐦𝐢𝐬𝐭𝐨𝐬𝐨, Commission on Audit Officer, and attended by 𝐌𝐫. 𝐀𝐛𝐢𝐜𝐞𝐫 𝐋. 𝐃𝐨𝐫𝐨𝐣𝐚, 𝐑𝐒𝐖, Officer-in-Charge of the City Youth Development Office (CYDO) of Calbayog City, alongside the Sangguniang Kabataan Chairpersons from across the city.

The Entrance Conference officially marked the commencement of the audit process and highlighted the importance of transparency, accountability, and sound financial management in public service. Through active participation in initiatives that promote good governance, the Office of the Sangguniang Kabataan of Barangay Payahan reaffirms its commitment to ethical leadership, responsible stewardship of public resources, and empowering the youth through integrity and excellence in service.
