๐‚๐€๐‹๐๐€๐˜๐Ž๐† ๐‚๐ˆ๐“๐˜ - In compliance with Memorandum No. 05 issued by City Mayor Raymund "Monmon" C. Uy on February 12, 2026, the City Mayor's Office - ICT Team (CMO-ICT) has formally commenced the pre-deployment setup and turnover of official GovMail accounts as part of the first phase of the city-wide email rollout.

The CMO-ICT Team has conducted on-site assistance at each department, guiding personnel through the configuration and activation of their assigned official email addresses under the ".gov.ph" domain, which are part of the Government Mail (GovMail) platform the official email service of the Philippine government managed by the Department of Information and Communications Technology (DICT).

For concerns regarding GovMail access, configuration, or usage, departments may coordinate directly with the CMO-ICT through its official GovMail account at [email protected].

Six (6) Bachelor of Science in Information Technology students from Northwest Samar State University (NWSSU) began their On-the-Job Training on February 9, 2026, at the Office of the City Mayor through its ICT Unit (DIGIT), as part of the cityโ€™s continuing support for student training and skills development.

Under the supervision of Francis Mark Naga Mawo, Executive Assistant IV, the interns will complete a total of 600 hours of hands-on training over the next several months, covering government ICT systems, database management, website development, and technical support operations.

The interns will also participate in the unitโ€™s various initiatives, including the local governmentโ€™s efforts to strengthen data privacy compliance, expand interactive digital services across City Hall offices, and support ongoing DICT- and DOST-led programs.

This training program is made possible through a Memorandum of Agreement between Mayor Raymund "Monmon" C. Uy and NWSSU, reflecting a strong partnership between the local government and the academe in developing competent and industry-ready IT professionals.

The students are expected to complete their training by mid-year, gaining valuable public sector experience while contributing to the enhancement of service delivery for the community.

CALBAYOG CITY โ€“ The Department of Science and Technology (DOST) Region VIII - Provincial Science and Technology Office, DOST - Samar PSTO convened a planning and review session for the DOST-GIA (Year 2) Project on January 30, 2025, at the Conference Room, City Mayor's Office.

The session was led by Project Lead Francis Mark Naga Mawo and his team. DOST officials present included Dr. Evelyn B. Tablante, Provincial Director of DOST Region VIII-PSTO Samar; Ms. Emelyn A. Maglahus, Supervising Science Research Specialist; and Jincent I. Mercado, Technical Aide.

Discussions on other DOST-funded projects were also held during the gathering. Department heads and representatives who participated included:

Despite Mayor Raymund "Monmon" C. Uy tight schedule for the day, he met with the team briefly to go over a few updates regarding the city's ongoing activities and plans for this year. His presence underscored the local government's support for science and technology initiatives aimed at community development.

DICT Officials Inspect Calbayog City eGov Kiosk

Calbayog City - DICT representatives inspected the eGov Kiosk at Calbayog City Hall on October 29, 2025.

Mr. Cosme T. Socito Jr., DICT Regional eGov Alter-Focal Person, and Mr. Clement Abaigar, DICT eGov Helpdesk staff, met with the eGov Team Calbayog headed by Project Lead, Francis Mark N. Mawo and eGov Focal Person, Ruel II T. Plaza to assess the kiosk's performance and current operational status.

Key Areas of Inspection:

Kiosk Condition: Hardware and System Performance
The team examined the kiosk's physical components, touchscreen functionality, internet connectivity, and overall system performance to identify any maintenance needs and ensure optimal operation.

Services Offered: Partial Range of Government Transactions
Officials noted that a partial range of government transactions is currently accessible, including selected services from NGA's like the Philippine Statistics Agency, National Bureau of Investigation, Bureau of Fire Protection, and other basic government services. Additional government services are scheduled for integration in the coming months, as the system continues to be updated with more agency databases. The team is working to make the full range of services available soon, in time for the full implementation of RA 12254, also known as the E-Governance Act, which was signed last September 5, 2025.

Customer Accessibility: Ease of Use for All Citizens
The inspection assessed the kiosk's accessibility for all users, including PWDs and senior citizens. The kiosk features an intuitive interface, with City Hall staff available for assistance during regular office hours.

Kiosk Location: Strategic Placement at City Hall Entrance
The team evaluated the kiosk's position at the City Hall lobby entrance on JD Avelino Avenue, Brgy. Aguit-itan, noting its visibility, accessibility, secure indoor environment, and adequate space for users.

Moving Forward

The inspection highlights the ongoing efforts to expand and enhance eGov services for Calbayognons. The DICT team and local eGov personnel continue to work on integrating additional government services to provide more comprehensive digital access to citizens.
