The Bureau of Internal Revenue (BIR) conducted an Executive Briefing on the Real Property Valuation and Assessment Reform Act (RPVARA) on April 28, 2026, in coordination with the Department of Finance (DOF), the Bureau of Local Government Finance (BLGF) and the Philippine Tax Academy.
โRPVARA is a much-awaited, long-term reform. Hindi man ito repormang mararamdaman nang buo overnight, it will shape the way the government values, administers, and taxes real property for many years to come,โ BIR Commissioner Charlito Martin R. Mendoza said.
The briefing forms part of the Bureauโs preparations for the shift to a market value-based property valuation system, supported by mass appraisal, proper valuation standards, and stronger coordination between national and local governments. The reform is expected to provide a more credible basis for property-related taxation and promote greater fairness, consistency, and trust in real property valuation.
Existing zonal values remain in force for now and will eventually be replaced once the new Schedules of Market Values are issued. The BIR had earlier halted all zonal valuation revision activities as part of the transition, while the Department of Finance targets full implementation of the new system by 2028 to 2029.
Under RPVARA, LGUs retain authority over tax rates and assessment levels, while valuation standards and oversight will be strengthened through the BLGF. The BIR also emphasized the need to prepare its people, systems, data architecture, and regulations early for the reform.
โThis briefing is not only about understanding the law. It is about preparing our people who will help carry the reform,โ Commissioner Mendoza said. โIf we prepare well today, we help build a valuation and revenue system that taxpayers, local governments, and the national government can rely on for years to come.โ
The briefing was attended by key officials and resource persons from partner agencies, including Atty. Joemyl Baloro, Assistant Secretary of the DOF Legal Services and Local Finance Group; Atty. Euvimil Nina R. Asuncion, Assistant Secretary of the DOF Revenue Operations Group; Ma. Pamela P. Quizon, Chancellor of the Internal Revenue Institute; Ma. Lourdes V. Dedal, Vice Chancellor of the IRI; Atty. Cecilynne R. Andrade, City Assessor of Valenzuela City; and Michael Jayson C. Carlos, Municipal Assessor of San Simon, Pampanga. Also present were key officials of the BIR from the National Office.
