The Albay Veterinary Office successfully spearheaded the Year-End Assessment for City/Municipal Agriculturists and Veterinarians cm the 3rd Annual Animal Extension Workers Achievers Awards, held on December 5, 2025, at the Farmers Auditorium, Albay Farmers Bounty Village, Cabangan, Camalig, Albay, with the participation of stakeholders from national and partner agencies, farmer groups, cooperatives, associations, and various CMLGUs.

The activity was conducted in two parts. The morning session focused on assessment and planning, featuring presentations of CY 2026 plans, programs, and activities from national and partner agencies, followed by the accomplishment reports and proposed plans of the city and municipal LGUs, including the consolidated report of the AVO. With the presence of the Provincial Planning and Development Officer, Engr. Eduardo Matias, the session served as a platform to review collective accomplishments and ensure that the province’s direction for the coming year remains aligned and well-coordinated.

The afternoon session featured the 3rd Annual Animal Extension Workers Achievers Awards, recognizing excellence through five major award categories and four special awards.

The Outstanding Animal Extension Worker of the Year was awarded to Mr. Gil Camases of Guinobatan, Albay, who earned the honor for the three consecutive year. All awardees received a plaque, Certificate of Commendation, and a PHP 5,000.00 mock cheque for each category won, to be claimed at the Provincial Treasurer's Office.

This milestone event reflects not only achievements, but also the spirit of collaboration and shared commitment. The Albay Veterinary Office extends heartfelt gratitude to all partners, stakeholders, and attendees whose dedication and support continue to drive progress in animal health and livestock development across the province.

The Province of Albay has officially ended the final onsite validation for the 2025 Search for Provincial Rabies Prevention and Control Program Best Implementers under both the Local Government Unit (LGU) and Barangay categories — marking a crucial milestone in strengthening community-based rabies control efforts across the province.

A total of 11 LGUs and 31 Barangays emerged as final finalists after passing the initial screening and documentary evaluation. These finalists underwent comprehensive onsite validation and in-depth interviews conducted from November 18 to 27, 2025, to assess the actual implementation and impact of their local rabies prevention initiatives.
The evaluation process was anchored on the globally recognized STOP-R Framework, the five strategic pillars for rabies elimination:
• S – Surveillance and epidemiology: Strengthening data collection, case reporting, and disease tracking
• T – Treatment and vaccination: Ensuring accessibility of post-exposure prophylaxis and mass dog vaccination
• O – One Health approach: Promoting integrated collaboration between human health, animal health, and environmental sectors
• P – Prevention and education: Sustained information campaigns and community awareness
• R – Responsible pet ownership: Enforcement of registration, vaccination, and humane animal management practices

The validation team was composed of representatives from the Albay Veterinary Office, Albay Provincial Agriculture Office, Albay Provincial Health Office, and the Department of Agriculture Regional Office V, ensuring a multi-sectoral and objective assessment of each finalist’s performance.

This annual search is conducted to raise public awareness on rabies as a fatal yet preventable disease, strengthen responsible pet ownership, and institutionalize effective rabies prevention and control mechanisms at both barangay and LGU levels. More importantly, it recognizes and encourages local champions who translate policies into concrete grassroots action — protecting both human lives and animal welfare.

With all validations completed, tabulation and final deliberation are now ongoing, as evaluators carefully determine the most deserving implementers. The much-anticipated Awarding Ceremony will take place on December 10, 2025, where the top-performing LGUs and barangays will be formally recognized for their exemplary commitment to achieving a Rabies-Free Albay.

In a continuing effort to protect consumers and elevate the standards of food handling in the province, the Provincial Meat Inspection Service (PMIS) under the Animal Health and Regulatory Division (AHRD) of the Albay Veterinary Office convened meat industry stakeholders today for a focused seminar on "Food Safety Regulation and Meat Safety".

The one-day activity brought together meat inspectors, meat vendors, processors, and local food authority personnel, forming a vital cross-section of the province’s meat supply chain. The seminar aimed to reinforce proper regulatory practices and ensure that food safety remains a top priority from slaughter to sale.

Experts from the Food and Drug Administration (FDA) and the National Meat Inspection Service (NMIS) served as the day’s key resource persons. Their presentations highlighted the stringent standards governing food and meat safety, the importance of regulatory compliance, and the crucial role that frontline industry workers play in preventing contamination and foodborne illnesses.

Throughout the discussions, participants were reminded that safeguarding public health begins with consistent, science-based handling procedures. Topics ranged from proper storage and processing protocols to updated national regulations and best practices adopted by regulatory bodies.

According to the PMIS-AHRD, the seminar’s primary objective was to strengthen the operational knowledge of local meat handlers, enhance coordination among agencies, and uphold the integrity of the province’s food safety network. The initiative forms part of the province’s broader mandate to ensure that all meat and meat products made available to the public meet the highest safety and quality standards.

The event concluded with a renewed commitment among participants and organizers to maintain vigilance and accountability within the meat industry—recognizing that safe food is not only a regulatory requirement but a shared responsibility for the wellbeing of every Albayano.

A meeting was convened with personnel from the Department of Agriculture – Regional Field Office 5 (DA-RFO 5) at the AVO Conference Room in Cabangan, Camalig, Albay to discuss the proposed establishment of an Animal Evacuation Center cm Auction Market. Both agencies worked hand in hand to identify the project’s objectives, major components, budgetary requirements, institutional roles, and implementation timeline to ensure its effective ex*****on.

Simultaneously, AVO also attended the emergency meeting at the PDRRMC Operations Center located at the APSEMO Building in Legazpi City. The session focused on the latest developments in Mayon Volcano’s activity, the prevailing weather and climate outlook, and the province’s preparedness and response strategies to safeguard both communities and livestock.

Meanwhile, the Provincial Agriculture and Fishery Council (PAFC) Executive Committee Meeting was held at the FITS Center, APAO, Cabangan, Camalig, Albay, where the Albay Veterinary Office’s Programs, Projects, and Activities (PPAs) set for implementation during the remaining months of the year were presented and discussed. The meeting emphasized the province’s sustained commitment to strengthening inter-agency coordination and ensuring the continuous delivery of agricultural and veterinary services toward the year’s end.

The Provicial Government Albay, through the Albay Veterinary Office, recently turned over two sets of native chickens to the Albay Pili and Cacao Agriculture Cooperative (APCA) as part of its Livelihood Enhancement through Animal Dispersal Program.

Each set includes 30 native chickens. One group will be raised in Malama, Ligao, City, while the other will be reared in Ponso, Polangui, Albay.

This livelihood project is part of the province’s continuing effort to promote agricultural growth, food security, and poverty reduction by helping cooperatives venture into diversified farming that combines both crop and livestock production.

In return, the cooperative has pledged to repay and share a number of quality chickens with its members and nearby communities once the stocks multiply, allowing more families to benefit from the project over time.

The Provincial Government of Albay, through the Albay Veterinary Office, in partnership with the Cooperative Development Authority (CDA) and the Albay Provincial Cooperative and Enterprise Management and Development Office (APCEMDO), spearheaded the Gender-Responsive Pre-Registration Seminar for Farmer Groups and Associations on October 15, 2025, at Zubiri Hall, APCEMDO Building, Cabangan, Camalig, Albay.

The activity was participated in by 43 members representing various farmer groups and associations from different City and Municipal Local Government Units (CMLGUs) across the province.

This seminar served as a pre-requisite requirement for farmer organizations aspiring to register and establish a cooperative in compliance with the guidelines set by the CDA. It also aimed to promote gender inclusivity and equal participation among men and women in cooperative development and enterprise formation.
