Day 2: EVHRDC Strategic Review and Operational Planning

The second day of the activity commenced with a presentation on the ongoing programs and services of the DOST-PCHRD delivered by Ms. Bea Muriel Hautea, PTA IV. The presentation provided an overview of current initiatives and opportunities that support the advancement of health research and development.

This was followed by the presentation of the Causal Loop Diagrams (CLDs) by the respective committee chairs. The CLDs identified recurring issues and systemic factors affecting the committeesโ€™ ability to achieve their targets and outlined proposed interventions to address these challenges. MMHRDC Director Dr. Hilton Y. Lam, DOST-PCHRD Supervising SRS. Ms. Lucila E. Roja, and former Regional Project Officer Ms. Anicia P. Catameo provided valuable insights and recommendations to further refine the identified interventions and strengthen the committeesโ€™ strategies.

The afternoon session focused on the workshop and presentation of the Consortiumโ€™s 2027 Annual Operational Plan and Work and Financial Plan (WFP). DOH-Eastern Visayas Center for Health Development (EVCHD) Regional Director and EVHRDC Chairperson Dr. Exuperia B. Sabalberino, together with DOST-Eastern Visayas and EVHRDC Co-Chairperson Dr. John Glenn D. Ocaรฑa, presided over the session. They provided strategic guidance and recommendations to ensure that the proposed programs and activities are responsive to emerging health concerns, aligned with current trends in health research, and supportive of the Consortiumโ€™s strategic priorities.

The dayโ€™s discussions and planning sessions reinforced the Consortiumโ€™s commitment to evidence-informed strategies, strengthened collaboration, and coordinated action toward advancing health research and development in Eastern Visayas

Eastern Visayas Health Research and Development Consortium (EVHRDC) kicks off its 2027 Strategic (Review and Operational) Planning today, September 28, 2026, at Hotel Alejandro, Tacloban City.

The two-day planning activity brings together EVHRDC consortium member institutions to review accomplishments, identify gaps and unfinished priorities, and develop strategic directions and operational solutions for 2027.

Day 1 opened with messages from Dr. John Glenn D. Ocaรฑa, Regional Director of DOST Eastern Visayas and Co-Chairperson of EVHRDC, and Dr. Lucia P. Dauz, Sr. SRS of DOST Eastern Visayas and Consortium Director.

Participants then delved into the Strategic Planning Framework and Workshop Process, facilitated by Dr. Hilton Y. Lam of the University of the Philippines Manila. This was followed by a review of the Consortium's operational plan outputs, accomplishments, gaps and unfinished priorities presented by Mr. Raymond G. Campo, EVHRDC Coordinator.

The afternoon sessions focused on Systems Thinking and Causal Loop Diagrams (CLD), providing participants with a framework for understanding interconnected challenges and identifying potential areas for strategic intervention. Participants then worked in groups to map solutions to identified deficiencies in the Strategic Plan, Annual Operating Plan, and Work and Financial Plan.

Day 1 was all about looking back at what weโ€™ve accomplished, identifying the gaps and challenges we still need to address, and working together on where we want EVHRDC to go in 2027.

The Department of Science and Technologyโ€“Food and Nutrition Research Institute (DOST-FNRI), in collaboration with DOST-Eastern Visayas and the Eastern Visayas Health Research and Development Consortium (EVHRDC), conducted a 3-Day Training Workshop on Conducting Virtual Focus Group Discussion (VFGD) for the Eastern Visayas VFGD Core Team.

The training supports the implementation of the study titled โ€œAssessment of the Intention for Behavior and Lifestyle Change Among Selected Adults Following Genetic Testing and DNA-Based Nutrition Counseling: A Regional Perspective,โ€ led by Principal Investigator Ms. Frances Isabelle B. Jacalan. The study aims to assess the intention of selected Filipino men and women to adopt changes in their behavior and lifestyle following genetic testing and DNA-based nutrition counseling.

The first day of the workshop focused on the project overview, introduction to VFGD, and preparations for conducting the virtual sessions. On Day 2, participants engaged in a return demonstration and workshop proper, which included the pilot testing of the VFGD procedures for the study.

Six additional participants were invited to take part in the pilot testing, providing the Eastern Visayas VFGD Core Team with an opportunity to simulate the actual VFGD process, assess the effectiveness of the discussion guide and facilitation procedures, and identify areas for improvement prior to the actual conduct of the study.

The training strengthens the capacity of the Eastern Visayas VFGD Core Team to effectively conduct virtual qualitative data collection and contributes to the successful implementation of the study.

EVHRDC Supports UP Tacloban Research Initiative

In line with its commitment to advancing health research aligned with regional priority areas, the Eastern Visayas Health Research and Development Consortium (EVHRDC) awarded financial support to the research project of Dr. Flordeliz Dacuyan of the University of the Philippines-Tacloban.

To formally commence the project, EVHRDC paid a courtesy call on the newly appointed Chancellor of UP Tacloban, Dr. John Paul T. Yusiong, reaffirming the consortium's continued partnership with the university in strengthening health research in Eastern Visayas.

A grant orientation was subsequently conducted with Dr. Dacuyan's research team and university personnel to discuss project deliverables, implementation timelines, and reporting requirements prior to the project's implementation. The session was facilitated by Mr. Jeremy V. Jusay, EVHRDC Secretariat, and Mr. Raymond G. Campo, EVHRDC Coordinator.

Through initiatives like this, EVHRDC continues to empower researchers in generating evidence that will contribute to improving health programs and local policies in the region.

The Research Proposal Enhancement Workshop, spearheaded by the EVHRDC Research Management Committee (RMC), concluded today, August 26, at Hotel Estrella, Tacloban City.

On its final day, researchers from Tacloban City Hospital, Southern Leyte State University, and the Department of Health - PDOHO Samar presented their revised detailed research proposals. The presentations reflected the recommendations and suggestions they received from the RMC panel during the first two days of the workshop.

The panel members shared their final comments, which the researchers will incorporate into their proposals before submitting the revised versions to the Technical Review Board (TRB) for review in September.

The three - day workshop served as a venue for refining the proposed studies and ensuring that they are responsive, feasible, and aligned with the research priorities of the region.
