The two‑day Training on Governance and Management of Cooperatives has successfully concluded.

Day 2 Highlights:

*Effectiveness & Efficiency in governance

*Preventing abuses in cooperative leadership

*Managing successful meetings

*Allocation & distribution of net surplus

*Strengthening cooperative values

Interactive workshops allowed participants to reflect on current practices and identify gaps, while post‑tests and evaluations measured knowledge gained and guided future improvements.

𝗗𝗮𝘆 1 𝗼𝗳 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 and Management 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴

As part of its ongoing capacity-building initiative for cooperatives, the City of Candon, through the CCDC and CCDO, is conducting a Training on Governance and Management of Cooperatives at the ABC Session Hall. Present during the opening rites was CCDC Chairperson, Mr. Efren Orpilla.

Day 1 served as a comprehensive refresher on cooperative fundamentals, covering democratic structures, leadership roles, and operational systems that promote accountability, sustainability, and member participation. The sessions also explored the eight essential elements of cooperatives, with in-depth discussions ranging from the authority of the General Assembly to the specific responsibilities of the Board of Directors, various committees, and management staff.

A total of 51 𝙘𝙤𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙫𝙚 𝙡𝙚𝙖𝙙𝙚𝙧𝙨 from Candon attended the training.

Serving as resource speakers were CCDO Grace Ramos and SCDS Richie Andino, both CDA certified trainers.

𝙎𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙞𝙣𝙜 𝘾𝙤𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙫𝙚 𝘾𝙤𝙣𝙨𝙪𝙢𝙚𝙧 𝙋𝙧𝙤𝙩𝙚𝙘𝙩𝙞𝙤𝙣

On August 13, 2026, the Orientation on Financial Consumers Protection Assistance Management System (FCPAMS) and related issuances was successfully held at the SHSC Sapphire Event Center, through the collaboration of CDA Region 1, LGU Candon City, and the Ilocos Sur Union Cooperative (ISUC).

The activity empowered cooperatives on RA 11765, ensuring protection for both consumers and cooperatives.

It was attended by 127 officers from 70 cooperatives across Ilocos Sur.

CDS Rocelyn Banayat served as resource speaker.
Facilitators include PCDS Florentino Lorenzana, CDS Joy Salibad, and the CCDO Team headed by Grace Ramos.

Also in attendance was Mr. Efraim Dayap, Chairperson of ISUC.

3rd Quarter CCDC Meeting

The Candon City Cooperative Development Council (CCDC) convened for its 3rd Quarter Meeting, presided over by the newly elected Chairperson Mr. Efren Orpilla.The session focused on updates and cooperative sector initiatives, with active participation from partner agencies and organizations.

CDA Updates – Presented by PCDS Florentino B. Lorenzana.

CCDO Updates – Shared by Ms. Grace Llanes Ramos.

DILG Updates – Delivered by CLGOO Manuel Dumagpi.

City Agriculture Office Updates – Reported by Mr. Arnold Ugalde.

Ilocos Sur Union Cooperative Updates – Presented by Ms. Richie Altis Andino.

Cooperative Month 2026 – Preparations and activities discussed.

ARGAM Assistance Distribution – financial assistance to cooperatives that have conducted their general assembly meeting and have submitted complete documentary requirements.

Attendees: CDS Joy B. Salibad, former CCDC Chairperson Efraim Dayap, and Dr. Hilario Galapia, President of Federated Farmers Association of Candon City.

The Council approved a resolution urging the City Government to support the Philippine Cooperative Development Plan 2025–2028, aligning local cooperative initiatives with national development goals.
