The Abadaya Fisherfolks and Farmers MPC, Metro Parioc MPC, and Metro San Agustin ARC have successfully passed accreditation as Civil Society Organization (CSO) Implementers by the Department of Agriculture.

This accreditation opens doors for these cooperatives to access vital programs and services from the Agriculture Departmentโ€”paving the way for growth, development, and greater benefits for their farmer-members.

With the technical assistance provided by the Candon City Cooperative Development Office (CCDO) under the leadership of Ms Grace Llanes Ramos, cooperatives in Candon have found it easier to prepare the necessary documentary requirements for accreditation.

Special thanks to Maโ€™am Mila Guerrero Dela Rosa of DA Region 1 for her assistance.

To date, more than ten cooperatives in the city have been accredited by the Department of Agriculture. Many of them have already received interventions such as the INSPIRE Program and Kadiwa ni Ani at Kita, strengthening their capacity to serve their members and communities.

These achievements stand as proof of the solid support extended by the city government under the visionary leadership of City Mayor Eric D. Singson and Vice Mayor Atty. Kristelle Singson , who continue to champion cooperative development and agricultural empowerment in Candon.

Turn-over of Seed Capital and Cooperative Loan Assistance

The City Government of Candon, through City Mayor Eric D. Singson, formally turned over its Seed Capital Assistance and Cooperative Loan Assistance to two local cooperatives: the Candon City Wellness and Event Service Cooperative and the Salvador Pandayan Farmers ARC.

The simple but meaningful activity was held today, March 31, 2026, at the Office of Mayor Singson. It was witnessed by the officers of the two cooperatives, together with SCDS Richie Altis Andino of the City Cooperative Development Office.

Ang Candon City Cooperative Development Council (CCDC) sa pamumuno ni G. Efraim Dayap, ay nagwagi bilang 2nd Runner-Up sa Agri-Landscaping Competition na may temang Barrio Fiesta, bilang bahagi ng pagdiriwang ng To***co Festival 2026.

Ang parangal na ito ay patunay ng pagkakaisa at pagtutulungan ng mga kooperatiba, gayundin ng kanilang matatag na suporta sa Lungsod ng Candon sa ilalim ng makabuluhang pamumuno ni Mayor Eric Singson at Vice Mayor Kristelle Singson.

Candon City Marks Another Milestone for Cooperatives

Candon City continues to strengthen its cooperative movement with another landmark initiative.

On March 9, 2026, the SP Committee on Cooperatives, Livelihood and CSO conducted a committee hearing on Draft Ordinance No. 013-2026, entitled โ€œEstablishing the Guidelines on the Structure, Organization, Functions, and Operation of the Candon City Cooperative Development Council.โ€ The hearing was held at the SP Session Hall.

This ordinance is anchored on CDA Memorandum Circular No. 2022-03, Series of 2022, which sets the official guidelines for the structure, organization, and operation of Cooperative Development Councils (CDCs) nationwide.

The hearing was presided over by SPM Nestor Itchon and attended by CCDO Grace Llanes Ramos, members of the CCDC led by Mr. Efraim Dayap, City Agriculturist Eric Gacutan, and representatives from NTA Candon headed by Mr. Adonis Razo.

This milestone legislation was made possible through the unwavering support of City Mayor Eric D. Singson , Vice Mayor Kristelle Singson, and the City Council, who remain committed to advancing cooperative development and empowering local communities.

The Cooperative Development Authority (CDA), in partnership with the City Government of Candon through the CCDO and the Ilocos Sur Union Cooperative, successfully held the Orientation on Republic Act 11765, otherwise known as the Financial Products and Services Consumer Protection Act, its Implementing Rules and Regulations (IRR), and other related issuances last February 26, 2026 at Ban-aw Resort, Candon City.

This capacity-building initiative was attended by Board of Directors, managers, and other key officials of medium and large cooperatives in Ilocos Sur, underscoring the importance of strengthening cooperative governance and ensuring compliance with financial consumer protection standards.

The orientation highlighted how RA 11765 and its IRR safeguard the rights of financial consumers, promote transparency, and prevent abusive practices. For cooperatives, these principles are vital in maintaining member trust, operational integrity, and sustainable growth. By equipping cooperative leaders with updated knowledge, the orientation ensures that cooperative operations remain aligned with national regulations while fostering responsible financial stewardship.

Resource Speakers included Deputy Administrator Atty. Elizabeth O. Batonan and Ms. Jo Ann C. Gamboa from the CDA Central Office, accompanied by the CDA Regional Office I team headed by RD Atty. Frederick Joe Robles, together with Mr. Sherwin Arcipe, Ms. Rocelyn Banayat, PCDS Florentino Lorenzana, and CDS Joy Basingel.

On behalf of the Ilocos Sur Union Cooperative, CCDO Grace Llanes Ramos warmly welcomed the guests and participants, emphasizing the collective commitment of cooperatives in the province to uphold consumer protection and strengthen cooperative operations.

CLAP IS NOW INSTITUTIONALIZED!

The Cooperative Loan Assistance Program (CLAP), first launched in 2018 under the leadership of former Mayor Ericson Singson, has now been officially institutionalized through City Ordinance No. 1251. This landmark legislation ensures that CLAP becomes a permanent program dedicated to strengthening and supporting the cooperative sector in Candon City.

The Candon City Cooperative Development Office (CCDO) and the Candon City Cooperative Development Council (CCDC) extend their heartfelt gratitude to City Mayor Eric D. Singson , Vice Mayor Kristelle Singson , and the City Council, most especially the SP Committee on Cooperatives, Livelihood, and CSOs headed by Hon. Jaime Singson , for their unwavering support and commitment to the cooperative movement.

Since its inception in 2018, CLAP has provided vital loan assistance to cooperatives, empowering them to grow, sustain livelihoods, and uplift communities. With its institutionalization, the program is now secured as a long-term pillar of cooperative development in the city.
