𝗗𝗧𝗜 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝘀 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗖𝗼𝗻𝘀𝘂𝗺𝗲𝗿 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 𝗖𝗮𝗯𝘂𝗴𝗮𝗼

Cabugao, Ilocos Sur / 16 April 2026 — The Department of Trade and Industry (DTI) Ilocos Sur headed by Provincial Director H.A. Zaldy Z. Zafra Jr., conducted a courtesy visit with Honorable Josh Edward S. Cobangbang, Municipal Mayor of Cabugao and President of the League of Municipalities - Ilocos Sur Chapter, to discuss key initiatives aimed at strengthening local entrepreneurship and consumer welfare.

The meeting focused on the establishment of a Negosyo Center in Cabugao, which will serve as a one-stop shop for business registration, advisory services, and capacity-building programs for Micro, Small, and Medium Enterprises (MSMEs). The initiative is expected to bring government services closer to local entrepreneurs and promote ease of doing business in the municipality.

Also highlighted during the discussion was the Shared Service Facilities (SSF) Program, which provides MSMEs access to production equipment and technology to improve efficiency, productivity, and product quality. The program aims to support the growth and competitiveness of local industries in Cabugao.

Director Zafra emphasized the importance of coaching and mentoring programs to help MSMEs enhance their business management skills, marketing strategies, and financial literacy. These interventions are aligned with DTI’s commitment to building resilient and market-driven enterprises.

In addition, both parties discussed strategies for the development of local industries, including identifying priority sectors and promoting locally made products. Strengthening value chains and expanding market opportunities were identified as key steps toward sustainable economic growth.

The courtesy visit also underscored DTI’s ongoing efforts in consumer protection, ensuring that fair trade laws are upheld and that consumers are safeguarded against unfair business practices.

The engagement reflects DTI Ilocos Sur’s continuous commitment to fostering an enabling environment for MSMEs while promoting inclusive and sustainable development across the province.
