CARDIÑO’S LEADERSHIP DRIVES INTENSIFIED LAW ENFORCEMENT EFFORTS IN EASTERN VISAYAS

Under the leadership of PBGen. Romano Cardiño, Regional Director of the Police Regional Office 8, the Philippine National Police’s law-enforcement campaign in Eastern Visayas continued to gain momentum, with 1,323 individuals arrested in various operations across the region in September 2026.

The figures reflect a broad and sustained enforcement strategy covering illegal drugs, wanted persons, illegal fishing and logging, illegal gambling, loose fi****ms, smuggling and anti-insurgency operations.

Among the significant results were 472 wanted persons arrested, including 60 Most Wanted Persons, along with 143 drug suspects apprehended and more than 367 grams of illegal drugs seized.

Environmental protection was likewise a major focus, with police units conducting 260 anti-illegal fishing operations, resulting in 419 apprehensions, while 137 anti-illegal logging operations led to 52 arrests and the seizure of illegally sourced timber.

The campaign against loose fi****ms and explosives also produced results, with 371 fi****ms and explosives surrendered or confiscated during intensified operations.

These figures underscore Cardiño’s emphasis on focused, intelligence-driven and sustained police operations, coupled with coordination among police units and partner agencies.

More than the numbers, the campaign reflects a leadership approach centered on maintaining peace and order while responding to issues that directly affect communities — from criminality and illegal drugs to environmental violations and wanted persons.

As Cardiño emphasized, the continuing effort is anchored on the commitment of police personnel to suppress criminality and provide responsive service to the people of Eastern Visayas.

Strong leadership is measured not only by directives issued, but by disciplined ex*****on in the field — and by the police organization’s ability to translate strategy into results.

Under Cardiño’s leadership, PRO 8 continues to position itself as a proactive force in protecting communities and upholding the rule of law throughout Eastern Visayas.

130 FOREIGN NATIONALS ACCOUNTED FOR IN ZAMBOANGA SIBUGAY FORCED-LABOR PROBE AMID ARMED CLASH

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., backed a government operation in Zamboanga Sibugay that accounted for 130 foreign nationals amid an armed encounter on October 2, 2026.

The operation was conducted in Barangay Tandiong Muslim, Alicia, Zamboanga Sibugay, by personnel of the Bureau of Immigration (BI), National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP), and the Police Intelligence Unit and Alicia Municipal Police Station of the Zamboanga Sibugay Police Provincial Office. It stemmed from allegations of forced labor and the employment of foreign nationals without the required visas or immigration documents.

An armed encounter transpired between the operating government personnel and unidentified armed individuals during the operation. Two Chinese nationals were wounded and immediately brought to Alicia District Hospital for medical treatment before being referred to Zamboanga Medical Center for further medical attention.

A total of 130 foreign nationals were accounted for, consisting of 120 Chinese, four Indonesians, three Malaysians, and three Myanmar nationals. They were placed under the custody of the BI and NBI and subsequently brought to Purok 2, Barangay Kimos, Siay, Zamboanga Sibugay, for consolidation and proper disposition.

Their immigration status, individual circumstances, and possible involvement in any unlawful activity remain subject to verification and investigation by the competent authorities. Meanwhile, the identities, whereabouts, and subsequent status of the unidentified armed individuals involved in the encounter remain subject to further investigation.

“This operation highlights the importance of decisive law enforcement action when there are indications of exploitation and immigration violations. Our personnel must remain alert, disciplined, and committed to protecting people while carrying out their lawful duties,” PGEN Nartatez said.

“Hindi tayo magpapabaya sa mga sitwasyong maaaring maglagay sa panganib sa buhay at seguridad ng mga tao. Sisiguraduhin nating naaayon sa batas ang ating mga hakbang at mananagot ang sinumang mapatutunayang lumabag sa batas,” he added.

The PNP Focused Agenda provides a framework for strengthening police service and translating priorities into concrete results, particularly through Enhanced Managing Police Operations, which reinforces lawful and sustained law enforcement efforts.

As the PNP strengthens law enforcement efforts and safeguards communities under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
